AN EMERGENCY ORDfNANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED; ."STRESS
CONTROL TRAINING COURSES FOR POLICE
OFFICERS IN REOION 14 - FY 1 fly" , APPROP-
RIATING FUNDS FOR ITS OPERATION IN THE
AMOUNT OF $72,080 FROM THE STATE OF
FLORIDA; AND AUTHORIZING THE CITY MANAGER
TO ACCEPT THE $72,080 GRANT AWARD FROM
THE STATE OF FLORIDA- CONTAINING A
REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, the State of Florida has offered the City of Miami
a $72;080 grant from the Law Enforcement Training Trust Fund to
provide training courses to police officers in Dade and Monroe
counties in stress control, safety techniques and executive
development; and
WHEREAS, the stress control training courses will consist of
lectures on physiological fitness, proper nutrition, and
psychological well-being; and
-� WHEREAS, courses in police officer safety techniques will be
offered consisting of segments in firearms training (8 hours),
defensive and driver improvement training (16 hours), and officer
survival tactics (16 hours); and

• WHEREAS, an intensive forty (40) police executive development
seminar will provide police executives a study and lecture series

to improve the understanding of organization, administration, and
f
management of the modern law enforcement agency; and
WHEREAS, these training courses will be completed by June 34,
1985;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA;

Section 1r The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein;

for Police Officers in Region 14

Section 2. The City Manager is hereby authorized to accept
the grant as set forth in the preamble to this ordinance and to
enter into the necessary contract(s) and/or agreement(s) for the
acceptance of the Stress Control Training Courses for Police
Officers in Region 14 - FY 185 grant.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the.
remaining provisions of this ordinance shall not be affected.
Section 4. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami and upon the further grounds of the necessity to make

the required and necessary payments to its employees and
officers, payment of its debts,, necessary and required purchases
° of goods and supplies, and to generally carry on the functions
f and duties of municipal. affairs.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.
