Last month Officers Donaldson and Castro made 13 felony and 3 misdemeanor arrests. They are particularly expert in detecting narcotics violations and apprehending the perpetrators; five of their felony arrests were for drugs. Officers Donaldson and Castro are also adept at breaking up in - progress crimes. During one incident they responded to a scene where two men were stripping a stolen car. As the officers arrived, both suspects fled and a chase ensued. During the chase one of the men discarded a fully loaded revolver (later recovered by the officers) Officers Donaldson and Castro caught up with both offenders and arrested them for Grand Theft, Carrying a Concealed Firearm and Possession of Burglary Tools. The next day, the two officers interrupted a robbery in -progress, where two men were beating a victim and stealing his travel bag. When the offenders saw Officers Donaldson and Castro, they attempted to flee. The officers set up a perimeter and as a result, one of the suspects was arrested and charged with Robbery. Officers, Donaldson and Castro have an excellent rapport with the people in their zone. Last month alone, they made 107 public contacts with the merchants and residents of the Overtown area, learning of people's concerns and promoting positive police/community relations. Both officers have won praise from their sergeant, who said: "They are conscientious performers who possess the ability to turn in high quality work on a continuous basis while maintaining a professional attitude and integrity within the community." Howard Gary Page 2 OCT 4 484 Officer Donaldson, 28, is a two-year Miami Police veteran. He is a dedicated officer who has received 17 departmental commendations, including two personal citations from the chief of police. Officer Castro, 25, has been with the department three years. He has earned 21 commendations, including one from the chief of police, for his outstanding performance of duty. Their efforts , are helping to bring back peace and tranquility to the Little Havana area, where they are assigned. k ✓nryp In one case, Officers Beruvides and Perez investigated a serious shooting. The victim was shot in the back following an argument with another man. After interviewing witnesses r.'w and investigating leads, the officers were able to locate and arrest the suspect for attempted murder.' Several days later Officers Beruvides and Perez responded to a burglary in -progress on S.W. 4th Avenue. The officers located the offender, who had been beating the victim, and arrested him. It was later learned the suspect had previously threatened the victim's life. On another occasion, again responding to a burglary in -progress, the two officers arrived to find the victim struggling with the burglar. The victim's property had been placed by the window through which the offender was trying to escape when the victim arrived home. Officers Beruvides and Perez took the suspect into custody and charged him with burglary. 7 1 Officer Beruvides, 27, has been with the Miami Police Department four years. During his career, which he has spent in the Patrol Section, he has earned 13 commendations for outstanding performance of duty, including a personal citation from the Chief of Police. He was recently commended for his actions following a sexual assault on a woman. Officer Beruvides was transporting the victim to the Rape Treatment Center when he spotted a man who fit the description of one of the offenders. The victim confirmed that this man was indeed one of the rapists. He was taken into custody and his arrest led to the identification and apprehension of the other two suspects. i Howard Gary Page 2 Officer Perez, 21, started his law enforcement career two years;.: ago as a Miami Police public service aide. Last year he became a police officer and is a dedicated employee who has received several departmental commendations. V% / L 1884 DEC -5 Pill 42' 2 I Howard Gary City Manager Herbert Breslow Chief of Police DATE: DEC 4 1984 SUBJECT: Officer of the Month November 1984 REFERENCES: ENCLOSURES: PILC, LIA The Miami Police Department has selected Officers Leandro Leal and Miguel Perez as the Most Outstanding Officers of the Month for November, 1984. Officers Leal and Perez are Patrol officers on the night shift. They were on a directed patrol assignment in the early morning hours of October 26 when a major fire began in the 2800 block of N.E. 2nd Avenue. Being nearby when the call went out, Officers Leal and Perez were the first on the scene. They found the three story apartment building completely engulfed in flames and people jumping from windows on the second and third floors. Both officers immediately began carrying people to safety away from the scene. They administered first aid to the injured until Fire Rescue units arrived. They then evacuated another apartment building and several houses just west of the blaze. The officers made sure all the occupants were out and away from the fire. Meanwhile the fire was so intense and had spread so rapidly that there were not enough fire fighters at the scene to contain it. Officers Leal and Perez grabbed a fire hose not in use, took a position at the rear of the burning building and helped battle the blaze. Without the aid of breathing equipment, both officers maintained their positions in the intense heat and smoke until they were relieved by arriving fire fighters. The fire, which was later ruled an arson, claimed three lives, including those of two children. In the opinion of a supervisor at the scene, the actions of Officers Leal and Perez were instru- mental in saving lives, preventing the fire from spreading and avoiding an even more tragic incident. Officers Leal and Perez acted spontaneously and courageously, without regard for their own personal safety, to come to the aid of the people endangered by the fire. Their actions were truly heroic. I 3 r Howard Gary Re: Officer of the Month for Nov., 84 DEC 4 1984 Page Two Officer Leal, 25, is a 2h -year Miami Police veteran. During his brief career he has earned seven departmental commendations for outstanding performance of duty, including two personal citations from the Chief of Police. He is a highly motivated officer who recently completed a month of activity which included 19 felony arrests and the confiscation of a large quantity of cocaine. On one occasion he persuaded a deranged man who had attacked several people to give himself up, thus defusing a potentially disastrous situation. Officer Perez, also 25, joined the department at the same time as Officer Leal. He too is a dedicated officer and the recipient of six departmental commendations, including a personal citation from the Chief of Police. He has a knack for interrupting crimes in -progress and apprehending the perpetrators. Recently he was on patrol in southwest Miami when he spotted a man climbing down a balcony. Seconds later a woman shouted for help, saying that same man had just robbed her. Officer Perez set up a perimeter and arrested the suspect. Please advise this office of the date and time of the City Com- mission's presentation of the Certificates of Appreciation to Officers Leal and Perez.
