RESOLUTION NO. 8,11-1406
A RESOLUTION ALLOCATING AN AMOUNT NOT
TO EXCEED $950 FROM SPECIAL PROGRAMS
AND ACCOUNTS, CONTINGENT FUND, IN SUPPORT
OF THE EFFORT BY THE NATIONAL COUNCIL OF
NEGRO WOMEN TO ESTABLISH A YOUTH SOCIAL
SERVICE PROGRAM IN THE CITY, SAID ALLOCATION
TO COVER THE COSTS ASSOCIATED WITH SAID
ORGANIZATION'S MAKING AN APPEARANCE AND
PRESENTATION BEFORE THE CITY'S ZONING BOARD;
SAID ALLOCATION BEING CONDITIONED UPON
SUBSTANTIAL COMPLIANCE WITH ADMINISTRATIVE
POLICY NO. APM-1-84, DATED JANUARY 24, 1984.
WHEREAS, on July 31, 1984, Eunice Liberty, residing at 1797
N.W. 52nd Street, Miami, Florida, on behalf of the National Council
of Negro Women, requested assistance in order that the said organi-
zation might effectively appear before the Zoning Board in connection
with the establishment of a Youth Social Service Program to be
located next to her home; and
WHEREAS, on July 31, 1984 by Motion 84-895, the City Commission
expressed its intent to provide said assistance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. An amount not to exceed $950 is hereby allocated
from Special Programs and Accounts, Contingent Fund, in support of
the effort by the National Council of Negro Women to establish a
Youth Social Service Program in the City, said allocation to cover
the costs associated with said organization's making an appearance
and presentation before the City of Miami Zoning Board.
Section 2. The herein allocation is conditioned upon
substantial compliance with City of Miami Administrative Policy
No. APM-1-84, dated January 24, 1984.

ENCLOSURES:
On July 31, 1984, the City Commission, by Motion _
84-895, expressed its intent to provide support
to the National Council of Negro Warren to cover -
the cost associated with making an appearance
before the City of Miami Zoning Board regarding
the establishment of a youth social service pro-
gram to be located at 1792 N.W. 53 Street. It is recammended that the attached resolution,
allocating up to $950.00 from Special Programs '
and Accounts, Contingent Fund, be passed to
formalize this motion. This allocation is in LO
substantial compliance with City of Miami
Administrative Policy APM-1-84, dated
January 24, 1984.
On July 31, 1984, Eunice Liberty, on behalf of the National Council of Negro
Women, appeared before the City Commission to request financial assistance to
cover the costs associated with appearing before the Zoning Board regarding
the establishment of a youth social service agency to be located at 1792 N.W.
53 Street. The City Commission expressed its intent to provide said assistance
and passed Motion 84-895.
Since then, staff has been working with Mrs. Liberty to assemble the needed
information to file the required application for a special exception in order
to proceed with the zoning request.
In order for the National Council of Negro Women to complete the application,
it will be necessary for them to submit four (4) copies of a site plan showing
the property boundaries, existing and proposed structures, parking, landscap-
ing, etc. It is estimated that it will cost $150.00 for them to engage an
architect to prepare the site plan.
Additionally, a fee of $800.00 must be submitted to the City's Zoning Board,
of which $400.00 would be refunded if there is no appeal.
The total allocation to the organization would not exceed $950.00, which is
available from Special Programs and Accounts, Contingent Fund.
