A RESOLUTION AUTHORIZING PAYMENT IN THE AMOUNT OF

$1,590.00 TO MAURICE GRAY AND ASSOCIATES FOR THE
PERFORMANCE OF A STRUCTURAL ANALYSIS OF FAULTY
CONCRETE WORK DONE BY THE CONTRACTOR, AAIEM
CONSTRUCTION COMPANY, INC., ON THE MOORE PARK
REDEVELOPMENT PROJECT; WITH FUNDS FOR THE PAYMENT

}
WHEREAS, there exists a contract dated April 27, 1984
between the City of Miami, Florida and Aaiem Construction Company,
Inc., for the construction of Moore Park Redevelopment; and

WHEREAS, during the course of the work Aaiem Construction
Company provided grossly unacceptable concrete work; and
WHEREAS, a determination was made by the Public Works
Department that the unacceptable concrete work needed to be
thoroughly analyzed by a structural engineer to determine what

corrections needed to be done; and
WHEREAS, the Director of the Department of Public Works
authorized Maurice Gray and Associates, who were already employed
as a sub -consultant to the prime consultant on the project, O'Leary-

Shafer-C osio and Associates to do the work • and

WHEREAS the authorized work was performed by Maurice Gray
and Associates in an acceptable manner, and they have billed the
City in a fair and equitable amount of $1,590.00; and
WHEREAS, funds to make payment for the work are available

from the Incidental Expense Fund already allocated to the project;
and
WHEREAS, the cost of the structural analysis under the
terms of the contract can, and will be,backcharged against Aaiem
Construction Company; and

WHEREAS, the Director of the Department of Public Works
recommends the adoption of a resolution authorizing payment to
Maurice Gray and Associates for the work they have performed;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Payment in the amount of $1,590.00 to
Maurice Gray and Associates for work they have performed on the
Moore Park Redevelopment project is hereby authorized, with funds
for the payment to come from Incidental Expense funds already
allocated to the project,

The Department of Public Works recommends the
adoption of a resolution authorizing payment
in the amount of $1,590 to Maurice Gray and
Associates for the performance of a structural
analysis of faulty concrete work done by the
contractor, Aaiem Construction Company, Inc
on the Moore Park Redevelopment project; with
funds for the payment to be provided from
Incidental Expense funds already allocated to
the project.
The City of Miami currently has a contract with Aaiem Construction
Company, Inc., for the construction of the Moore Park Redevelopment
project. During the course of the work, Aaiem Construction Company
provided faulty concrete work that this department determined should
be completely analyzed by a structural engineer to determine the
extent of the faults and the corrections that the contractor should
be required to make.
Maurice Gray and Associates were already connected with the project,
in that they were the structural engineering sub -consultant for
O'Leary-Shafer-Cosio and Associates, the prime consultants. In order
not to delay this project, whose completion was critical for the City
to receive a large Federal Grant, we authorized Maurice Gray and
Associates to proceed with the structural analysis required. The
analysis has now been satisfactorily completed, and they have billed
us in the amount of $1,590, a fair and equitable price for the work.
Under the terms of the contract, we have the right to backcharge the
contractor on the project, Aaiem Construction, for the cost of the
analysis, and intend to do so.
We recommend that the City Commission adopt a resolution authorizing
us to make payment to Maurice Gray and Associates for the work they
performed, with funds for the payment to come from the Incidental
Expense funds already allocated to the project.
