A RESOLUTION ALLOCATING $5,000 FROM SPECIAL
PROGRAMS AND ACCOUNTS, QUALITY OF LIFE FUND,
IN SUPPORT OF THE JUNIOR ORANGE BOWL COMMITTEE/
GYMNASTICS TOURNAMENT TO BE HELD IN THE CITY OF
MIAMI/UNIVERSITY OF MIAMI JAMES L. KNIGHT
INTERNATIONAL CENTER NOVEMBER 30 THROUGH
DECEMBER 2, 1984; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT WITH THE
JUNIOR ORANGE BOWL COMMITTEE; SAID ALLOCATION
BEING CONDITIONED UPON SUBSTANTIAL COMPLIANCE
WITH THE CITY OF MIAMI ADMINISTRATIVE POLICY
NO. APM-1-84, DATED JANUARY 24, 1984.
WHEREAS, the Junior Orange Bowl Committee is a nonprofit
organization which promotes the social welfare of the community
by sponsoring, producing and/or participating in festivals,
expositions, athletic contests and other similar projects so that
residents and visitors in the community shall become acquainted `
with, attracted to and interested in the climatic, recreational,

commercial, social, educational and economic resources of the
area; and
WHEREAS, the Junior Orange Bowl Committee is desirous
of holding a gymnastics tournament at the City of Miami/
University of Miami James L. Knight International Center on
November 30 through December 2, 1984; and
WHEREAS, the Junior Orange Bowl Committee has requested
funds from the City to cover the cost of renting part of the
Miami Convention Center Auditorium, and cost for ushers,
stage hands, set up, clean up and P.A. system operators;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF MIAMI,
FLORIDA:
Section 1. The sum of $5,000 is hereby allocated
from Special Programs and Accounts, Quality of Life Fund, in
support of the Junior Orange Bowl Committee/Gymnastics
Tournament November 30 through December 2, 1984.

Section 2. The City Manager is hereby authorized to
execute an agreement with the Junior Orange Bowl Committee
for said gymnastics tournament.
Section 3. The herein allocation is conditioned

Dear Ms. Leff:
I have enclosed the completed Special Funding Request Form
with attachments. Please let me know if any answer requires further
explanation or if additional information is desired. I look forward
to the opportunity to appear before the Miami City Commission to

amplify our special need for funds.
Please note that we are not asking for money for our Committee's
General Revenue Fund but instead are asking for funds to defray the
cost of the rental of the James L. Knight Center. Mr. Tom Connors,
of the Knight Center, is forwarding a contract to me in which he will

specify a rental of $1650.00 per day plus $1500.00 labor (which will
include security deposit, ushers, stage hands, set-up, clean-up and

Before making this financial request my Committee sought financial

support from no less than thirteen individuals and corporations and

approached no less than fifteen individuals in our search for a proper
site. If we are not able to rent the Knight Center we will be forced

to hold our tournament in a high school gymnasium. That, of course,
would be a serious blow to the prestige and stature of our event and

a poor reflection on the Junior Orange Bowl Committee as a whole. This
is especially true in light of the tremendous public affection for our
Olympic gymnasts. And speaking of Olympic gymnasts, we are currently

negotiating with Cathy Johnson, United States Olympic Gymnastic Silver
Medalist, to appear as our special guest. I am sure the City of Miami
would be proud to show her off at a tournament in a facility as fine

as the James L. Knight Center.

Brief description of program/event (including number of people

This is the Third Annual Junior Orange Bowl Gymnastics Tournament. Approximately
120 girls between 9 and 15 will participate in four events: balance beam, vault,
floor exercise and uneven parallel bars. An equal number of spectators are
anticipated.
Benefits to the City (quantify where possible):
This will be the first major athletic tournament the Junior Orange Bowl will have
hosted in the City of Miami. A significant percentage of the participants and
spectators are from out of town. They will require food and lodging in the city of Miami

*The Junior Orange Bowl Committee respectfully requests that the City of Miami fund
this tournament to the extent of the cost of the J.L. Knight Center for our tournament.
We will require the use of the facilities for set-up time in the evening of Nov. 30,
a full day on Saturday, December 1, and until mid -afternoon on Sunday, December 2. We
would also request a waiver of any clean-up fee.

The written request of the committee chairman must be received by the Treasurer before
expenditures are permitted. If desired, the requested funds from the City of Miami
could be paid directly to the Knight Center.

The Junior Orange Bowl's Gymnastics Committee is made—up of 8 volunteers representing
a cross-section of the community. The actual organizers of this tournament are officers
in the Sun Rays Gymnastic Club of Miami. They have hosted many tournaments over the
years. The two principal organizers judge for the United States Gymnastic Federation
Olympic Trials. Their expertise and experience, the equipment of the Octaviano Studio
ot Gymnastics and the vo un eer eltorts 553 resources of many Jr. Orange Howl members and

NAME
The name of the corporation shall be the "Junior
Orange Bowl Committee, Inc.". n•< '

The corporation shall have perpetual existence.
ARTICLE III
-PURPOSE
A. The corporation shall operate, as a corporation
not for profit, exclusively for purposes beneficial to the
community as a whole and the promotion of the social welfare of
the State of Florida, to which end the corporation shall sponsor,
produce and/or participate in festivals, expositions, athletic
contests and other similar or allied projects of the Junior
Orange Bowl Festival so that residents and visitors in the
community shall become acquainted with, attracted to and
interested in the climatic, recreational, commercial, social,
educational -and economic resources of the area.•
B. In furtherance of its purposes as set forth herein,
the corporation shall have the right to contribute funds or
property to organizations described at Section 501(c)(3) of the
Internal Revenue Code of 1954, as amended, and to the State of
Florida or any county or municipality located therein, or any
instrumentality thereof.
ARTICLE IV
MEMBERS
A. Any person who is a resident of the State of. Florida
is eligible to become a Member of the corporation. Election of
Members shall be by the membership. The method of election, the
classes of membership, the number of members, and the powers,
duties and privileges of membership shall be prescribed by the
By -Laws of the corporation.
B. No dividends or other distributions of any kind
may be made by the corporation to its Members, officers or
directors except for reasonable compensation for services
rendered or reimbursement for reasonable expenses incurred for
the benefit of the corporation.

OFFICERS AND DIRECTORS
A. The affairs of the corporation are to be managed
by the'Board of Directors and duly elected Officers of the
corporation.

B. The officers of the corporation shall include a
President, First Vice -President, Second Vice -President, Secretary,
Treasurer and such additional officers and assistant officers as
may be elected in accordance with the provisions of this Article.
The duties of the officers shall be as prescribed by law and in
the By -Laws of the corporation.
C. The officers and directors shall be elected by
majority vote of the members present at the annual meeting of
the corporation and vacancies may be filled at any meeting of
the membership by majority vote of those members present. Such
elections shall be conducted in the manner prescribed by the
By -Laws. All officers and directors must be members of the
corporation and shall serve until their successor has been
duly elected.
D. The Board of Directors of the corporation shall
be composed of such members or classes of members as are provided
in the By -Laws of the corporation, provided that there shall at
all times be at least five directors.

Attached is a recommendation and legislation submmitted by Dean
Hofineister, of the Miami Convention Center, in connection with
a funding request from the Junior Orange Bowl Committee for a
gymnastics tournament to be held at the Convention Center
auditorium on November 30 through December 2, 1984.
On October 10, 1984 the City Commission passed Motion No. 84-1120
expressing its intent to allocate a sum not to exceed $5,000 in
support of this event. The attached resolution formalizes this
motion.
This event is expected to generate favorable publicity for the
City. Approximately 120 girls will participate in the tournament
and an equal number of spectators are anticipated from out of town.
If this item meets with your approval, it may be placed on the
November 8, 1984 Commission agenda.

said allocation being conditioned upon substantial
compliance with the City of Miami Administrative
Policy No. APM-1-84, dated January 24, 1984.
The Junior Orange Bowl Committee desires to hold a gymnastics tournament
in the City of Miami/University of Miami James L. Knight International
Center on November 30 through December 2, 1984. This event will be the
first major athletic tournament the Junior Orange Bowl Committee will have
hosted in the City of Miami. Approximately 120 girls between 9 and 15
will participate in four events. An equal number of spectators are
anticipated from out of town.
It is felt the allocation is a good investment not only in support of a
worthwhile cause, but also for the favorable publicity to be gained for
the City.
We have reviewed the attached application and proposed budget presented by
the Junior Orange Bowl Committee and recommend this request for funding in
the amount of $5,000 be approved in accordance with the procedures
outlined in APM-1-84.
Funding to be from Special Programs and Accounts, Quality of Life Fund.
