A RESOLUTION EXPRESSING THE CONCERN OF THE CITY COMMISSION OVER THE PROBLEMS THAT ARE ARISING FROM THE DEPARTMENT OF OFF-STREET PARKING PLACEMENT OF PARKING METERS IN AREAS _- AND NEIGHBORHOODS OTHER THAN THE DOWNTOWN BRICKELL AREA SUCH AS ALLAPATTAH, LIBERTY u CITY AND LITTLE HAVANA; FURTHER REQUESTING THAT THE DIRECTOR OF OFF-STREET PARKING C. REPORT TO THE CITY COMMISSION ON THE AMOUNT OF PROJECTED REVENUES FROM SUCH METERS AND WHETHER SUCH PLACEMENT IS COST PRODUCTIVE AND WHETHER THERE IS AN ALTERNATIVE MEASURE TO THE PLACEMENT OF SUCH METERS; FURTHER REQUESTING THAT SAID REPORT INCLUDE THE NUMBER OF METERS THAT HAVE BEEN ADDED SINCE THE PRESENT DIRECTOR OF OFF-STREET PARKING WAS APPOINTED AND THE AMOUNT OF INCOME FROM THOSE METERS IN THAT PERIOD OF TIME; REQUESTING THAT THE DEPARTMENT OF OFF-STREET PARKING MAKE A COMMITMENT TO REMOVE PARKING METERS FROM RESIDENTIAL AREAS, FURTHER INSTRUCTING THE CITY ATTORNEY TO PREPARE AN ORDINANCE WHEREBY, TO THE EXTENT PERMITTED BY LAW, PARKING REVENUES FROM METERS IN THE ABOVE -DESCRIBED AREAS AND NEIGHBORHOODS WILL BE PROHIBITED FROM BEING FURTHER PLEDGED IN CONNECTION WITH THE ISSUANCE OR SALE OF BONDS. _ i- BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission is concerned over the problems that are arising from the Department of Off -Street Parking Placement of parking meters in areas and neighborhoods other than the Downtown Brickell area such as Allapattah, Liberty City and Little Havana. Section 2. The Director of the Department of Off -Street Parking is hereby requested to report to the City Commission on the amount of projected revenues from meters in such outlying areas and neighborhoods and whether such placement is cost productive and whether there is an alternative measure to the placement of those meters. Section 3. The Department of Off -Street Parking is hereby requested to make a commitment to remove parking meters CITY COMMISSION MEETING OF NOV 8 1984 �RESOLUF101i N084-1263 REMARKS. from residential areas. Section 5. The city Attorney is hereby instructed to prepare an ordinance whereby, to the extent permitted by law, parking revenues from meters in the above -described areas and neighborhoods will be prohibited from being further pledged in connection with the issuance or sale of bonds.
