A RESOLUTION ACCEPTING THE BID OF P.N.M.
CORPORATION IN THE PROPOSED AMOUNT OF
$64,335.50 BID "A" OF THE PROPOSAL, FOR MANOR
STORM SEWER PROJECT WITH MONIES THEREFOR
ALLOCATED FROM THE "MANOR STORM SEWERS"
ACCOUNT IN THE AMOUNT OF $64,335.50 TO COVER
THE CONTRACT COST; ALLOCATING FROM SAID FUND
THE AMOUNT OF $9,000.50 TO COVER THE COST OF
PROJECT EXPENSE; ALLOCATING FROM SAID FUND
THE AMOUNT OF $1,285.00 TO COVER THE COST OF
SUCH ITEMS AS ADVERTISING, TESTING
LABORATORIES, AND POSTAGE; ALLOCATING FROM
SAID FUND THE AMOUNT OF $379.00 TO COVER THE
INDIRECT COST; AND AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT WITH SAID FIRM;
AND DIRECTING THE CITY CLERK TO PUBLISH A
NOTICE OF PUBLIC HEARING FOR OBJECTIONS TO
THE ACCEPTANCE BY THE CITY COMMISSION OF THE
COMPLETED CONSTRUCTION BY P.N.M. CORPORATION
OF MANOR STORM SEWER PROJECT (BID "A") UPON
SATISFACTORY COMPLETION OF SAID CONSTRUCTION;
SAID NOTICE SHALL BE PUBLISHED IN COMPLIANCE
WITH THE PROVISIONS OF RESOLUTION NO. 84-45,
ADOPTED JANUARY 19, 1984, CONCERNING THE
PUBLICATION OF CITY NOTICES.
WHEREAS, sealed bids were received January 22, 1985 for
MANOR STORM SEWER PROJECT (BID "A"); and
WHEREAS, the City Manager and the Director of the Department
of Public Works recommend that the bid received from P.N.M.
Corporation be accepted as the lowest responsible and responsive
bid; and
WHEREAS, the Capital Improvements Appropriation Ordinance
No. 9939, as amended, was adopted on December 20, 1984, and
monies are available for the proposed amount of the contract,
project expense, incidentals and indirect cost from the account
entitled "Manor Storm Sewers" as set forth under Section 5. A.
Storm Sewers. 4 of said ordinance; and
WHEREAS, the City Charter requires the publication of a
notice of public hearing for objections by persons interested in
or affected by said improvement as to the acceptance thereof by
the Commission upon satisfactory completion of said improvement;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
Section 1. The January 22, 1985 bid of P.N.M. Corporation
in the proposed amount of $64,335.50 for the project entitled
MANOR STORM SEWER PROJECT (BID "All) of the proposal, based on
unit prices, is hereby accepted at the price stated therein.
Section 2. The amount of $64,335.50 is hereby allocated
from the account entitled "Manor Storm Sewers" to cover the cost
of said contract.
Section 3. The additional amount of $9,000.50 is hereby

allocated from the aforesaid fund to cover the cost of project
expense.
Section 4. The additional amount of $1,285.00 is hereby
allocated from the aforesaid fund to cover the cost of such
incidental items as advertising, testing laboratories, and
postage. _

Section 5. The additional amount of $379.00 is hereby
allocated from the aforesaid fund to cover the indirect cost.
Section 6. The City Manager is hereby authorized to enter
into a contract on behalf of The City of Miami with P.N.M.

Corporation for MANOR STORM SEWERS PROJECT (BID "All) of the
proposal.
Section 7. Subject to a report by the City Manager stating
that P.N.M. Corporation has satisfactorily completed the
construction of improvements designated as MANOR STORM SEWERS

PROJECT (BID "All), the City Clerk is hereby directed to publish a
notice in a newspaper published in the City of Miami, Florida,
stating that at a meeting of the City Commission to be held at a
certain day and hour to be determined by the City Clerk, the
Commission will hold a public hearing to any objections by
persons interested in or affected by City Commission acceptance
of the completed construction of MANOR STORM SEWERS PROJECT (BID
- 2 - 85-137

Section 8. The notice directed to be published in Section 7.
of this resolution shall be published in compliance with the
provisions of Resolution No. 84-45, adopted January 19, 1984,
concerning the publication of City notices.
PASSED AND ADOPTED this 14th day of February , 1985.

ADVERTISEMENT FOR BIDS
Sealed bids for construction of MANOR STORM SEWER PROJECT B-5503
will be received by the Ci Manager and the-CitClerk of the
City of Miami, Florida at 1 : 00 a. . on th 22nd da�y of =anu ,
1985, at the City Clerk's Office, irst floor o he Miami
Hall, 3500 Pan American Drive, Dinner Key, Miami, Florida, 33133,
at which time they will be publicly opened and read.
The work will consist of construction of 960 linear feet of 24"
and 36" French Drain; 6,330 linear feet of 3 foot wide covered
ditch; 1,840 linear feet of 15" concrete and aluminum pipe; 130
linear feet of 12" ductile iron pipe; 1 Auger hole structure;
manholes, catch basins, new pavement and pavement replacement.
The Engineer's estimate for this project is $1,045,000. The
project will be divided into three different sections with
corresponding estimated construction costs: "A" - $65,000; "B"
$300,000; "C" - $680,000. New requirements will allow the
successful low bidder to furnish a performance bond in accordance
with Resolution No. 84-423, and to supply a bid bond in
accordance with Resolution No. 84-873.

All bids shall be submitted in accordance with the Instructions
to Bidders and Specifications. Plans and specifications may be
obtained frorn the office of the Director, Department of Public
Works, 275 N.W. 2 Street (4th Floor), Miami, Florida, on or after
January 3, 1985. There will be a $20 deposit required for each
set. Deposits will be refunded only upon return of plans and
specifications, unmarked and in good condition within two (2)
weeks after the opening of the bids.
Prospective bidders are alerted to the provisions of Ordinance
No. 9775 regarding allocation of contracts to minority vendors.
Those minority or target area contractors/small businesses
interested in submitting bids are advised to contact Contractors
Training and Development, Inc., 5800 N.W. 7 Avenue, Suite 212,
telephone (305)754-4903, or Allied Black Contractors Association,
Inc., 5535 N.W. 7 Avenue, telephone (305)758-11554, if they
require assistance in preparing their bid packages.
Proposal includes the time of performance, and specifications
contain provisions for liquidated damages for failure to complete

Propuestas selladas para MANOR STORM SEWER PROJECT B-5503 seran
recibidas por el Administrador y el Secretario de la Ciudad de
Miami, Florida, a mas tardar a las 11:00 a.m. el dia 22 de enero
de 1985, en la Ofici.na del Secretario, primer piso, Ayuntamiento
de Miami, 3500 Pan American Drive, Dinner Key, Miami, Florida,
33133, a cuya hora y el cuyo lugar seran p6blicamente abiertas y
leidas.
Este proyecto comprende la construcc16n de 960 pies lineales de
tuberia de drenaje (24"-36" diam.); 6,330 pies lineales de zanja
cubierta de 3' de ancho; 1,840 pies lineales de tuberia de
concreto y aluminio (15" diam.); 130 pies lineales de tuberia de
hierro d6ctil (12" diam.); 1 estructura de dreneja (Auger hole);
Registros, tragantes, pavimento nuevo y reemplazo.
E1 estimado de construccion para este proyecto es de $1,045,000.
E1 proyecto se dividira en tres secciones con los siguientes
estimados: "A" - $65,000; "B" - $300,000; "C" - $680,000. Nuevos
requisitos permitir6n a los licitadores presenter un bono de
cumplimiento de acuerdo con la Resoluci6n No. 84-423, y proveer
un bono de licitaci6n de acuerdo a la Resolucion No. 84-873.

Piso), Miami, Florida, a partir del 3 de enero de 1985. Se
requerira un depo'sito de $20 por cada juego. Estos dep6sitos
seran devueltos 6nicamente si los planos y las especificaciones
son devueltos sin narcas y en buen estado, dentro de un plazo de
dos (2) semanas siguientes a la apertura de las licitaciones.

9775, la cual se refiere a la otorgaci6n de contratos a minorias.

The Department of Public Works has determined a
low bidder for the MANOR STORM SEWER PROJECT
(BID "A"). The proposed attached resolution
accepts the bid received January 22, 1985 of
' P.N.M. Corporation in the amount of $64,335.50
l and authorizes the City Manager to enter into a
contract on behalf of the City.
Bids were received January 22, 1985 for MANOR STORM SEWER PROJECT

As reflected in the tabulation of bids, the $64,335.50 bid of
P.N.M. Corporation is the lowest responsible bid for bid "All of the

Funds have been allocated under the "Manor Storm Sewers" account,
and monies are available for the estimated amount of the contract,
for project expense, for such items as advertising, testing
laboratories, and postage.
