HomeMy WebLinkAboutR-85-0114A RESOLUTION REAFFIRMING THE INTENT OF THE CITY COMMISSION THAT NO VACANCIES IN THE CITY WORK FORCE BE FILLED BY THE CITY MANAGER DURING THE 1984-85 FISCAL YEAR WITHOUT THE EXPRESS ADVANCE APPROVAL OF THE CITY COMMISSION; FURTHER DECLARING THE; INTENT OF THE CITY COMMISSION THAT NO NEW HIRING FOR THE CITY WORK FORCE TAKE PLACE UNTIL A PERMANENT CITY MANAGER IS APPOINTED, BUT EXPRESSLY EXEMPTING FROM SUCH PROHIBITION HIRING TO FILL VACANCIES IN THE POSITION OF .POLICE OFFICER, PATROL SECTION; PROBATIONARY FIREFIGHTER AND FURTHER EXEMPTING THE HIRING OF INDIVIDUALS IN THE SOLID WASTE DEPARTMENT INCLUDING THOSE 10 POSITIONS IN SAID DEPARTMENT WHICH HAD PREVIOUSLY BEEN THE SUBJECT OF CITY COMMISSION APPROVAL AND AUTHORIZATION. a WHEREAS, on September 21, 1984 by Resolution No. 84-1085, the City Commission expressed its intent that no vacancies in the City work force be filled by the City Manager during the 1984-85 fiscal year without the express advance approval of the City Commission; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The intent of the City Commission that no vacancies in the City work force be filled by the City Manager during the 1984-85 fiscal year without the express advance approval of the City Commission is hereby reaffirmed with the further declaration of intent that no new hiring for the City work force take place until a permanent City Manager is appointed, but the Commission hereby further expressly exempts from such prohibition the hiring to fill vacancies in the position of Police Officer, Patrol Section and the position of Probationary Firefighter; and further hereby exempts the hiring of individuals in the Solid Waste Deprtment including those 10 positions in said Department which had previously been the subject of City Commission approval and authorization. Honorable Mayor and Members of the City rCommission^�' FROM: leadt�1' B./ R sef►cYd�itZJ 1 City Manager DATE: February 8, 1985 PILE: SUBJECT: FY 185 Hiring Freeze REFERENCES: ENCLOSURES: This memorandum provides an update on the status of the FY 185 Hiring Freeze. ,--N On January 24, through Motion No. 85-67, you imposed a hiring freeze on the 144 positions that were previously exempted on December 3 and 13, 1984. The above mentioned motion provided exemptions to Police Officers, Fire Fighters, and 10 positions in Solid Waste, and gave approval to process paperwork for positions for which the hiring process had been completed (medical examinations administered and paperwork processed). Additionally, you requested that positions for which firm job offers had been made by January 24 be brought back to you for approval before any hiring took place. The number of positions on City payroll (and the number of hours worked) depends on the event and are sometimes covered by the promoter. Car Parkers are always on City p y but again, the number of people and hours worked depends on each event. Hirees are drawn from an active roster of 300 individuals.
