HomeMy WebLinkAboutR-84-1299�t J-84-1137 M84-1258 RESOLUTION NO. 84-1299 (11/8/84) A RESOLUTION RATIFYING AND CONFIRMING THE MOTION ADOPTED BY THE CITY COMMISSION AT ITS NOVEMBER 8, 1984 MEETING ALLOCATING $35,000 TO THE ALLAPATTAH MERCHA14TS ASSOCIATION, FOR THE PERIOD FROM DECEMBER 1, 1984 THROUGH JUNE 30, 1985 TO PROVIDE ADMINISTRATIVE AND TECHNICAL SUPPORT TO THE ALLAPATTAH LOCAL DEVELOPMENT CORPORATION IN THE COORDINATION AND DEVELOPMENT OF THE ALLAPATTAH SHOPPING CENTER; AUTHORIZING THE 'ITY MA14AGER TO ENTER INTO AN AGREEMENT WITi. THE AFOREMENTIONED AGENCY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the City Commission, is committed to economic development and the expansion of trade and commerce; and } WHEREAS, the promotion, of economic revitalization in t the City of Miami's neighborhoods is ar, important part of the City's development strategy; and i WHEREAS, the Allapattah Commercial Business District along 36th Street between, N.W. 7th Avenue and N.W. 27th Avenue was once a major thoroughfare for commercial business activity and redevelopment; and WHEREAS, business activity in the Allapattah Commercial District has declined rapidly over the past 10 years; and WHEREAS, the City of Miami and the Allapattah Merchants Association contracted with The Chesapeake Consultant Group, Inc. , to conduct a market analysis and financial feasibility study to ascertain, the viability of a retail shopping center adjacent to the Allapattah Rapid Transit Station site located at the intersection of N.W. 36th Street and N.W. 12th Avenue; and WHEREAS, the Allapattah Local Development Corporation was incorporated by the Allapattah Merchants Association to develop the proposed Allapattah Shopping Center; and WHEREAS, the development of the shopping center project is dependent upon, the County's ability to acquire a $1.2 million grant from the Department of Transportation Urban Mass Transit Administration (UMTA); and CITY COMMISSION MEETING OF nz m NOV 15 19H a 4 RESOLU110w ,:�.84-129 :1 WHEREAS, the aforementioned grant was submitted to UMTA on August 2, 1983; arid WHEREAS, one of UMTA's requirements in obtaining the $1.2 million, grant is that the City commit 20% as the local match share upon, grant award; and WHEREAS, on March 19, 19841 the City of Miami Commission approved and authorized the allocation, of $300,000 of 10th year Community Development Block Grant Funding (CDBGF) for the proposed shopping center project; arid WHEREAS, prior to September 17, 1984, the AMA and ALDC had beer, receiving financial and management consultant services from Holland Consulting, Inc.; and WHEREAS, due to the lack of performance on the part of the consultant, the AMA and ALDC terminated the services of Holland Consulting, Inc.; and WHEREAS, the AMA has requested funding to provide administrative and technical support services to the ALDC in order to achieve the principal objective which is to develop a shopping center in the Allapattah Commercial District; and WHEREAS, the City Commission, adopted a Motion, at its November 8, 1984 City Commission, meeting to allocate $35,000 to the AMA for the purpose of providing administrative and technical support to the ALDC; and WHEREAS, the City Commission, is desirous of continuing its neighborhood economic development efforts in the Allapattah Commercial business district and funds are available in the Special Programs and Accounts Contingent Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section, 1. The City Manager is hereby authorized to allocate $35,000 from the Special Programs and Accounts Contingent Fund to the Allapattah Merchants Association, (AMA) to provide administrative and technical support to the Allapattah Local Development Corporation. 84-1299 0 W Section, 2. The City Commission, hereby ratifies and confirms the motion, adopted at the November 8, 1984 City Commission, meeting authorizing the City Manager to enter into an agreement with the Allapattah Merchants Association, in a form acceptable to the City Attorney, allocating $35,000 to the AMA to provide administrative and technical support to the ALDC.
