FOR THE PERIOD OCTOBER 1, 1984 THROUGH OCTOBER 31, 1984; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE AFORESAID AGENCY TO IMPLEMENT THE HEREIN ALLOCATION. WHEREAS, the City Commission passed Motion No. 84-1176 dated October 10, 1984 which expressed the intent to allocate 1/12th funding to the Senior Centers of Dade County, Inc.; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. $8,333 of Federal Revenue Sharing Funds previously appropriated by Ordinance No. 9901 is hereby allocated to the Senior Centers of Dade County, Inc. for the period October 1, 1984 through October 31, 1984. Section 2. The City Manager is hereby authorized to execute an agreement, in a form acceptable to the City Attorney, with the aforesaid Agency to implement the herein allocation. 'Y It is recommended that the City Com- mission adopt a resolution which for- malizes Motion 84-1176 providing a 1/12 allocation of $8,333 of FY 1984- 85 Federal Revenue Sharing funds to the Senior Centers of Dade County. At its October 10, 1984 meeting, the City Commission passed Motion #84-1176 which expressed the Commission's intent to allocate 1/12 funding to Senior Centers of Dade County. The motion is vague in that it states that it is "a motion authorizing and directing the City Manager to allocate an amount representing one twelfth (1/12) funding for the Senior Centers of Dade County." It was staff's interpretation that the 1/12 allocation referred to the continua- tion of the Agency's C. D. Emergency Jobs Bill project which ended September 30, 1984. On this basis, the allocation was determined to be $8,333. �'- However, on November 1, 1984, staff received a proposal for •$198,490 from this Agency to operate a project which provides 200 home de- livered meals on a daily basis to elderly City of. Miami residents. Jose Navarro, the Agency's executive director, indicates that he had submitted his request directly to the City Commission. The attached resolution formalizes Motion 84-1176 passed by the Com- mission October 10, 1984. However, the section of the resolution which specifies the purpose of the allocation is left blank so that the City Commission can clarify which project it intended to fund through this allocation, FC :mb Enclosure 84-126 7
