A RESOLUTION ALLOCATING AN AMOUNT
NOT TO EXCEED $45,000 FROM SPECIAL
PROGRAMS AND ACCOUNTS, CONTINGENT
FUND, IN SUPPORT OF CARNAVAL MIAMI
AND PASEO, TO BE HELD IN MIAMI ON
MARCH 2 AND 3, 1985; AUTHORIZING
THE CITY MANAGER TO EXECUTE AN
AGREEMENT, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY; CLOSING
CERTAIN STREETS TO THROUGH VEHI-
CULAR TRAFFIC AND ESTABLISHING A
PEDESTRIAN MALL DURING SPECIFIED
HOURS FOR THE PASEO EVENT ON MARCH
3, 1985 AND FOR AN 8K RACE ON
MARCH 8, 1985; SAID STREET CLO-
SINGS SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND IN-
SPECTION SERVICES; ESTABLISHING
THE AREA PROHIBITED TO RETAIL
PEDDLERS DURING THE PERIOD OF THE
EVENT; ALLOWING THE SALE OF BEER
FOR A ONE -DAY PERIOD BY THE LITTLE
HAVANA TOURIST AUTHORITY IN CON-
NECTION WITH THE PASEO EVENT TO BE
HELD ON BISCAYNE BOULEVARD, SUB-
JECT TO THE ISSUANCE OF ALL RE-
QUIRED PERMITS; FURTHER RELAXING
THE LIMITATIONS ON THE DISPLAY OF
FIREWORKS TO ALLOW THE STAGING OF
PYROTECHNIC DISPLAYS IN THE ORANGE
BOWL STADIUM UNTIL 11:30 PM ON
MARCH 2, 1985 AND IN VIZCAYA UNTIL
10:00 PM ON MARCH 9, 1985, SUBJECT
TO THE ISSUANCE OF A PERMIT BY THE
DEPARTMENT OF FIRE, RESCUE AND
INSPECTION SERVICES.
WHEREAS, the City Commission, on January 24, 1985, expressed
their intent to allocate $80,000 to Carnaval Miami, Paseo and
Calle Ocho, by Motion No. 85-66; and
WHEREAS, the sponsors of the events, the Little Havana
Tourist Authority and the Kiwanis Club of Little Havana, have
requested that $45,000 be allocated to Carnaval Miami and Paseo,
and that $35,000 be allocated to Calle Ocho; and
WHEREAS, the Little Havana Tourist Authority has requested
that certain streets be closed to through vehicular traffic for
the Paseo event on March 3, 1985 and for the 8K Run on March 8,
1985, during specified hours to insure the safety of the partici-
pants and spectators attending these events; and
WHEREAS, the Little Havana Tourist Authority has also re -

quested permission to sell beer for a one -day period of March 3,
1985, in Bayfront Park, in connection with Paseo; and
WHEREAS, Ordinance No. 9818 of April 5, 1984, authorized the
City Commission to permit the dispensing of beer or wine in soft
containers in any City park upon such conditions and limitations
as the City Commission shall prescribe; and

WHEREAS, the Little Havana Tourist Authority has further

requested that the fireworks deadline be extended until 11:30 PM
on Saturday, March 2, 1985, at the Orange Bowl Stadium and until

10:00 PM on March 9, 1985 in Vizcaya;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
Section 1. An amount not to exceed $45,000 is hereby allo-

cated from Special Programs and Accounts, Contingent Fund, as a
grant in support of Carnaval Miami and Paseo, to be held in Miami
in March, 1985.

Section 2. The City Manager is hereby authorized to execute
an agreement establishing the terms and conditions of said grant
with the Little Havana Tourist Authority, Inc., in a form accept-
.
able to the City Attorney.
Section 3. In order to provide safe passage and to provide
a pedestrian mall during Carnaval Miami the following streets are
hereby closed to through vehicular traffic on March 3 and 8,
1985:

a) PASEO - March 3, 1985 - 1 p.m. to8 p.m.
Biscayne Boulevard from Biscayne
Way to N.E. 4 Street
b) 8K RUN - March 8, 1985 - 6 p.m. to 10 p.m.
Beacom Boulevard to S.W. 1 Avenue

S.W. 1 Avenue to Coral Way
Coral Way to S.W. 2 Avenue
S.W. 2 Avenue to S.W. 8 Street

S.W. 8 Street to Beacom Boulevard
c) All streets and avenues intersecting
the areas listed above.

Section 4. Such closing of streets is subject to the issu-
ance of permits by the Departments of Police and Fire, Rescue and
Inspection Services. Said permit from the Department of Police

is to be issued upon the full approval of the Chief of Police
after giving all due consideration to the safety and traffic

needs of residents, businesses and religious institutions in the
area for entering and crossing through said arterials and upon
the favorable exercise of the City Manager's judgment predicated
upon all factors set forth herein.
Section 5. Pursuant to the provisions of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on March 3, 1985, during the
hours of 1:00 PM to 8:00 PM on Biscayne Boulevard from Biscayne
Way to NE 4th Street, and on March 8, 1985, along the route of
the 8K race as described above.
Section 6. Permission to sell beer for a one -day period in
Bayfront Park, is hereby granted to the Little Havana Tourist
Authority in connection with the Paseo event of Carnaval Miami on
March 3, 1985, in compliance with Ordinance No. 9818, and subject
to the issuance of all required permits.
Section 7. The time limitations on the display of fireworks
is hereby relaxed to allow the staging of pyrotechnic displays in
the Orange Bowl Stadium on March 2, 1985, until 11:30 PM and in
Vizcaya on March 9, 1985 until 10:00 PM, subject to the issuance
of appropriate permits from the Department of Fire, Rescue and
Inspection Services.

The City Commission, by Motion No. 85-66 on January 24, 1985,

expressed its intent to allocate $80,000 to Carnaval Miami, Paseo and
Calle Ocho. The sponsors of these events, the Little Havana Tourist
_
Authority.and the Kiwanis Club of Little Havana, have requested that f
$45,000 be allocated to Carnaval Miami and Paseo and that $35,000 be
allocated to Calle Ocho.
The Little Havana Tourist Authority has planned Carnaval Miami from
March 1 through March 10, 1985. The organization has requested the
closing of certain streets to through vehicular traffic during two
events of Carnaval, Paseo on March 3, 1985, and the 8K Run on March
8, 1985. Additionally, it has requested permission to sell beer

during Paseo in Bayfront Park on March 3, 1985, and that the deadline
for fireworks be extended to 11:30 PM in the Orange Bowl Stadium on
March 2, 1985.
The Department of Parks and Recreation supports these requests, and

_ recommends authorization subject to compliance with City, County and
State permits, per the attached resolution.
