You recently forwarded to us a letter you received from -Mr. Kimbrell
of the Orange Bowl Committee which commented on certain rusted
structural members he had observed at the stadium. Our structures
engineer examined the two areas mentioned, and reports as follows:
(1) At the 68 feet -level walkway at the west end,
widespread rusting may be observed. This does not
appear to have progressed to a point where immediate,
emergency repairs are warranted. However, it should ••
be noted that the 8" channel and angle assembly
supporting the walkway is in places difficult to
inspect, and likewise will be difficult to clean
and paint, as well as expensive to replace, should
that eventually prove necessary. This particular
problem should be remedied at an early date.
(2) Widespread rusting may also be observed from the
easterlymost spiral ramp in the northeast quadrant
of the stadium. Of particular note is a badly
rusted channel and angle bracing member at the back
of the lower deck, which is literally disintegrating
from rusting. However, as the column is braced on
the other side by a simular type member, but one in
better condition, and as the primary, vertical load
is carried by a nearby concrete joist, it appears
reasonable to defer corrective steps until after the
end of the football season.
Nearby, patchy rust has loosened the paint on several
of the large columns at the .rear of the stadium. This
appears to be at present more an aesthetic than a
structural problem.

In Summary, it appears that the conditions referred
to by Mr. Kimbrell in his letter are symptomatic
of the progressive deterioration of the structure
and do not constitute an immediate, life -threatening
hazard. It is hoped that a program of inspection,
repair and maintenance will be initiated at the
stadium immediately following the present football
season, :which will remedy these matters.

Your recent letter regarding the Orange Bowl stadium
structure was passed on to our Public 4orks Department
for their review and comment. They reported back to
me that they looked at the two areas you mentioned in
your letter, and share your concern about the many
rusting steel members that may be noted. However.
they did not discover anything that they deemed as
constituting an i=ediate hazard.
You will be pleased to learn that ti:is week the City
began a series of meetizg-s which w611 lead to a major
maintenance and rapair program for the stadium, and
possibly sore major improvements. It is expected that
the repair and mainte-nance program will begin early
next year, and will among other things address the
problem areas mentioned in your letter.
I trust we can count on the support and cooperation
of the Orange Bowl Corauittee in restoring and upgrading
the stadium to attain a facility of which we can all
be proud.

At your request, last August we submitted a report with our
recommendations for a repair and maintenance program for the
Orange Bowl Stadium. Since that time, a good start has been
made on one of the items - the bleacher seat replacement.
However, the repair and painting of the steel structure, and
the replacement of deteriorated concrete members, are items
that have not been addressed.
This is written to point out that unless some action is initiated
in the very near future, it will be. -::do late to accomplish a
major repair and maintenance program before the start of next
falls football season. We do not feel it is prudent to continue
to deter this needed maintenance, and urge that this matter be —
pursued.

Dear Howard:
As Chairman of the Stadium Committee of the
Orange Bowl Committee, I have recently made an in-
spection of the stadium.
While I am not an engineer, I have observed a
tremendous amount of rusting of the steel beams and
cross members which concern me. By placing your
hand on many of the rusted areas, the rusted metal
will drop off.
Especially noticeable are two areas of de-
terioration of the steel frame located at the west
end crosswalk (at the 68 foot level) between the
north and south stands. The steel members on the
east side which support the concrete deck are in
bad shape.
Then, at gate 5 spiral ramp, going down from
the top (68 foot level), the steel members at eye
level which are part of the framing for the back
of the stadium badly need maintenance and repair.
I had Dan McNamara, our :xecutive Director,
accompany me during the inspection and he too is
concerned with the conditions we observed.

I would strongly urge you to have a
qualified structural engineer check out the
above -mentioned areas, and others, to make
sure the stadium is sound for the upcoming
game which will completely fill the stadium.

Orange Bowl Repair and Maintenance Program
In 1979, the Chicago -based firm of Wiss, Janney, Elstner and
Associates (WJE) was retained by the City to inspect and report
on the structural condition of the Orange Bowl stadium. WJE
reported that the stadium was in generally good condition, and
they saw no reason that it could not serve "30 to 40 years with
complete structural safety", with the provisos that:
(1) Certain structural repairs be made before the
beginning of the next (1980) football season.
(2) Repairs and maintenance of other specified
features of less immediate significance be
accomplished within 24 months.
(3) -A general, ongoing maintenance program be
instituted to prevent further degradation of
stadium structural components.
(4) An annual report on the structural condition of
the stadium be prepared.
In 1980, a total of approximately $1.6 million was spent
in
correcting the items encompassed in (1) above. However little
of
(2) and (3) has been pursued.
The request has now been made for preparation of a repair
and
maintenance program to ensure the structural integrity of
the
stadium. This is addressed in the remainder of this report.
The needs of the stadium now are for:
(1) Repairing or reinforcing certain steel members
in the stadium, followed by cleaning,
sandblasting and painting the structural steel
throughout the stadium. Scaffolding would be
erected far enough in advance of sandblasting to
permit inspecting, and repair where necessary.
Estimated cost $1.6 million.
(2) Replacing deteriorated concrete deck slabs and
joists. This would be a continuation of a
program begun about 8 years ago. The selection
of the slabs and joists to be replaced would to
a large extent depend on a field inspection made
shortly before the replacement program is to
begin, or at any rate, at the end of the major
football season preceding that. This work would
cost an estimated $300,000.

(3) Replacing the deteriorated bleacher seats of the
north and south stands. While not a structural
item, the condition of the seats is a source of
complaint from users, and sharp, broken edges
have caused some minor injuries. Management
would like to replace all these bleacher seats
with individually contoured aluminum -framed
plastic seats. Estimated cost $1.5 million.
The above listed items are generally beyond the normal scope of
the activities of Property Maintenance, and would best be
performed under contract.
A well -qualified inspector should be retained by the City to
oversee the operations of the various contractors on a full-time
basis.
Any discussion of stadium improvements should include mention of
WJE's recommendation for an ongoing stadium maintenance program
performed by a permanently assigned crew of qualified personnel..
The estimated cost of this would be $500,000 annually.
A maintenance crew as described could be advantageously used in
the stadium at present, where the recently cleaned concrete deck
and joists should be coated to render them resistant to corrosion
of reinforcing caused by moisture penetration.
In summary, the costs are:
Repair and painting of steel
