ROsencrant-z ',/ REFERENCES City Ma ager /I % ENCLOSURES I am pleased to announce that the 1984 "Outstanding Employees of the Year" have been selected and it is hereby requested that a presentation be scheduled for the February 14th City Commission meeting. The selection process for "Outstanding Employee of the Year" has been in effect since 1978 and is implemented through APM-9-78. In accordance with APM-9-78, a Selection Committee composed of the Labor Relations Officer, a member of the Fire Department appointed by the Fire Chief and a department head designated by the City Manager review all submitted nominations and independently evaluate and rate the nominees. The ratings by the Committee Members are independently tallied and the employee with the highest score is recommended to the City Manager for the "Outstanding Employee of the Year". In accordance with APM-9-78, the selected employees are to receive a plaque and a certificate of commendation which I am requesting the Office of Public Information to prepare via copy of this memorandum. The employees to receive the plaque and certificate of commendation are as follows: Non -Uniformed: Donald G. Bergeson - Senior Personnel Officer Department of Human Resources Mr. Bergeson was involved in a year -long project in the development of valid promotion examinations for the Miami Fire Department completing a 163 page Fire Lieutenant Job Analysis report. In an effort to increase the level of credibility for promotional testings conducted by the Department of Human Resources, Mr. Bergeson became EMT certified, rode rescue and performed other related duties of a Fire Fighter. , "W", =// Honorable Mayor Ferre -2- February 4,-1985 Fire: Jose R. Fernandez - Fire Fighter Department of Fire, Rescue and Inspection Services Mr. Fernandez was involved in a life-saving rescue attempt of a submerged vehicle where he made repeated attempts to reach a victim trapped in the submerged vehicle. The nature and danger of a submerged vehicle extrication rescue prompted Mr. Fernandez to enroll in, and subsequently pass, a rescue diver's course on his own time and expense.
