A RESOLUTIOOLLOCATING AN AMCUNT NOT TO EXCEED
$309000 FROM SPECIAL PROGRAMS AND ACCOUNTS,
CONTINGENT FUND, IN SUPPORT OF THE "INTER-
AMERICAN SUGARCANE SEMINAR ON WEED CONTROL AND
RIPENERS" HELD IN MIAMI SEPTEMBER 12-14, 1984.f'
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE
AN AGREEMENT IN A FOP14 ACCEPTABLE TO THE CITY
ATTORNEY; WITH SAID ALLOCATION BEING IN SUBSTAN-
TIAL COMPLIANCE WITH CITY OF MIAMI ADMINISTRATIVE
POLICY #APM-1-849, DATED JANUARY 24, 1984.
WHEREAS, the "Inter -American Sugarcane Seminar on Weed Control and
Ripeners", is the type of scientific event that promotes the City of Miami as an
international center for technology transfer; and
WHEREAS, the foreign participants in the event are part of the agri-
business sector which is emerging as an influential segment of the City's inter-
national trade; and
WHEREAS, on October 10, 1984, pursuant to Motion No. 84-1108, the City
Commission approved the expenditure of an amount not to exceed $30,000 in support
of the "Inter -American Sugarcane Seminar";
FLORIDA:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
Section 1. An amount not to exceed $30,000 is hereby allocated from
Special Programs and Accounts, Contingent Fund, in support of the "Inter -American
Sugarcane Seminar on Weed Control and Ripeners" held September 12-14, 1984.
Section 2. The City Manager is hereby authorized to execute an agree-
ment with the Inter -American Transport Equipment Company in a form acceptable to
the City Attorney.
Section 3. The herein allocation is conditioned upon substantial compli-
ance with City of Miami Administrative Policy #APM-1-84, dated January 24, 1984.

ENCLOSURES:
It is recommended that the City Commission
allocate an amount not to exceed $301000
from Special Programs and Accounts,
Contingent Fund, in support of the Inter -
American Sugar Cane Seminar that was held
September 12-'.4, 1984. This action
formalizes Motion 84-1108 passed on
October 10, 1984.
On October 10, 1984, the City Commission by Motion 84-1108,
expressed its intent to allocate $30,000 in support of the
Inter -American Sugar Cane Seminar that was held September
12-14, 1984.
The 1984 Inter -American Sugar Cane Seminar was dedicated
to the topij "Weed Control and Ripeners". Paper
presentations were made, as well as field trips, discussions
and lectures regarding the Sugar Cane Industry.
According to Policy #APM-1-84 this department would normally
be responsible for program monitoring. However, since the
commission approved this allocation after the event was held,
this department did not monitor the event as we were unaware
of the City's intent to support this event.

Attached is a cover memorandum and legislation submitted by the
Miami Convention Bureau in connection with a funding request for
the "Inter -American Sugar Cane Seminar on Weed Control and
Ripeners" which was held on September 12-14, 1984.
On October 10, 1984, the City Commission passed Motion 84-1108
expressing its intent to provide $30,000 to the Inter -American
Transport Equipment Company in connection with the above referenced
event. The attached resolution fo=ializes this Motion.
Your office requested that this item be placed on the earliest
possible agenda. If this item meets with your approval it may.
be placed on the November 15, 1984 Commission agenda.

BRIEF DESCRIPTION............
The INTER-AMERICAN SUGAR CANE SEMINAR for 1984 is dedicated to
the topic of Feed Control and Ripeners in the sugarcane produc-
tion. There will be an Opening Ceremony in which the President
of Inter -American Sugar Cane Seminars will welcome participants,
and the Mayor of the City of Miami -will officially inaugurate
the Event. Moderators and speakers will be presented at this
Opening Ceremony.
Paper presentations, discussions, and lectures, will be divided
in six different sessions during September 12th and 13th, with
coffee breaks and lunches in-between, courtesy of the sponsors.
A Field Tour to the Florida sugarcane area and Research Center
of the Everglades prepared by the 1984 Organizing Committee,

will take place on Friday September the 14th. Lunch at the John
Boy Auditorium, also courtesy of the sponsors, will close Seminar
activities for 1984. Transportation will also be furnished by
sponsors.
Thirty four authors and moderators from 11 different countries
and sugarcane areas of the United States will contribute to the

1984 expertise. Attendance of over 200 participants from 21 dif-
ferent countries is expected.

BENEFITS TO THE CITY............
Florida is presently the largest raw sugar producing state of the
Union with a crop of 1'220.000 short tons of sugar and 78 million
gallons of blackstrap molasses manufactured during the 1983-84
campaign. Besides the total economic out put of over•610 million
dollars, the industry provides labor for a substantial number of
employees, and the farming activity represents significant con-
sumption of farm machinery, transport equipment, and agricultural
chemicals.
All these activities take place in an area located from 50 to 100
miles from the city of Miami, and the Florida industry is consid-
ered one of the most efficient in the world. Sugar factories,
cane fields, and experiment stations in the area are constantly
visited by people engaged in the sugar industry all over the world.
The Inter -American Sugar Cane Seminars have joined all these cen-
ters of production, experiment stations and universities in a
mutual cause to export technology in these expertise to the under-
developed countries of this Hemisphere, progressively making the
city of Miami the "SUGAR CANE TECHNOLOGY CAPITAL OF THE WORLD".
During past seminars and special events nearly 1,000 persons from
practically all over the sugarcane world, have visited the city of
Miami and its facilities. Considering the different topics which
are annually discussed, technical personnel assisting to these
seminars vary from one year to another, making possible the iden-
tification of the city of Miami to more people throughout the
world.
It is also the purpose of these technical reunions to additionally
justify the city of Miami to host the triennial International
Society of Sugar Cane Technologists' Congress, which have hosted
in the past over 1,000 people in the cities of Manila, Rio, Durham,
Honolulu, etc.
