A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $8345.75 FROM SPECIAL PROGRAMS AND ACCOUNTS, QUALITY OF LIFE FUND, FOR FEE WAIVERS IN CONNECTION WITH THE MARCH OF DIMES WALKAMERICA TO BE HELD IN MIAMI ON MARCH 23, 1985; FURTHER AUTHORIZING THE PROVISION OF A TOTAL AMOUNT NOT TO EXCEED $2700 IN IN -KIND SERVICES FROM THE OPERATING BUDGETS OF THE DEPARTMENTS OF POLICE, FIRE, PARKS AND RECREATION, AND BUILDING AND VEHICLE MAINTENANCE IN SUPPORT OF THE EVENT; SAID ALLOCATION BEING CONDITIONED UPON SUBSTANTIAL COM- PLIANCE WITH CITY OF MIAMI ADMINISTRA- TIVE POLICY NO. APM-1-84, DATED JANUARY 24, 1984; AUTHORIZING SAID GROUP TO DISPENSE BEER AT NO CHARGE IN PEACOCK PARK ON MARCH 23, 1985, IN CONNECTION WITH SAID EVENT; AND FURTHER AUTHORIZING THE CLOSING OF DESIGNATED STREETS SUB- JECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE, AND INSPECTION SERVICES. WHEREAS, the March of Dimes has planned the 1985 WalkAmerica fundraising event for March 23, 1985; and WHEREAS, the WalkAmerica route will begin at the Coconut Grove Exhibition Center, proceed through Coconut Grove, Coral Gables and unincorporated Dade County then circle back to Peacock Park; and WHEREAS, the March of Dimes has requested fee waivers for the use of the Coconut Grove Exhibition Center, the Peacock Park Recreation Building, the showmobile and street closing, park and assembly permits as well as in -kind services in connection with the event; and WHEREAS, the March of Dimes has also requested a permit to dispense beer at no charge to participants in Peacock Park on March 23, 1985; and WHEREAS, Ordinance No. 9818 of April 5, 1984, authorized the City Commission to permit the dispensing of beer or wine in soft containers in any City park upon such conditions and limitations as the City Commission shall prescribe; and WHEREAS, the March of Dimes has further requested - CITY COMMISSION sary street closings for the event: MEETING OF FEB 14 1985 ION No. r 7A �r 1 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount not to exceed $8345.75 is hereby allocated from Special Programs and Accounts, Quality of Life Fund, for fee waivers provided in support of the March of Dimes 1985 WalkAmerica. Section 2. The provision of a total amount not to exceed $2700 in in -kind services is hereby authorized from the operating budgets of the Departments of Police, Fire, Parks and Recreation and Building and Vehicle Maintenance, in connection with said event. Section 3. The herein allocation is conditioned upon sub- stantial compliance with City of Miami Administrative Policy No. APM-1-84, dated January 24, 1984. Section 4. Authorization to dispense beer at no charge in Peacock Park is hereby granted to the South Florida Chapter of March of Dimes Birth Defects Foundation in connection with Walk - America 1985 on March 23, 1985, in compliance with Ordinance No. 9818. Section 5. The following streets are hereby closed to through traffic on Saturday, March 23, 1985, from 8:15 AM to 11:00 AM: Panamerican Drive from the Coconut Grove Exhibi- tion Center to South Bayshore Drive. South Bayshore Drive from Panamerican Drive to McFarlane Road. McFarlane Road from South Bayshore Drive to Main Highway. Main Highway from McFarlane Road to Douglas Road. Douglas Road from Main Highway to North Prospect Drive. Section 6. Such closing of streets is subject to the issu- ance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon w i "t the favorable exercize of the City Manager's judgement predicated #, upon all the matters set forth herein. The March of Dimes has planned their annual.. WalkAmerica fundraiser for March 23, 1985. This year, the event will start in the Coconut Grove Exhibition Center and proceed through Coconut Grove to Douglas Avenue and down Douglas into Coral Gables and unincorporated Dade County. The participants will then circle back to Peacock Park where they will be offered free food and refreshments. The organization has requested that the City sponsor this event by providing $8345.75 in fee waivers for the use of the Coconut Grove Exhibition Center, the Showmobile, Peacock Park and all necessary permits, as well as $2700 in in -kind services from the Departments of Police, Fire, Parks and Recreation and Building and Vehicle Maintenance. Funds for the fee waivers are available from Special Programs and Accounts, Quality of Life Fund. The Department of Parks and Recreation is recommending an allocation of $8,345.17 in fee waivers and the provision of $2700 in in -kind services in support of this fund raising activity, as per the attached resolution. The Walkathon will begin at the Coconut Grove Exhibition Centers proceed through Coral Gables and unincorporated Dade County and then circle back to Peacock Park, where participants will be offered free food and refreshments.
