HISTORY
During the Miami -Bahamas Goombay Festival in Coconut Grove in June
1983, there were more than 300,000 people in attendance. During the
1984 festival there were more than 350,000 people in attendance (see
attached article from. Miami Herald).
A list of the major activities during.the festival is attached.
i
MIAMI/BAHAMAS GOOMBAY FESTIVAL "IN COCONUT GROVE,.INC."
JUNE 1st, 2nd, 3rd, 1984
The festival reached well over 50,000 non -participants via media
coverage, the Miami Herald, Miami News, Miami Times, Nassau Tribune
and television stations: 4, 61 7 and 10.
There were approximately 177 musicians and cultural artists employed
as participants. The festival provided employment for well over
(1,000 persons) for the duration of the festival.
We are also plagued by many citizens who take the opportunity to
become squatters. This situation is difficult to control. Future
plans dictate that it is necessary to appeal to the citizenry.
The financial income for the vending participants is evident in
their annual participation..
The participation of Ms. Esther Rolle, actress of stage and T.V.
screen, served as queen of the Festival. Her appearance added to
the flavor of the festival: She was overwhelmingly received by the
festival audiences.
We are anticipating an even larger and greater festival for 1985, as
we have been promised imput for planning from the Bahamas Minister
of Tourism Office and the American/Bahamian Federation Club of Miami.
Attached is a documentation of the 1984 Goombay Festival. The final
audit report has not been filed as of this date, but be assured that
as soon as it has been compiled, your office will receive its copy.

NARRATIVE
(Include No Shows, recon.endations for future events, and also prcti-'de)
(a -short descriptive paragraph for possible inclusion in press Release)
(describing s,j gnificant cbp-racteristics of overall event) .
NOTE: To insure timely release of this information,
". please submit this.report to the Outside
Employment -Office no later than the following
morning after the event. - -
The 1984 Goombay Festival was a total success from everyone con-
cerned., The Goombay Committee Members were pleased as was the
general public •(attendees)i- There were no significant complaints
from area residents or businessmen. The participants.(sellers)
when asked,
-stated that- the event' was a financial success. There
were no reported asdlts. There were a few larcenies (pickpockets)
and only one robbery. There were no injuries to my police personnel
working the'event. One Officer was struck when making an arrest
but there was no injury. The climate of cooperation between all
parties working the event led to its success.. The public relations'•':..
efforts of the Officers working the event were a significant factor
of few incidents occurring.
The event seemed to get bigger and -better year by year and more
professionally administered. There are numerous minor vioiaticns
of ordinances that are being overlooked that should be addressed--.
as the event matures i. e - , fire laws, liquor laws, etc. However %:!
,
due to the threat of a civil disturbance this needs to be addressed
slowly, professionally and with a lot of warning and initially _
policed by the Goombay Committee.
Publicity for the 'event will be of major future significance under-
standing this is the largest single black event in the nation. This
event is held in a city. that has had a reputation and more than its
share of civil disturbances. This paradox is interesting and _

swelled six Coconut Grove blocks
this Weekend, tanking 1lfiami's
eighth annual Goombay Festival the
biggest ever.
•'We're tallding at least 330.000"
estimated Miami Police U. Rod
Sayre. "About 10 per cent more
than last year."
"I think the people really wanted
to see Esther Rolle." said Goombay
president Frankie Rolle. referring
Times" and queen of last weekend's
event.
The yearly street festival cele-
brates the Black Grove's Bahamian
roots through two days of music
and food and dancing.
At any given time, some 50,000
people sweated and ate their way
down the six city blocks between
Douglas Road and Matilda Street.
They had 300 booths to choose
from, . and a menu that Included
conch fritters. rum punch and cur-
ried goat.
taneous parades Saturday and Sun-
day featured the colorful Royal Ba-
hamas Police Band and other, free-
form marching units that character-
ize annual Grove events such as the
Goombay test and the King Mango
Strut. .
The crowd, said Frankie Rolle.
was not only bigger than last year,
It was more racially mixed.
"I've never seen that many Anglo
and Hispanic people out to the festi-
val before" Rolle said. "We really
appreciated their attendance."
Proceeds from the festival bene-
fit Sickle Cell Anemia. but Frankie
Rolle said organizers haven't sorted
out their receipts and expenses. She
said past festivals have broken
even.
Sixty-six policemen — including
two mounted officers — were on
band to control the crowd. They
had little to do.
