RESOLUTION NO. 85-103
A RESOLUTION RATIFYING THE FINDING OF THE
CITY MANAGER, BY FOUR FIFTHS (4/5)
AFFIRMATIVE VOTE OF THE CITY COMMISSION,
AFTER A DULY ADVERTISED PUBLIC HEARING,
THAT THE REQUIREMENT FOR A COMPETITIVE
FORMAL SEALED BID BE WAIVED, AND THAT THE
SOLE SOURCE PURCHASE FROM ELECTROCOM
AUTOMATION, INC. THE ONLY LICENSED
MARKETING AGENT, TO FURNISH ONE (1) RADIO
DATA CONVERTER (RDC-95) FOR THE DEPARTMENT
OF BUILDING AND VEHICLE MAINTENANCE FOR A
TOTAL PROPOSED COST OF $23,600.00 BE
APPROVED; ALLOCATING FUNDS THEREFOR FROM
THE 1984 -85 OPERATING BUDGET OF THAT
DEPARTMENT, AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE ASSISTANT CHIEF PROCUREMENT
OFFICER TO ISSUE A PURCHASE ORDER FOR THIS
EQUIPMENT, SUBJECT TO THE AVAILABILITY OF
FUNDS.
WHEREAS, the Department of Building and Vehicle
Maintenance has requested the Purchase of One (1) Radio Data
Converter (RDC-95); and
WHEREAS, the Radio Data Converter (RDC-95) is designed
to interface the computer aided Dispatch System(s) into the
mobile digital Sub -System of the Fire and Police Department; and
WHEREAS, one (1) Radio Data Converter is required for
the replacement of an an existing obsolete RDC-90; and
WHEREAS, research by the Communication Division of the
Department of Building and Vehicle Maintenance has shown
Electrocom Automation, Inc. to be the only supplier that provides
this specially designed interface device that is compatible with
the Fire and Police Mobile Digital Terminal; and
WHEREAS, this equipment will be used by the Department
of Building and Vehicle Maintenance for the purpose of an
interfacing between the computer systems and the respective
Mobile Digital Systems; and
WHEREAS, funds for this purchase are available in the
1984-85 Operating Budget of the Department of Building and
Vehicle Maintenance; and

WHEREAS, The Chief Procurement Officer has made a
written finding that Electrocom Automation, Inc., the
manufacturer, is the sole source supplier of the specified and
compatible equipment, and that pricing offered to the City is
both reasonable and favorable; and
WHEREAS, the finding of the Chief Procurement Officer
have been approved and adopted as the findings of the City
Manager; and
WHEREAS, the City's intent to make this herein sole
source award has been properly advertised and publicly heard; and

WHEREAS, the City Manager and the Director of the
Department of Building and Vehicle Maintenance recommend that the
formal competitive sealed bids be waived and that the purchase
from Electrocom Automation, Inc. as the sole source be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE

Section 1. By affirmative four -fifths (4/5ths) vote of

the Members of the City Commission, after a duly advertised
public hearing, the City Manager's written finding that
Electrocom Automation, Inc. is the Sole Source of Supply for
furnish One (1) Radio Data Computer (RDC-95) to the Department of
Building and Vehicle Maintenance, is hereby ratified.
Section 2. That the requirements for formal
competitive sealed bids for furnishing One (1) Radio Data
Computer (RDC-95) is hereby waived, and the purchase of this
herein equipment from Electrocom Automation, Inc. at a total
proposed cost of $23,600.00 is hereby approved with funds

therefor hereby allocated from the 1984-85 Operating Budget of
the Department of Building and Vehicle Maintenance.

instruct the Assistant Chief Pfoeuremetjt Officer to issue a
Purchase Order for this equipment.

AUTOMATION, INC; A SOLE SOURCE SUPPLIER, AT A
TOTAL COST OF $23,600.00
The Department of Building and Vehicle Maintenance is pur-
chasing one (1) Radio Data Converter (RDC-95) to provide for
replacement of an existing and obsolete RDC-90. The RDC-95
is an integral and critical component within the Fire MST
Sub -System (Mobile Status Terminal) and the Police MDT Sub -
System (Mobile Digital Terminal) which functions as an in-
terface between the computer systems and the respective
Mobile Digital Systems. ElectroCom Automation is the only
manufacturer that provides this specially designed inter-
face device that is compatible with the Fire and Police
Mobile Digital Terminal.
Funds for this purchase are available in the Department of
Building and Vehicle Maintenance FY 84-85 operating budget.
The above findings are hereby approved and adopted as
the findings of the undersigned.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the Commission of the
City of Miami on Thursday, February 14, 1985 at 3:30 p.m.
in City Commission Chambers at City Hall, 3500 Pan
American Drive, Miami, Florida, for the purpose of
considering a waiver of the requirement of obtaining
-� sealed competitive bids for the acquisition by pur-
chase of one (1) RDC-95 (Radio Data Converter), spe-
cially designed to interface the City Computer System
with Fire and Police Mobile Digital Terminal Systems -
from the only source, ElectroCom. Automation, Inc.,
at a total cost of $23,600.
Inquiries from other potential sources of supply who
feel that they might be able to satisfy the City's re-
quirements in the acquisition may contact C. E. Cox,
Director, Department of Building and Vehicle Mainten-
ance at the following number (305) 579-6740.
All interested persons are invited to appear and may
be heard concerning such proposed waiver and purchase. _
The hearing will be held at the time and place specified
above.
Should any person desire to appeal any decision of the
City Commission, with respect to any matter considered
at this hearing, that person shall ensure that a verbatim
record of the proceedings is made, including all tes-
timony and evidence upon which any appeal may be based.
