PATRICK'S DAY PARADE AND IRISH FESTIVAL ON MARCH 16 AND 17, 1985, CLOSING CERTAIN STREETS TO THROUGH VEHICULAR TRAFFIC DURING SPECIFIED HOURS FOR THE PARADE ON MARCH 16, 1985, AND ESTABLISHING A PEDESTRI- AN MALL; SAID STREET CLOSING SUB- JECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERV- ICES; ESTAB LISHING THE AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; FURTHER ALLOWING THE SALE OF BEER FOR A ONE -DAY PERIOD BY THE ST. PATRICK'S DAY PARADE COMMITTEE IN CONNECTION WITH THE IRISH FES- TIVAL 'rO BE HELD AT BAYFRONT PARK ON MARCH 17, 1985; SUBJECT TO THE ISSUANCE OF ALL REQUIRED PERMITS. WHEREAS, the St. Patrick's Day Parade Committee has planned the St. Patrick's Day Parade and Irish Festival on March 16 and 17, 1985; and WHEREAS, certain streets shall be closed to through vehicu- lar traffic on March 16, 1985 during specified hours to to create a pedestrian mall and to insure the safety of the participants and spectators attending the 1985 St. Patrick's Day Parade; and WHEREAS, the Irish Festival will take place in Bayfront Park on March 17, 1985, and will include concerts and exhibits rele- vant to Irish -American culture; and WHEREAS, the St. Patrick's Day Parade Committee has request- ed permission to sell beer for a one -day period of March 17, 1985, in connection with the Irish Festival; and WHEREAS, Ordinance No. 9818 of April 5, 1984, authorized the City Commission to permit the dispensing of beer or wine in soft containers in any City park upon such conditions and limitations as the City Commission shall prescribe; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to provide safe passage and establish a temporary pedestrian mall during the 1985 St. Patrick's Day Pa- rade, the following streets are hereby closed to through vehicu- OMMISSIoD lar traffic on March 16, 1985 from 2:00 p.m. to 5:00 p.m.; CITY TING MEETING F OF FEB 14 1985 1 RESOLUI wil N REMARKS. - a) N.E. 3 and 4 Streets between Biscayne Boulevard and N.E. 2 Avenue; Biscayne Boulevard to Flagler Street; Flagler Street to N.W. N. River Drive; N.W. N. River Drive to S.W. N. River Drive between 4 Street and 2 Avenue. b) All streets and avenues intersecting the area listed above. Section 2. Such closing of streets is subject to the issu- ance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police af- ter giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the fa- vorable exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 3. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational li- censes issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on March 16 and 17, 1985 dur- ing the following hours: (a) March 16, 1985 - 2:00 PM to 5:00 PM N.E. 3 And 4 Streets between Biscayne Boulevard and N.E. 2 Avenue; Biscayne_ Boulevar7J to Fla er Street; Flag er Street to N.W. N. River Drive between 4 Street and 2 Avenue. (b) March 17, 1985 - 8:00 AM to 8:00 PM Bayfront Park, 100 Biscayne Boulevard (c) All streets and avenues intersecting the areas listed above.. Section 4. Permission to sell beer for a one -day period is hereby granted to the St. Patrick's Day Parade Committee in connection with the Irish Festival to be held at Bayfront Park on March 17, 1985, in compliance with Ordinance No. 9818, and subject to the issuance of all required permits. Open Government Law Subcommittee Growth Management (Select) It has come to my attention that the City of Miami has been asked to partially fund a $16,800 project by Harvard University, concerning the state legislators elected from Dade County. ► Please be advised that, as a Representative from Dade County, I do not support such a request and I urge you to disapprove it. It is surely a waste of money, time and effort in an era when citizens are rightfully demanding increased fiscal responsibility on the part of government. There are many needs more pressing than this superficial, self-serving expenditure of funds. In addition, I do not recall this item ever having been voted upon by the Dade Delegation as a whole. Any implication that this request has been made on behalf o the Dade Delegation is completely unwarranted. This request is symptomatic of the cavalier and autocraQc fashion in which some Dade Delegation "leaders" condfrz't : themselves. Their disregard for democratic principles a�ad _ representative procedures is undoubtedly a significant.-:L- cause for dissatisfaction among Dade legislators. T ! Kern REFERENcEs: Agenda Item for February Director 14, 1985 City Commission Department of Parks and Recreation ENCLOSURES: Meeting "It is recommended that certain streets be closed to through vehicular traffic during the St. Patrick's Day Parade on March 16, 1985; and that the sale of beer be allowed during the Irish Fes- tival in Bayfront Park on March 17, 1985, per the attached resolution." The St. Patrick's Day Parade Committee has planned the 1985 St. Patrick's Day Parade and Irish Festival on March 16 and 17, 1985. They have requested the closing of certain streets to through vehicular traffic from 2: 00 p.m. to 5: 00 p.m. on March 16, 1985 for the parade. Additionally, the Committee has requested permission to sell beer during the Irish Festival in Bayfront Park on March 17, 1985. The Department of Parks and Recreation supports these requests, and recommends authorization subject to compliance with City, County and State permits, per the attached resolution. MEV:hs
