A RESOLUTION AUTHORIZING THE SUBSEQUENT ISSUANCE OF A REQUEST FOR PROPOSALS FOR CONSULTING SERVICES IN ASSISTING IN THE PREPARATION OF A COMPREHENSIVE DOWNTOWN DEVELOPMENT PLAN AND AN APPLICATION FOR DEVELOPMENT APPROVAL FOR DOWNTOWN AS A DEVELOPMENT OF REGIONAL IMPACT; DESIGNATING THE COMPLETE PLANNING SERVICES FOR SAID DOWNTOWN STUDIES AS A CATEGORY "B" PLANNING PROJECT; APPOINTING SERGIO RODRIGUEZ, DIRECTOR, PLANNING DEPARTMENT, AS CHAIRPERSON FOR THE F £ COMPETITIVE SELECTION AND NEGOTIATION COMMITTEE IN ACCORDANCE WITH ORDINANCE 8965 ADOPTED JUNE 23, 1979, WHICH ORDINANCE ESTABLISHED PROCEDURES FOR CONTRACTING SAID PROFESSIONAL SERVICES ;vg` AND ALSO ESTABLISHED COMPETITIVE k i NEGOTIATION REQUIREMENTS WITH REGARD TO THE FURNISHING OF SUCH SERVICES AND '3 INSTRUCTING THE CITY MANGER TO IDENTIFY THE SOURCE OF FUNDS OF $400,000 WHICH IS i�: ALLOCATED FOR THE PURPOSE OF FUNDING CONSULTANT AND PLANNING DEPARTMENT STAFF F53 SERVICES. WHEREAS, the State of Florida permits cities to prepare Development of Regional Impact (DRI) Applications for Development Approval for their entire downtown area; and WHEREAS, a. comprehensive downtown development plan would provide a gauge and guide for the orderly and beneficial growth and development of downtown as well as the framework for a Development of Regional Impact Application for Development Approval; and WHEREAS, a comprehensive downtown development plan would ensure 1) that new development is located in a manner to enhance existing development and/or encourage future developments; 2) that growth occurs in a manner and in locations that can be accommodated by the City's infrastructure; 3) that the quality of life is improved within the Downtown area; and, 4) that direction is given to the City's capital improvement program as it relates to Downtown; and WHEREAS, a downtown -wide DRI would be attractive to developers and would permit Miami to maintain a competitive stance with Tampa and Jacksonville which already h CITX COMMISSION such downtown Applications and with other Florida ei ie3MVEMV0F contemplating completing one; and FED 28 TIOIi Ma. A WHEREAS, the City will be seeking the professional services of qualified and experienced planners, economists, and traffic engineers and other specialized consultants; and WHEREAS, the City Manager recommends that the planning and other services to be provided in conjunction with these downtown studies be designated a Category "B" project in accordance with the provisions of Ordinance 8965, adopted July 23, 1979; and WHEREAS, the City Manager recommends that Sergio Rodriguez, Director, Planning Department, be appointed Chairperson of the Competitive Selection and Negotiation Committee in accordance with the provisions of said ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is authorized and instructed to direct the Planning Department to subsequently issue a Request for Proposals for consulting services is asslSLIng In k1ne preparation of a comprehensive Downtown Development Plan and an Application for Development Approval for Downtown as a Development of Regional Impact. Section 2. The planning services for said downtown studies are hereby designated as a Category "B" project in accordance with the provisions of Ordinance 8965; adopted July 23, 1979, which ordinance established procedures for contracting for certain professional services and also established competitive negotiation requirements with regard to the furnishing of such services. Section 3. Sergio Rodriguez, Director, Planning Department, is hereby appointed as Chairperson of the Competitive Selection and Negotiation Committee in accordance with the provisions of Ordinance 8965. Section 4. Downtown Development Plan and Application for Development Approval for Downtown, as a Development of Regional Impact; designate the planning for the downtown studies as a Category "B" project; designate Sergio Rodriguez, Director, Planning Department, as Chairperson of the Competitive Selection and Negotiation Committee and instruct the City Manager to identify the source of funds for $400,000 allocated for the purpose of funding the consulting services and Planning Department staff services, per the attached resolution. BACKGROUND The City and the Downtown Development Authority have the opportunity to fulfill two -mutually beneficial goals that would also serve as a catalyst for further high quality development and expansion of the City's tax base. By working together, the City Planning Department and Downtown Development Authority with consultant assistance -can —within--the next 12-18 months simultaneously prepare a comprehensive downtown development plan and an area -wide Application for Development Approval for Downtown as a Development of Regional Impact. A comprehensive downtown development plan to gauge and guide further development and redevelopment in Downtown is sorely needed to ensure 1) that new development is located in a manner to enhance existing development and/or encourage future developments; 2) that growth occurs in a manner and in locations that can be accommodated by the City's infrastructure; 3)-that the quality of life is improved within the downtown area; and, Page 1 of 4 � � - ... ,; .r;. . Currently, individual issues and projects are dealt with on an incremental basis by a wide variety of public and private entities; notably Miami City Planning, the DDA, the New World r Center Action Committee, major developers, the Off -Street Parking Authority, the Sports and Exhibition Authority, the Dade County f4 Transvortation Administration. and the Park West/S.E. Overtown F administration. Further, there are a number of geographic sub- areas within Downtown that are not currently being fully addressed and need .attention. Preparation and approval of an Application for Development Approval for all downtown would materially expedite the development process for major public and private projects. Two Florida cities, Tampa and Jacksonville, have already taken advantage of State legislation that permits Development of Regional Impact (DRI) development orders that cover an entire downtown area. Once the downtown -wide DRI is approved by the municipality and the Regional Planning Council, there is no longer the need for individual developments within the area covered by the Application for Development Approval and development order to go through the lengthy and costly DRI process. Instead, development proposals are submitted to the City for an analysis of its compatibility with the downtown development order. Substantial fees can be charged for the City's review and approval and developer concessions regarding amenities, public spaces, and other quality of life issues may be exacted. The developer also benefits from this process in that the time and time related costs required to approve a development will be substantially reduced over the current individual DRI process. It should be emphasized that the City Commission will not be relinquishing its opportunities to review and regulate major projects as a result as a result of the Downtown DRI, because the City's Major Use Permitting Process will remain intact. Further, a substantial portion, and perhaps all, of the City's costs to prepare the DRI application and development plan may be recouped from future developers through the aforementioned fees charged for project review by the City. It is estimated that the Plan and Application can be accomplished for approximately $400,000. In order to initiate ' the acquisition of the necessary professional services, it is requested that this planning study be designated as a Category "B" project, that a Request for Proposals be authorized and that Sergio Rodriguez, Planning Director, be designated as Chairperson of the Selection and Negotiation Committee all as per Section 18-52.3 of the City Code pertaining to professional services.
