a A RESOLUTION ACCEPTING THE COMPLETED WORK
OF AETNA CASUALTY & SURETY COMPANY AT A
TOTAL COST OF $81,183.00 FOR FLAGLER
'! HOUSE - RESTORATION; AND AUTHORIZING A
i FINAL PAYMENT OF $89838.30
WHEREAS, there exists a contract dated July 29, 1983 between
the City of Miami and (R. A. Halpern, Inc.; and
WHEREAS, R. A. Halpern, Inc. went out of business before
completing the project; and
WHEREAS, the work, has been satisfactorily completed by the
surety Aetna Casualty and Surety Company and they have furnished
the required documents certifying that all bills for labor and
materials have been paid in full in connection with the aforesaid
contract; and
WHEREAS, the City Manager and the Department of Public Works
recommend that the completed work be accepted and final payment
made to the surety;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The completed work performed by Aetna Casualty
and Surety Company for FLAGLER HOUSE - RESTORATION at a total
cost of $81,183.00 is hereby approved.
Section 2. The proper officials of the City of Miami are
hereby authorized to pay $8,838.30 to Aetna Casualty and Surety
Company as full and final payment for all work performed and all
materials furnished in connection with FLAGLER HOUSE -
RESTORATION

The Department of Public Works recommends
adoption of a resolution accepting the complete
work and authorizing a final payment of
$8,838.30 to Aetna Casualty and Surety Company
for FLAGLER HOUSE - RESTORATION
The surety, Aetna Casualty and Surety Company has completed
the project after the contractor on the project R. A. Halpern
Inc. went out of business. The work consisted of restoring
an existing historical building located between Miami
Riverwalk and S.E. 4th Street just westerly of S.E. 1 Avenue.
It included demolition, new front porch, new west facade,
new and restored windows and doors, a new roof, a new metal
stair, a new service area, new concrete walk, and termite -
proofing of the building. The original contract amount was
for $83,625.00, and the completed amount is $81,183.00. It
was completed on time. The source of funds is "City of
Miami/University of Miami James L. Knight International
Center and Parking Garage" account.
It is now in order for the City Commission to accept the
completed work and authorize final payment, after all
conditions are met.

Report Prior to Final Acceptance

ENCLOSURES:
The Flagler House - Restoration project has been completed by
(R. A. Halpern, Inc., who went out of business)and Aetna Casualty
and Surety Company.
The project consisted of restoring existing historical building
located between Miami Riverwalk and S.E. 4th Street just westerly
of S.E. 1 Avenue. The work included demolition, new front porch,
new west facade, new and restored windows and doors, a new roof,
a new metal stair, a new service area, new concrete walk, and
termite -proofing of the building.
The contractor on the project, R. A. Halpern, Inc., encountered
financial difficulties in his business, and prior to completing the
project, was unable to do so, and abandoned the project. The bond-
ing company, Aetna Casualty and Surety Company, was advised of the
situation, and took over and completed the project.
We will request preparation of a resolution accepting the completed
work, and authorizing final payment to the Aetna Casualty and Surety
Company for the Commission Meeting of November 8, 1984.
This was a lump sum contract in the amount of $83,625, including a
$5000 cash allowance for special items. Total payments to the surety
will be less than the original contract amount, since only $2558 of
the $5000 cash allowance was used.
,The,actual construction cost, therefore, is $81,183.
