HomeMy WebLinkAboutR-84-1472J-84-1282 RESOLUTION NO. 84-1472 A RESOLUTION URGING THE ASSISTANCE OF GOVERNOR GRAHAM REGARDING THE QUESTION OF THE APPROPRIATENESS OF A DEVELOPMENT OF REGIONAL IMPACT APPLICATION (DRI) FOR THE BAYSIDE PROJECT AND/OR THE BAYFRONT PARK REDEVELOP- MENT PROJECT. WHEREAS, the Bayside Project and the Bayfront Park Redevelop- ment Project will have substantial and beneficial economic impact on Miami, will improve the ambiance and quality of life in Downtown Miami, and will provide in excess of 2,000 much needed jobs for Miami residents; and WHEREAS, in the opinion of the Board of the Downtown Development Authority, neither the Bayside Project nor th-e Bayfront Park Redevelopment Project when considered individually or collectively meet the criteria as set forth in Section 380.06 of the Florida Statutes for developments defined as Developments. of Regional Impact; and WHEREAS, the environmental, economic and physical issues and impacts that would be addressed in a DRI application have been adequately raised and resolved by previous DRI applicatiomss submitted and approved for several projects in the immediate area of the subject projects; and WHEREAS, if a determination is made that the above -named projects, individually or collectively are Developments of Regional Impact, the requirement for the preparation of a DRI application should be waived since the time required may impair contractual obligations made by the City of Miami to the developer and will jeopardize a pending $6.1 million Urban Development Action Grant but for which the $160,000,000 Bayfront Park Redevelopment Project and Bayside would not both be realized as planned; and WHEREAS, the Downtown Development Authority in conjunction with the City of Miami Planning Development are progressing toward a master DRI application that would encompass the entire Downtown Miami area including the subject projects; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI# FLORIDA: Section 1. Governor Graham is hereby urged to assist the City of Miami in the realization of the Bayside Project and the Bayfront Park Redevelopment Project by exempting said Projects as allowed by law from any requirements that may arise if it is determined that Chapter 380 of the Florida Statutes is applicable to these Projects as being Developments of Regional Impact. Section 2. A meeting between the Governor and City and Downtown Development Authority representatives is hereby requested to be scheduled at the Governor's earliest convenience to discuss the herein requested assistance.
