S4-142 - A RESOLUTION RATIFYING AND CONFIRMING THE FINDING OF THE CITY MANAGER, BY AN AFFIRMATIVE VOTE OF NOT LESS THAN 4/5THS OF THE MEMBERS OF THE CITY COMMISSION, THAT THE REQUIREMENT FOR FORMAL COMPETITIVE SEALED BIDS BE WAIVED AND THAT THE EMERGENCY PURCHASE OF LABOR AND MATERIALS FOR UPS SYSTEM REPAIRS FROM MANOLO GARCIA ELECTRIC MOTORS, INC. AT A COST OF $23,443.00 AND POWER SYSTEMS AND CONTROLS, INC. AT A COST OF $7,897.00 AT A TOTAL PROPOSED COST OF $31,340.00 FOR THE DEPARTMENT OF COMPUTERS BE APPROVED; ALLOCATING FUNDS THEREFOR FROM THE PRIOR YEAR RESERVE FUND. WHEREAS, the Department of Computers is responsible for the continuous operation of the Burroughs 7900 and the entire Mainframe Computer System, which is vital to the operations of all City Departments, particularly Police and Fire, and thus essential to the safety and welfare of the citizens of Miami; and WHEREAS, on July 17, 1984 at approximately 7:00 p.m. the U.P.S. (Uninterrupted Power Supply) System, which ensures continuous operation of the computer system, experienced mechanical failure; and WHEREAS, the Department of Computers directed a switch to power provided by its diesel generator as a temporary measure; and WHEREAS, the diesel generator is only feasible for short term use due to the danger of potential overheating and because of the high cost of diesel fuel; and WHEREAS, said situation required the immediate repair of the U.P.S. System generator; and WHEREAS, the Department of Computers, in conjunction with the Department of Building and Vehicle Maintenance, contacted Power Systems and Controls, Inc. (the U.P.S. System manufacturer) and Manolo Garcia Electric Motors, Inc. to provide repairs, which included rewinding the generator, replacing bearings and re -installing the motor; and MEETIry ,� DEC 1� 1Dl14 *N ft. 42 Y WHEREAS, said work was performed around the clock to expedite the start-up of the U.P.S. System; and WHEREAS, said firms have performed satisfactorily and as requested in this emergency situation; and WHEREAS, funds for these repairs have been made available in the Prior Year Reserve Fund; and WHEREAS, the Director of the Department of Computers has determined the validity of this emergency purchase and recommends the waiver of formal sealed bids, acceptance of the work and authorization of payment to Manolo Garcia Electric Motors, Inc. in the amount of $23,443.00 and to Power Systems and Controls, Inc. in the amount of $7,897.00; and WHEREAS, this determination has been approved and adopted as the finding of the Chief Procurement Officer and of the City Manager; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By an affirmative vote of four -fifths (4/5ths) of the Members of the City Commission, the City Manager's written finding, that the purchase of Labor and Materials for UPS System Repairs constitutes an emergency, is hereby ratified. Section 2. The requirement for formal sealed bids for the procurement of these herein materials is hereby waived, and the payment for Labor and Materials for UPS System Repairs from Manolo Garcia Electric Motors, Inc. at a cost of $23,443.00 and Power Systems and Controls, Inc. at a cost of $7,897.00, a total cost of $31,340.00 is hereby authorized with funds therefor hereby allocated from the Prior Year Reserve Fund. 84-1421 'A I a' PASSED AND ADOPTED this 13th day of DECEMBER , 1984. Gary Page 2 October 30, 1984 The Departments of Computers and Building and Vehicle Maintenance, in accordance with Sec. 18-52.6 of the City Code, contacted Power Systems and Controls, Incorporated (the U.P.S. System manufacturer) and Manolo Garcia Electric Motors, Incorporated, to emergency provide repairs, which included rewinding the generator, replacing bearings and re -installing the motor. Due to the potential danger of running the diesel generator for an extended period, the work needed to be performed around the clock to expedite the start up of the U.P.S. System. Both firms responded to the emergency situation and performed satisfactorily as requested. Funds for these repairs have been made available in the Prior Year Reserve Fund.
