SUBJECT: Selection of local newspapers
for the placement of City ads.
REFERENCES:
ENCLOSURES:
Enclosed herein please find copy of R-84-44, passed
and adopted by the City Commission in January of 1984,
which Resolution establishes a method for selection
of the local newspapers in which City advertisements
are to be published.
Pursuant to Section 1 of said Resolution, the newspapers
of general circulation to be used for placement of notices
and advertisements regarding City business "are to be
selected by the City Commission at or near the beginning
of each calendar year for the ensuing calendar year....".
Accordingly, would you kindly place this issue in the Com-
mission's agenda, at the earliest possible time, in
order that they proceed to review their selections for
this calendar year.

Please be informed that on January 19, 1984 the City Commission
passed Resolution No. 84-45 instructing city departments to use the
following newspapers:
1- Miami News
2- Diario Las Americas
3- Miami Review
4- Miami Times
5- Patria
Also, please be informed that on July 30, 1984 the City Commission
passed Motion 84-778 directing the City Manager to include the Black
Miami Weekly in the above mentioned list.

RESOLUTION NO. 84-44
A RESOLUTION ESTABLISHING A METHOD FOR
SELECTION OF THE NEWSPAPERS IN WHICH
PUBLICATION OF CITY NOTICES IS TO BE
MADE; REQUIRING THAT, ABSENT A LEGAL
EMERGENCY, ALL DEPARTMENTS, OFFICES, AND
BOARDS OF THE CITY COMPLY WITH THE
SELECTIONS SO MADE; AND REPEALING ALL
PRIOR RESOLUTIONS ON THE SAME SUBJECT.
WHEREAS, both state law and the Code of Ordinances of
the City of Miami require the publication of notices in daily
newspapers of general circulation prior to the taking of
certain types of legislative and administrative action; and
WHEREAS, there has been a lack of uniformity in the
practices and procedures followed by the various departments,
offices, and boards of the City; and
WHEREAS, uniformity of practice and procedure is
important both to the smooth and efficient conduct of City
business and to the achievement of the very purposes sought
by publishing notices in newspapers; and
WHEREAS, it is the desire and intent of the City
Commission to establish a definitive method for selection of
said newspapers, to require adherence to such selections,
once made, and to repeal all prior resolutions and eliminate
all prior practices relating to this same subject matter;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The newspaper or newspapers of general
circulation to be used for the placement of notices and
advertisements regarding City business are to be selected by
the City Commission at or near the beginning of each calendar
year for the ensuing calendar year, by an affirmative vote
of not less than 4/5ths of the members of the Commission.
Nondaily newspapers may also
be
selected
but such
selection
shall require the affirmative
vote
of all
members of
the City

Section 2. Once such selection or selections are made,
all of the departments, offices, and boards of the City
shall, in the absence of a legal emergency, abide by such
selection or selections and place all of their notices and
advertisements only in the newspaper or newspapers so
selected.
Section 3. All prior resolutions in conflict herewith,
including without limitation Resolution No. 82-191, are
hereby repealed in their entirety.
