RESOLUTION NO. 8J�' A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR PROFESSIONAL SERVICES IN AN AMOUNT NOT TO EXCEED $209000 WITH THE CONSULTING FIRM OF THE CHESAPEAKE GROUP, INC., IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE PURPOSE OF CONDUCTING A MARKET ANALYSIS FEASIBILITY STUDY TO DETERMINE THE POTENTIAL BUSINESS EXPANSION AND COMMERCIAL OPPORTUNITIES IN THE WYNWOOD COMMERCIAL AREA; ALLOCATING FUNDING THEREFOR FROM 10TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, the promotion of economic development in the City of Miami's neighborhoods is an important part of the City's development strategy; and WHEREAS, business activity in the Wynwood Commercial District has declined rapidly over the past 10 years; and WHEREAS, it was recommended that the City let a Request For Proposal (RFP) to conduct a market analysis of the Wynwood Commercial area; and WHEREAS, the City Commission passed Resolution No. 84-1440 authorizing the use of $20,000 to fund the acquisition of a market analysis; and WHEREAS, a Selection Committee was established to review and determine which consultant firm is the most qualified to carry out this market study; and WHEREAS, the Selection Committee reviewed, evaluated and rated the proposals submitted to the Department of Economic Development; and WHEREAS, the consulting firm of The Chesapeake Group, Inc. received a score of 97 out of a possible 100 points and was chosen by the Selection Committee to conduct a market and feasibility study of the Wynwood Commercial district; and CITY COMMISSION MEETING OF FEB 28 ion no. %*01- { WHEREAS, the Selection Committee recommends that the consulting firm of The Chesapeake Group, Inc. be awarded the contract to conduct the market and feasibility study; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to enter into an agreement in an amount not to exceed $20,000 with the consulting firm of The Chesapeake Group, Inc. in a form acceptable to the City Attorney for the purpose of conducting a market analysis feasibility study to determine the potential business expansion and commercial opportunities in the Wynwood Commercial area. Section 2. Allocating funding therefor from 10th year Community Development Block Grant funds. Rosencrantz To: City Manager FROM: Charlotte Gallogly ,F� y,�!� �- • { Director ! ` Department of Economic Development DATE: January 25, 1985 PILE, SUBJECT: Award of the Request For Proposal for the Market Study of the Wynwood Commercial District REFERENCES: February 14 Commission ENCLOSURES: Agenda "It is recommended that the City ~` Commission authorize the City Manager to enter into an agreement, in a form acceptable to the City Attorney, with The Chesapeake Group, Inc. for the purpose of producing a market analysis of the Wynwood Commercial Business District to identify viable economic development programs that would enhance the growth and revitalization of the Wynwood Commercial Business District." Background At the October 10, 1984 City Commission meeting, the Commission directed the administration to review the reasons related to the closing of the Wynwood Community Economic Development Corporation (WCEDC) and to provide a recommendation to continue the operation of a neighborhood commercial economic program in the Wynwood Business District area. At the November 8, 1984 City Commission meeting, five (5) alternative strategies were identified and presented to the City Commission in order to determine how the City should proceed in continuing an economic development program in Wynwood. One of the alternative strategies was a recommendation by the Department of Economic Development (DED) to let a Request For Proposal (RFP) seeking a qualified economic development consultant to conduct a market analysis of the Wynwood commercial area. At the November 8th Commission meeting, the recommendation to let a RFP was approved and adopted by the City Commission. Also, on December 13, 1984, the City Commission passed Resolution No. 84-1440 authorizing the use of the remaining funds (approximately $20,000) previously allocated to the Wynwood Community Economic Development Corporation for its 10th year Community Development Block Grant program to fund a commercial market analysis of the Wynwood commercial area. 11 L Randolph B. Rosencrantz Page 2 G The purpose of the RFP is to seek proposals from qualified economic consulting firms to conduct a market and feasibility study to determine the potential for business expansion and commercial real estate development in the Wynwood neighborhood within the City of Miami. The study will include but not be limited to identifying the threats, problems, opportunities and issues affecting the Wynwood Commercial district. The study will also determine the specific use of available land in and adjacent to the business district, and analyze the public transportation, parking and current zoning requirements of the neighborhood. The DED established a Selection Committee, comprised of business and community leaders from the Wynwood neighborhood and City of Miami representatives, to review and rate the proposals submitted by each consultant. Each proposal was evaluated on six (6) categories with a possible highest score of 100 points. The six categories and the values of each category reviewed are as follows: Value Category 30% I. Previous Experience - Market Analysis - Economic Analysis - Planning - Commercial Development - Funding and Implementation Analysis - Development of Investment Package 10% II. Familiarity With The City - Firm has conducted studies in South Florida - Firm has personnel who have practiced in South Florida - Firm has main or branch office in Miami or Dade County 10% III. Past Record - Firm demonstrates ability to meet time commitments - Firm has worked with governmental agencies - Firm represents Equal Opportunity/Affirmative Action 30% V. Project Approach - Firm adequately covers the proposed work program in the RFP - In addition to the RFP requirement, firm proposes a more comprehensive and detailed study. 5% VI. Fees - Firm offers to complete project at a lower fee Three proposals to conduct a market analysis of the Wynwood Commercial district were received from the following economic development consulting firms: 1. Hammer, Siler, George and Associates 2. The Chesapeake Group 3. Spire -Harrison On February 6, 1985, the Selection Committee reviewed and rated proposals submitted by the aforementioned consultants. The f chosen to conduct the market and feasibility study for busin expansion and commercial real estate development was The Chesape Group, Inc. City Hall of Miami 3500 Pan American Drive Miami, Fla. 33133 Ir Fe rWry 2 198 Dear Mayor & City of Miami Commissioners: As Secretary of the Coconut Grove Civic Club, I aas,; as by the Board of Directors at our February 11, 1985 meeting to write this letter stating their concerns about allowing the Chamber of Commerce to install themselves(however temporarily) in a building in Peacock Park, }mown as the Glass House. Several of our long-time members remember the community's discussions in the mid -sixties when a two story brick building was proposed to house city-wide senior citizen activites at this site which would have paved over part of this lovely park.The Grove has grown since then but we still support this location and the building as a site for use of residents -as public parks usually are built to serve for recreation purposes.We still believe this is the primary function of a park setting. Parks are for the people:for relaxation, tranquility amid a busy downtown shopping district and a place for school children from all the local areas to come and play. Parks must not be commercialized. Parks are built for public use, not for offices for promoting business. Parks need to be maintained and we strongly urge the city to develop programs that serve these residents as they have in the past. Do not let the doer open to special interest groups looking for an office on Biscayne Bay.... there is no shortage of office space in Coco�n/�u�t� Grove but park land is limited.
