AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE ►- 9901 ADOPTED SEPTEMBER 21, 19840 THE ANNUAL APPROPRIATIONS ORDINANCE FOR FISCAL YEAR ENDING SEPTEMBER 30, 1985s BY INCREASING THE APPROPRIATION IN THE GENERAL FUND FOR THE DEPARTMENT OF ECONOMIC DEVELOPMENT IN THE AMOUNT OF $10,000 AND BY DECREASING THE , APPROPRIATION FOR SPECIAL PROGRAMS AND ACCOUNTS CONTINGENCY FUND IN THE LIKE AMOUNT FOR THE PURPOSE OF FUNDING THE TEMPORARY POSITION OF A BUSINESS DEVELOPER TO ASSIST THE WYNWOOD NEIGHBORHOOD BUSINESS DISTRICT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 9901, adopted September 21, 1984, the Annual Appropriations Ordinance for fiscal year ending September 30, 1985 is hereby further amended in the following particulars: 1/ "Section 1. The following appropriations are made for the municipal operation of i the City of Miami, Florida for the _i fiscal year 1984-85 including the payment of principal and interest on all General Obligation Bonds: Department, Boards, and Offices Appropriations GENERAL FUND Economic Development347,739 Special Programs and Accounts $15,788,105 Section 2. The herein appropriation of $10,000 is for the purpose of funding a temporary Business Developer position to assist the Wynwood businesses and maintain the continuity of efforts in the Wynwood Commercial Business District. Gary November 15 1984 ta: City Manager bn�rr> 'IL: Alfiehdmeht to the Annual subAct: Appropriations Ordinance No. 9901 r kwoM: Charlotte Gallogly 0�� REFERENdts: December 13th Agenda Director Department of Economic evelopment ENCLOSURES: "It is recommended that the City Commission increase the General Fund allocation for the Department of Economic Development in the amount of $10,000 for the purpose of funding a temporary Business Developer position, as per the attached Appropriations Ordinance. Revenue in the like amount is available from the Special Programs and Accounts Contingent Fund.' The Wynwood Community Economic Development Corporation (WCEDC), the community based organization (CBO) serving the Wynwood community development target area, voluntarily terminated its 1984-85 contract agreement on September 28, 1984. The WCEDC was funded with 10th year Community Development Block Grant (CDBG) funds through the City of Miami's Department of Economic Development ' (DED) and served as the City's economic arm in the Wynwood commercial district to provide and implement the following objectives: 1. Conduct monthly organizational meetings to maintain established business programs. A. Meet with the merchants associations within the Wynwood commerical neighborhood area. B. Meet monthly with the WCEDC Board of Directors. C. Maintain a business crime watch program and conduct monthly meetings. 2. Implement revenue generating projects. A. Identify and implement specific project(s) that will be directed toward earning revenues for each contractor for the purpose of becoming self-sufficient. r" t Howard V. Gard' Page 2 B. Implement revenue generating activities for the purpose of raising $12,250 by Jahuary 1, 1985, 3. Provide business and economic information in the neighborhood of ea. A. Publish a business oriented newsletter on a quarterly basis. B. Produce, in conjunction with the City, a marketing brochure aimed at attracting new businesses to the target area. 4. Provide business assistance activities. A. Provide-management/technical assistance to a minimum of 15 local businesses per month. B. Provide assistance in the start-up of a minimum of 12 new businesses per year documented by the Business Assistance Form. C. Provide loan referral assistance to a minimum of three businesses per quarter documented by the Business Assistance Form. 5. Implement economic development activities for each neighborhood area. A. Assist in the rehabilitation of six (6) commercial structures in the target areas utilizing existing financial resources available through local government agencies. B. Establish a job training/placement program for area residents with the assistance of the South Florida Employment and Training Consortium/Private Industry Council where appropriate. At the November 8th City Commission meeting, the Department of Economic Development presented five (5) alternatives, with respect to continued economic development programs for the Wynwood area, to be considered by the City Commission. The City Commission , by motion, approved the department's recommendation to use the remaining funds to let a Request For Proposal (RFP) for a market study for the Wynwood Commercial Business District. Also, the City Commission passed a motion to appropriate $10,000 to increase the Department of Economic Development's budget in order to hire a temporary Business Developer for five months to continue services in the Wynwood Commercial Business District. Cary Page 3 The individual serving as the temporary Business Developer will be responsible for the following assignments: 1) Form a new non-profit economic development organization for the Wynwood area. A. Organize a new board of directors. B. Conduct monthly meetings of the new board of directors. 2) Coordinate a business crime watch program for the Wynwood Commercial Business District, 3) Identify other sources of revenues to fund the administration and project costs of the new Wynwood organization. A. Assist in the final close-out of the Wynwood Community Economic Development Corporation contract with the State of Florida. 4) Publish a quarterly newsletter on current business and community developments. 5) Work with the City of Miami to develop and finalize a marketing brochure. 6) Conduct a monthly inventory of commercial and office space. 7) Organize a Fashion District Merchants Association.
