As you strive to perform the difficult task of reconciling competing interests, Tropical Audubon Society requests that you not overlook the fact that viewing the beauty of our area from expressways and thoroughfares is a tremendous community asset. The long uninterrupted vistas which greet visitors and residents alike have a salutary value. Such pleasurable vistas would be totally destroyed by large billboards, disrupting the views and destroying one of Miami's most important assets -- its beauty. The billboards contemplated, by definition, would focus attention on the commercial messages. The more effective the billboards, the more they would distract from, and obliterate, aesthetic values. Tropical Audubon Society and its thousands of members hope that you would not permit what is literally and figuratively a short-sighted means of obtaining a modest sum from licensing fees at the expense of Miami's beauty. Tropical Audubon Society strongly urges you to reject the proposal that would detract from the long-range interests and viewpoints of this beautiful City. Our urban landscape is cluttered enough without a new onslaught of tasteless and oppressive billboards. If Miami is trying to create an image as a sane and attractive place to live, this is not the way to go about it. One need only look to the example of South Dixie Highway in South Miami to see the results of such a short-sighted policy. The "commercial strip" has little charm and no attraction. Miami does not need a cityscape similarly littered by offensive signs and billboards. The proposed Ordinance to permit the construction of billboards along Miami's public roads and expressways is plainly inconsistent with efforts to improve Miami's image. It invites the kind of sordid waste of visual resources characteristic of municipalities with no concern for visual esthetics. Apart from degrading Miami's urban horizons, billboards unquestionably pose a threat to public safety by creating a distraction along our highways. Billboards are calculated to divert the attention of drivers away from the road. Obviously that increases the possibility of accidents. I urge the Commission to reject the pro- posed change in the Ordinance regarding billboards. There is more at stake than the wishes of a few who stand to profit. You have a responsibility to the community at large, and it transcends the limits of the City of Miami. The public is outraged at the thoughts of unsightly billboards lining our expressways. We have a right to preserve what remains of our natural beauty - the beauty that brought many long-time residents and tourists here in the first place. In a community that tries hard to attract tourists, it is inconceivable that a change in the current billboard ordinance is even being considered. People come to places of beauty that offer them something they do not already have. Certainly expressways and state roads lined with billboards would not enhance the look of Miami. It would only serve as a negative on the face of Miami and a negative on the face of all those that supported such a disaster. I urge you not to let this happen to our community. As a design professional deeply committed to the beauty of our community, I strongly protest any measures that may be taken now or in the future that will allow additional of billboard placement in the City of Miami. There was a time, in the distant past, when billboard advertising was not widespread, and the consequences of billboard placement were not consi- dered. At this time, however, each city throughout the United States is concerned with its presence. We, in our special community in South Flori- da, must address any issue which detracts from the beauty of our city. In this forward -thinking age, and in our progressive community, we certainly must not allow ourselves to take a backward step. I hope you will keep my feelings, and the feelings of the citizens of Miami, in mind and vote against further billboard placement. Thank you for your consideration of this letter. Please record my feelings, given both as a citizen and an architect, of strong opposition to the increased use of billboards within the City. The beauty of the City of Miami is of prime importance to me, especially in my field as an architect. I am proud of the natural beauty of our setting, and also of the presence of the City itself. I would hope that nothing would be done to detract from what our community has to offer to both residents and visitors. There are many groups and individuals, certainly not only architects, working within the City of Miami in various ways to further the special beauty of our environment and and our community. Please don't disappoint the majority of citizens who oppose the use of billboards.
