HomeMy WebLinkAboutR-84-1278KI J-84-1060 4 ii•3 -40=r RESOLUTION No. 84--10117S A RESOLUTION DESIGNATING THE COMPLETE PLANNING AND DESIGN SERVICES FOR THE DEVELOPMENT OF A POLICE SUBSTATION IN LITTLE HAVANA AS A CATEGORY "B" PROJECT, AND APPOINTING JOHN E. GILCHRIST, ASSISTANT TO THE CITY MANAGER, SPECIAL PROJECTS TASK FORCE, AS CHAIRPERSON FOR THE COMPETITIVE SELECTION COMMITTEE, IN ACCORDANCE WITH ORDINANCE No. 8965, ADOPTED JULY 23, 1979, WHICH ORDINANCE ESTABLISHED PROCEDURES FOR CONTRACTING SAID PROFESSIONAL SERVICES AND ALSO ESTABLISHED COMPETITIVE NEGOTIATION REQUIREMENTS WITH REGARD TO THE FURNISH- ING OF SUCH SERVICES WHEREAS, to more effectively combat crime and improve professional law enforcement services to the community, the City of Miami proposes to develop a Police Substation in Little Havana; and WHEREAS, the City Commission, on January 26, 1984, approved Ordinance #9787 authorizing the issuance, subject to the special municipal election of March 13, 1984, of $20,000,000 for Police Headquarters and Crime Prevention facilities General Obligation Bonds, for the purpose of funding various improve- ments; and WHEREAS, the voters of the City of Miami, at the special municipal election on March 13, 1984, provided for by Ordinance #9788 passed and adopted on January 26, 1984, approved the levy and collection of ad valorem taxes to pay for such bonds; and WHEREAS, the City will be seeking the professional services of a qualified and experienced architectural consult- ant, to provide along with subconsultating engineers and land- scape architects, complete professional design and construction administration services for this project; and WHEREAS, the City Manager recommends that the develop- ment of a Police Substation in Little Havana be designated a Category "B" project in accordance with the provisions of Ordinance No. 8965, adopted July 23, 1979; and CITY COMMISSION MEETING OF NOV 8 1984 LU11W Nu84-V78 REMARKS. 2f. 41Y Y �g k` p WHEREAS, the Citv Manager recommends that John E. Gilchrist, Assistant to the City P4anager, Special Projects Task Force, be appointed as the Chairperson of the Competi- tive Selection Committee in accordance with the provisions of the said ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The planning and design services for the development of a Police Substation in Little Havana is hereby designated as a Category "B" project in accordance with the provisions or Ordinance No. 8965, adopted July 23, 1979, which ordinance established procedures for contracting for certain professional services and also established competitive negotia- tion requirements with regard to the furnishing of such services. Section 2. John E. Gilchrist, Assistant to the City Manager, Special Projects Task Force, is hereby appointed as Chairperson of the Competitive Selection Committee in accordance with the provisions of Ordinance No. 8965. "It is recommended that the attached resolution be adopted by the City Commission approving the designation of the planning and design for the I development of a Police Substation in Little Havana as a Category "B" project, and designating John E. Gilchrist, Assistant to the City Manager, Special Projects Task Force, as Chairperson of the Competitive Selection Committee, in accordance with Sub -sections 5a and 5b of Sections 16 and 17 of the City Code which establish procedure for contracting for professional services and compet- itive negotiation for such services." In response to the community's approval of the $20,000,000 General Obligation Bond Issue for Police Headquarters and Crime Prevention facilities, the Police Department has begun working on the Substa- tions -to be placed in Little Havana and Liberty City, and changes which will occur as a result of the substations and needed improve- ments in their existing headquarters facilities. In order to initiate the acquisition of the necessary professional planning and design services, the Special Projects Task Force has prepared this resolution designating the substation in Little Havana a Category "B" project in conformance with, Ordinance #8965. Requests for professional services for this project will be done simultaneously with those for the substation for Liberty City and the renovation and improvement of the Police Headquarters Facilities.
