Coconut Grove Jaycees and street closure to vehicular
traffic during the three-day event.

PROGRAM CONTENT AND EVALUATION
1. The 21st Annual Coconut Grove Arts Festival was held on Feb-
ruary 18,19,and 20, 1984. The Festival featured the origi-
nal works of 320 visual artists along South Bayshore Drive,
McFarlane Road, Main Highway, and Commodore Plaza. (See
list of artists in 1984 Program for hometowns a -id' media.)
Local and national performing artists entertained each day
on the outdoor stage in Peacock Park. (See schedule of per-
forming artists in 1984 Program.) More than 50 culinary
artists offered ethnic/one-of-a-kind foods in the food areas
along South Bayshore Drive and off of Main Highway. (See
1984 Program for list of food vendors.)

The change in the 1984 Festival scheduling to include Mon-
day, a legal holiday, as well as the extensive pre -event
media coverage (including a feature on PM Magazine, resulted
in an increase in attendance of approximately 100,000 over
the three-day event. (Official City of Miami Police esti-
mates of attendance: 1983 - 500,000+, 1984 - 6509000.)
B.
Applications for the 1984 Festival were 35% higher than the
previous year, with an attendant increase in overall quality
of work. The Coconut Grove Arts Festival features the fin-
est street -show artists in the country, as well as national-
ly and internationally known performing artists such as
Stanley Turrentine.
C.
The 1984 Coconut Grove Arts Festival brought some 650,000
visitors into the Coconut Grove area without incident and
with little inconvenience to the merchants and community.
Col. Billy Riggs and Lt. Jeffrey Pearce, City of Miami Po-
lice coordinators for the event, commended the Festival As-
sociation for the thorough planning and smooth implementa-
tion of the 1984 Festival.
D.
Crowd and traffic control was adequately anticipated and
carried out by the -Festival Committee with the assistance
of 20 City of Miami Police and more than 100 volunteer "mar-
shals" each day.
E.
The press coverage of the 1984 Festival exceeded our expec-
tations. WTVJ-Channel 4's PM Magazine featured the Coconut
Grove Arts.Festival on Friday, February 17th. The Miami

each day of the event. In addition, the 1984 Coconut Grove
Arts Festival was featured/covered in Southern Living, Sun-
shine Artists, Miami/South Florida, and Miller Time maga-
zines. (See attached.)

While this was not unexpected, the biggest difficulty en-
countered each year is the parking/t.ransport problem. The
'
Festival Committee is exploring the possibility of providing
a tram service for Festival -goers parking outside of the
immediate Festival area.
3. The single most significant improvement would be the desig-
nation of parking areas outside the Festival area with tram
service available. The solution may involve the use of Met-
roRail parking areas along South Dixie Highway and this pos-
sibility is under investigation. This would necessitate
a budget item for tram rentals, drivers, and insurance and
would, therefore, increase the overall Festival expenses.
City support in the way of funding and/or in -kind services
would be a great assistance in the solution to this problem.

Brief Description of Project (use only one page)
The Coconut Grove Arts Festival is an annual, three-day cele-
bration of the visual, performing, and culinary arts held in
the streets and parks of Coconut Grove during the month of
February. One of the largest and most notable Festivals in
the United States, the 22nd'annual Coconut Grove Arts Festival
will take place on February 16,17, and 18, 1985.
Over 300 artists will display and sell original artwork, while
competing for cash prizes and awards. Dancers and musicians
will entertain throughout the event from an outdoor stage in -
Peacock Park; jugglers, clowns, and mimes will perform among
the crowds in the street; more than 50 culinary artists will
again offer a wide variety of ethnfc/one-of-a-kind foods in
two food areas.
In 1985, more than 650,000 people will join in Coconut Grove's
annual celebration of the arts. Visitors from throughout the
world will plan their stay in South Florida to coincide with
the three-day event. And the City of Miami will again receive
national and international attention as the Coconut Grove Arts
Festival typifies outdoor events in Florida - safe, charming
and inviting.

1985 Coconut Grove Arts Festival
7. A
The objective of the annual Coconut Grove Arts Festival is
to enhance the cultural environment of the community by of-
fering the finest of the visual, culinary, and pacforming
arts in a safe and inviting outdoor setting. The Coconut
Grove Arts Festival enjoys a national and international repu-
tation for excellence, attracting more than 650,000 people
in 1984, as well as extensive media coverage. The 1984 Fes-
tival showcased nationally known artists and performers and
was featured on WTVJ-Channel 4's PM Magazine, in national
and local publications including Southern Living,Miller Time,
Sunshine Artists, and South Florida magazines, the Miami Her-
ald and Miami News, and on local and network television sta-
tions. The 1985 Festival, to be held on February 16-18,
Saturday, Sunday, and Monday (a legal holiday)., is expected
to again draw record crowds and attract local and national
media coverage. The Festival Association will continue to
work with tour wholesalers and sales personnel from .local
hotels in marketing a Festival -Hotel Accommodation package
for the 1985 season to attra=t tourists from the U.S., Latin
and South America.
As in past years, the 1985 Coconut Grove Arts Festival will
assist in the support of non-profit community grouts such
as the Coconut Grove Jaycees, Coconut Grove Chamber of Com-
merce, Coconut!Grove Development Corporation (LDC), Parent
Resource Center (PRC), Metropolitea Museum of Art, Theolore
Gibson Memorial Fund, and the Coconut Grove Women's Club by
arranging for their participation and fund-raising during
the three-day event. These local groups raised more than
$50,000 during the 1984.Festival, enabling them to continue
the worthwhile projects and services they provide for the
South Florida community.

Schedule of Events:
The 1985 Coconut Grove Arts Festival will be open from 10
AM to 6 PM Saturday, Sunday, and Monday, February 16,17,18.
In addition to the 300+ visual artists displaying and sell-
ing their works in the streets of Coconut Grove, performing
artists will provide continuous entertainment on the outdoor
stage in Peacock Park. Saturday and Sunday will showcase
local entertainers with a major national artist featured
each day. Monday is designated as Children's Day, with
entertainment geared to a young audience and featuring young
performers from the Coconut Grove Children's Theatre, pro-
duced and directed by Corky Dozier. Street performers will
also provide entertainment throughout the Festival area.
Culinary artists (food vendors) will offer ethnic, one -of -
a -kind foods in each of the two Festival food areas.
Proiected Attendance: 650,000 to 700,000 over the 3 days.

The Festival will be held on South Bayshore Drive, McFarlane
Road, Main Highway, in Peacock park, and Bayfront Park.
Crowd Control:
Crowd control is provided by the City of Miami Police De-
partment, under the supervision of Co L. Billy Riggs and Lt.
Jeffrey Pearce.
Central Planning:
Central planning is handled, during the Festival, by the
Executive Director and members of the Board from the Glass
House in Peacock Park.

1985 Coconut Grove Arts Festival

The: Festival planning and implementation are esstatially
on -going processes. Applications are mailed beginning June
lst; however, requests for applications are received from
April on. The application is designed and printed during
the April - June 1 period. Throughout the summer (June to
' October) applications are mailed and processed. Jurying
is completed during the month of October; street assignments
and vendor contracts during November. The Festival poster
and program design and production take place during Novem-
ber,December, and January, as do arrangements with police
and sanitation. Street marking and set-up are done in Feb-
ruary. Accounts are, cleared, final payments made, etc.,
in March. However, pre -event planning is already underway
at this time for the coming year's Festival.

The:, .Coconut Grove Association sponsors the Coconut Grove
Arts:Festival the, third weekend in February each year.' The
Festival programs for 1983 and 1984 are attached.*

1985 COCONUT GROVE ARTS FESTIVAL GRANT APPLICATION
ADDENDUM I
The 1985 Coconut Grove Arts Festival will 'be held in the
streets and parks of Coconut Grove. In order to allow for
the safe flow of pedestrian traffic as well as the artists'
and vendors' booths, we are requesting that the following
streets be closed to vehicular traffic from 6 AM to 6 PM
February 16.17,18, 1985, and be designated for exclusive
use by the Coconut Grove Arts Festival:
South Bayshore Drive from SW 27th Avenue to Mc—
Farlane Road; McFarlane Road from South Bayshore
Drive to Grand Avenue; Main Highway from Grand
Avenue to Charles Avenue; Fuller Street; and Com—
modore Plaza.*
In addition, the Coconut Grove Arts Festival requests the
exclusive use of Peacock Park and Bayshore Park.
* The proposed route and street closings were submitted for
consideration and approved by Col. Billy Riggs and Lt. Jef—
frey Pearce of the City of Miami Police Department.

ADDENDUM 2
The 1985 Coconut Grove Arts Festival will again. sell beer
in cooperation with the Coconut Grove Jaycees, another non-
profit group, to defray Festival expenses as well as to
benefit local charities (e.g. McDonald House). In order
to continue the success of this venture the Coconut Grove
Arts festival requests permission to sell beer in the save
park and street locations approved by the Miami City Com-
mission, City Manager's office and City of Miami Police for
the 1984 Festival. This was done safely and without inci-
dent during the 1984 Festival. In addition, the 1984 Coco-
nut Grove Arts Festival fully complied with the City Ordin-
ance requiring soft containers only within the Festival area
and will again ban all metal and glass container sales in
the 1985 show.
