A RESOLUTION ACCEPTING THE PROPOSAL OF DELAHANTY & ASSOCIATES, INC., MAI APPRAISER, FOR A FEE OF $4 , 700 PLUS EXPERT WITNESS FEES OF $100 PER HOUR, TO APRAISE, FOR THE PURPOSE OF ESTABLISHING _ FAIR MARKET VALUE, 2 SQUARE BLOCKS OF PROPERTY AND THE IMPROVEMENTS THEREON, SAID PROPERTY LEGALLY DESCRIBED AS BLOCKS 59 AND 60, ALL IN NORTH MIAMI ESTATES SUBDIVISION AS RECORDED IN PLAT BOOK 5 AT PAGE 48; BOUNDED ON THE NORTH BY NW 37 STREET; WEST BY NW 13 AVENUE; SOUTH BY NW _ 36 STREET; EAST BY NW 12 AVENUE; ALLOCATING FUNDS TO COVER THE COST OF THE APPRAISAL FROM COMMUNITY DEVELOPMENT I BLOCK GRANT FUNDS. WHEREAS, the Department of Economic Development and the Allapattah Merchants Association are working together to develop a community shopping center; and WHEREAS, funds for the expenses involved in this acquisition, including appraisal fees, are available from Communmity Development Block Grant Funds; and WHEREAS, appraisals to establish fair market value must be obtained; and WHEREAS, invitations to bid were sent to 23 appraisers domiciled in Dade County, all of whom are members of the American Institute of Appraisers; and WHEREAS, 6 responses were received from the invitation to bid; and WHEREAS, the cost for the appraisal of the herein Blocks 59 and 60 will be paid from Community Development Block Grant Funds; and :J WHEREAS, the proposal from Delahanty & Associates, Inc., was determined to be the bid most advantageous to the City at a fee of $4,700 plus $100 per hour expert witness testimony fee; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE f f Section 1. The proposal of Delahanty & Associates, Inc. is hereby accepted for a fee of $4,700 plus expert witness fees of $100 per hour, to appraise, for the purpose of establishing fair market value, 2 square blocks of property and the improvements thereon, said property legally described as Blocks 59 and 60, all in North Miami Estates Subdivision, as recorded in Plat Book 5 at Page 48; bounded on the north by NW 37 Street; west by NW 13 Avenue; south by NW 36 Street; east by NW 12 Avenue; with funds covering the cost of the appraisal hereby allocated from Community Development Block Grant Funds. Garcia — D i r ec f o r % ENCLOSURES: Finance Departmen ' It is recommended that the City Commission authorize the City Manager to accept the proposal of Delahanty & Associates, Inc., MAI Appraiser, for a fee of $4,700 plus Expert Witness Fees of $100 per hour, to appraise for the purpose of establishing fair market value Block 59 and 60 of North Miami Estates, PB 5/48. Funds covering the cost of the appraisal are provided from Community Development Block Grant funds. The Department of Economic Development and the Allapattah Merchants Association are working together to develop a community shopping center. Appraisal proposals were solicited from 23 MAI appraisers from which 6 responses were received. Delahanty & Associates, Inc., submitted a bid of $4,700 and a time of 30 days to complete. Their fee was the lowest. Funds for expenses involved in appraisal fees and acquisition costs are funded by Community Development Block Grant funds. Property & Lease Management Division of the Finance Department recommends that the appraisal proposal of Delahanty & Associates, Inc., be accepted, thereby facilitating the start of this project.
