Department of Off -Street Parking- DATE: February 19, 1985 SUBJECT: REQUEST TO LEASE CITY OWNED PARCEL FOR DEVELOPMENT OF MUNICIPAL PARKING LOT BACKGROUND The Department of Off -Street Parking in its 1984-1990 Capital Improvement Program submission to the Planning Department on May 18, 1984 included as one of the projects development of a municipal parking lot at the southeast corner of Southwest 27th Avenue and South Dixie Highway on a city owned parcel. The parcel is a small, irregular triangular shape and is bordered by Southwest 27th Avenue, South Dixie Highway, Southwest 27th Lane and Southwest 26th Avenue. The Director of the Public Works Department has expressed a desire to close Southwest 27th Lane where Southwest 27th Avenue intersects with South Dixie Highway since Southwest 27th Lane creates a hazardous intersection. The parking lot driveways would serve as access to the contiguous properties in a similar to fashion to the driveways in Chopin Plaza (Municipal Lot No. 20). RECOMMENDATION The Off -Street Parking Board requests that the City Commission conceptually approve leasing the parcel to the Department of Off -Street Parking. The Department would close the intersection of 27th Lane at 27th Avenue as the Director of Public ;forks recommended and develop an attractive, landscaped municipal parking lot with approximately 30 spaces. The Department would share net revenues with the City after recovering the estimated $60,000 construction costs. The Department would also install a "Welcome to the City of Miami" sign similar in size and quality to the recently installed sign located at the north end of Municipal Lot No. 19 in Biscayne Boulevard which now welcomes motorists to Downtown Miami. Should the "Committee of the ;thole" approve this lease conceptually, negotiations will begin as soon as possible for the final document.
