RESOLUTION NO. 84-1.30.E
A RESOLUTION OPPOSING THE ISSUANCE OF
INDUSTRIAL DEVELOPMENT BONDS BY METRO-
POLITAN DADE COUNTY TO RELOCATE ANY
ESTABLISHED MIAMI BUSINESS FROM THE CITY
OF MIAMI TO UNINCORPORATED DADE COUNTY,
AND AUTHORIZING THE CITY ATTORNEY TO
INITIATE LEGAL ACTION IN AN APPROPRIATE
COURT CHALLENGING THE USE OF THESE BONDS
BY BUSINESSES SEEKING TO RELOCATE TO
AREAS IN UNINCORPORATED DADE COUNTY;
AUTHORIZING AND DIRECTING THE CITY ATTORNEY
AND CITY MANAGER TO OPPOSE THE ISSUANCE OF
THESE AND OTHER LIKE. BONDS BEFORE THE DADE
COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY;
AND DIRECTING THE CITY ATTORNEY AND CITY
MANAGER TO SEEK ENACTMENT OF STATE LEGIS-
LATION PROHIBITING DADE COUNTY OR ANY
OTHER FLORIDA GOVERNMENTAL AGENCY FROM
ISSUING INDUSTRIAL DEVELOPMENT BONDS
WHICH WILL RELOCATE ESTABLISHED MIAMI
BUSINESSES TO UNINCORPORATED DADE COUNTY.
WHEREAS, the City of Miami has economic development goals
similar to those of Dade County, including the creation of jobs,
an increased tax base, the stimulation of economic growth and
tourism and downtown revitalization; and
WHEREAS, the City of Miami has expended considerable re-
sources to develop its downtown area, including the Brickell area,
to increase utilization and revitalization of the downtown area
and eliminate vacancy rates in office facilities and hotels; and
WHEREAS, to accomplish the goal of revitalizing its downtown
area, the City must be in a position to attract businesses and
facilities which will encourage companies utilizing office space
to locate in the Downtown-Brickell area; and
WHEREAS, the City of Miami has expressed concern within the
last year to the Dade County Industrial Development Authority
about its practice of financing the construction of facilities
which removes businesses from the City and relocates them to
areas in unincorporated Dade County;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City of Miami hereby opposes the issuance
of Industrial Development Bonds by Metropolitan Dade County through
the Industrial Development Authority to relocate any established

Section 2. The City Attorney is hereby authorized to
appear at bond validation proceeds or to initiate legal action

in an appropriate court in opposition to the validation or use of
Industrial Development Bonds for the purpose of relocating
established Miami businesses to unincorporated Dade County.
Section 3. The City Attorney and City Manager are hereby
authorized and directed to oppose the issuance of these and
other like bonds before the Dade County Industrial Development
Authority.
Section 4. The City Attorney and City Manager are directed
to seek enactment of state legislation prohibiting Dade County
or any other Florida government agency from issuing Industrial
Development Bonds which will relocate established Miami businesses
to unincorporated Dade County.
