HomeMy WebLinkAboutR-84-1451J-84-1133 RESOLUTION N0. g4-14 51, A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH GOVERNMENT FINANCE RESEARCH CENTER AND SYSTEMS MANAGEMENT ASSOCIATES, INC., A JOINT VENTURE, FOR THE PURPOSE OF PREPARING A REPORT, STUDY AND ANALYSIS OF VARIOUS ALTERNATIVE TRASH AND GARBAGE COLLECTION METHODS, AS AUTHORIZED BY RESOLUTION NO. 84- 990, PASSED SEPTEMBER 13, 1984; ALLOCATING MONIES THEREFOk , IN AN AMOUNT NOT TO EXCEED $501000, FROM FUNDS APPROPRIATED IN THE FY11984/85 BUDGET OF THE DEPARTMENT OF SOLID WASTE. WHEREAS, Resolution No. 84-990 passed by the City Commission September 13, 1984, authorized the City Manager to publicize Requests for Proposals to prepare a special solid waste report; and WHEREAS, the City Manager advertised in four newspapers for professional consultants to perform said study; and WHEREAS, a special committee formed by the City Manager evaluated proposals submitted in accordance with the criteria established in the Requests for Proposals; and WHEREAS, the special committee has found that the firm recommended can perform the study in the timeframe required; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to enter into an agreement, in a form acceptable to the City Attorney, with Government Finance Research Center and Systems Management Associates, Inc., a joint venture, for the purpose of preparing a report, study and analysis of various alternative trash and garbage collection methods, as authorized by Resolution No. 84-990, passed September 13, 1984. The cost of this contract shall not exceed $50,000, which amount is hereby allocated from funds appropriated in the FY11984/85 budget of the Department of Solid Waste. Gary REFERENCES: City Manager ENCLOSURES: It is recommended that the City Manager be authorized to enter into a Professional Services Agreement with Government Finance Research Center and Systems Management Associates, Inc., a joint venture, for the purpose of preparing a report, study and analysis of various alternative trash and garbage collection methods, as authorized by Resolution No. 84-990, passed September 13, 1984. Resolution No. 84-990 authorized the City Manager to publicize Requests for Proposals (RFP) for qualified professional consultants to prepare a report on various methods of collecting trash and garbage for the City of Miami. Consistent with established procedures, the RFP was advertised in four newspapers. Two responses were received and were analyzed by a special committee appointed by the City Manager. This special committee recommended that the City enter into a contract with Government Finance Research Center and Systems Management Associates, Inc. for a total cost not to exceed $50,000, as provided in Resolution No. 84-990. The committee found that both firms appeared to be well qualified to perform the required study. However, the committee felt that the joint venture proposal would better serve the needs of the City for three reasons: 1. Government Finance Research Center is a national organization composed of finance officers from municipalities across the nation and has on file considerable data pertinent to the study to be undertaken and has immediate access to data from all its members. Government Finance Research Center appeared to have more experience in the analysis and research related to local government operations. Additionally, it was felt that this organization's position was strengthened since one of the participants assigned to this project is an authoritarian author of publications dealing with methods of casting government service. 3. All consultants were advised in the Request for Proposal that minority participation was a criteria for selection. Government Finance Research Center formed a joint venture with Systems Management Associates, a local minority management firm. The second firm submitting a proposal did not provide evidence of minority participation, but did indicate that if they were selected they would comply with the City's Minority Procurement Program Ordinance. 84-1451
