We have now been informed by the Solid Waste Department of the City that 6:00 A.M. is the time that City waste -collection crews commence their operations. Research indicates that the City Code evening prohibition against the operation or playing of music aimed at not disturbing "the quiet) comfort or respose" of persons in their homes and residences takes effect at 11:00 P.M (Sec. 36-5). Accordingly, the attached ordinance incorporates the 6:00 A.M. and 11:00 P.M. time period as the permitted hours of operation for commercial waste haulers in areas outside of the Central Commercial Distrtict. The City Manager is receiving a copy hereof for placement on the December 13, 1984 Agenda for first reading.
