A RESOLUTION AUTHORIZING THE SUBSEQUENT ISSUANCE OF A REQUEST FOR PROPOSALS FOR PROFESSIONAL SERVICES FOR A CITY-WIDE INDUSTRIAL LAND USE NEEDS STUDY DESIGNATING THE COMPLETE PLANNING SERVICES FOR THE CITY-WIDE INDUSTRIAL NEEDS STUDY AS A CATEGORY "B" PROJECT, APPOINTING SERGIO RODRIGUEZ, DIRECTOR, PLANNING DEPARTMENT, AS CHAIRPERSON FOR THE COMPETITIVE SELECTION AND NEGOTIATION COMMITTEE, IN ACCORDANCE WITH ORDINANCE NO. 8965, ADOPTED JULY 23, 1979, WHICH ORDINANCE ESTABLISHED PROCEDURES FOR CONTRACTING SAID PROFESSIONAL SERVICES AND ALSO ESTABLISHED COMPETITIVE NEGOTIATION REQUIREMENTS WITH REGARD TO THE FURNISHING OF SUCH SERVICES, AND INSTRUCTING THE CITY MANAGER TO IDENTIFY THE SOURCE OF' FUNDS FOR THE ALLOCATION OF $609000 FOR CONSULTANT SERVICES. WHEREAS, by Motion 84-1498; December 20, 1984, the City Commission directed the City Manager to request the Planning Department to undertake a City -Wide Industrial Land Use Needs Study and to come back with a Request for Proposals at the earliest possible time; and WHEREAS, the City will be seeking the professional services of a consultant, qualified and experienced in industrial land and facility uses, to provide along with his subconsultants, complete professional planning services for this project; and WHEREAS, the City Manager recommends that the City-wide Industrial Land Use Needs Study be designated a Category "B" project in accordance with the provisions of Ordinance No. 8965, adopted July 23, 1979; and WHEREAS, the City Manager recommends that Sergio Rodriguez, Director, Planning Department, be appointed as the Chairperson of the Competitive Selection Committee in accordance with the provisions of the said ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is authorized and directed to request the Planning Department to subsequently issue a_Request for Proposals for professional services for la Industrial Land Use Needs Study. s ri Section 2. The planning services for the City -Wide Industrial Land Use Needs Study is hereby designated as a Category "B" project in accordance with the provisions of Ordinance No. 89659 adopted July 23, 19799 which ordinance established procedures for contracting for, certain professional services and also established competitive negotiation requirements with regard to the furnishing of such services. Section 3. Sergio Rodriguez, Director, Planning Department, is hereby appointed as Chairperson of the Competitive Selection and Negotiation Committee in accordance with the provisions of Ordinance No. 8965. Section 4. The City Manager is instructed to identify the source of funds for $60,000 which is allocated for consulting services. PASSED AND ADOPTED this 28 day of February , 1985. MAURICE A. City -Wide Industrial Land Use Needs Study REFERENCESt City Commission Meeting of 'NCL,;U.4F January 24, 1985 Per Motion 84-1498; December 20, 1984, it is recommended that the Commission authorize the issuance of a subsequent Request for Proposals for a City-wide Industrial Land Use Needs Study; designate the study as a Category "B" planning project; appoint Sergio Rodriguez as the Chairperson of the Competitive Selection and Negotiation Committee; and instruct the City Manager to identify the source of funds for the $60,000 allocation for consultant services as per the attached resolution. Per Motion 84-1498; December 20, 1984, the Commission authorized and directed the City Manager to request the Planning Department to immediately undertake a City-wide industrial study, stipulating that the Planning Department is to come back with an RFP for an outside consultant at the earliest possible time, further stipulating a May 1, 1985, completion date for the study. In order to initiate the acquisition of the necessary professional services, it is requested that this planning study be designated as a Category "B" project, that a Request for Proposals be authorized and that Sergio Rodriguez, Planning Director, be designated as Chairperson of the Selection and Negotiation Committee all as per Section 18-52.3 of the City Code pertaining to professional services. Subject to negotiation, the Planning Department estimates that the contract will be for an amount not to exceed $60,000. The study is intended to answer the following questions: -- How many industrial enterprises (including manufacturing, wholesaling and warehousing) are there in the City and what are their characteristics? How can the City of Miami retain them? -- What are the characteristics of the industrial labor force? -- What are the principal impediments to industrial development in the City? - - How can the City of Miami be competitive with adjacent areas and foster industrial development? What changes, if any, are required in the zoning laws? Due to the lengthy process for consultant selection and negotiation, the study will extend beyond May 1, 1985. The timetable for the study is as follows: Publication of Request for Proposals Proposal Submission Deadline Interviews with Qualified Proposers Recommendations to City Manager from Selection Committee City Manager's Recommendation to City Commission at Regular Meeting City Manager submits contract for Commission approval Estimated Study Completion Public Hearings before Planning Advisory Board and City Commission It is requested that this item b,Q entered on January 24, 1985.
