HomeMy WebLinkAboutR-85-0305RESOLUTION NO. C95_305" A RESOLUTION ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER FOR THE SELECTION OF THE LADDER COMPANY NO. 4, LTD. PROPOSAL FOR A UNIFIED DEVELOPMENT PROJECT KNOWN AS THE ADAPTIVE REUSE OF HISTORIC FIRE STATION NO. 4 LOCATED ON A CITY -OWNED LAND PARCEL AT APPROXIMATELY 1000 SOUTH MIAMI AVENUE (MORE PARTICULARLY DESCRIBED HEREIN); AUTHORIZING AND DIRECTING THE CITY MANAGER AND THE CITY ATTORNEY TO NEGOTIATE A CONTRACT WITH LADDER COMPANY NO. 4, LTD.; REQUIRING CONTRACT TO REFLECT AND COMPLY WITH MINORITY PROCUREMENT PROGRAM ORDINANCE 9775 REQUIREMENTS; AND FURTHER DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED CONTRACT TO THE CITY COMMISSION AS SOON AS PRACTICABLE FOR CONSIDERATION AND APPROVAL BY THE CITY COMMISSION PRIOR TO THE EXECUTION OF SAID CONTRACT. WHEREAS, on June 14,1984 by Resolution 84-666 the City Commission determined that the development of the vacant City -owned historic building, former Fire Station No. 4, located at approximately 1000 South Miami Avenue would best be accomplished using the unified development project process; and; WHEREAS, on July 31, 1984, by Resolution 84-891, the City Commission authorized the issuance of a request for proposals for the Adaptive Reuse of Historic Fire Station No. 4, selected a certified public accounting firm, and appointed members of a review committee; and WHEREAS, former Fire Station No. 4 located at approximately 1000 South Miami Avenue including the surrounding parcel of property is particularly described herein as the north 100 feet of Lots 1, 2 and 3 of Block 74 of Miami (A.L. Knowlton south); and WHEREAS, the request for proposals for a unified development project known as the Adaptive Reuse of Historic Fire Station No. 4 was issued on August 15, 1984, and contained specific evaluation criteria to be used by the CITY C014 certified public accounting firm and the review committee; SSME5u� and MAR 2Y REMA1,1KS. 1 WHEREAS, four proposals were received by the City in response to the request for proposals on November 15, 1984, the published 2- date for receipt of proposals; and G WHEREAS, the certified public accounting firm's report to the City Manager analyzed the proposals based on experience of the development team including specific experience on similar is �. projects, assessed the proposer's financial capability and level -, of financial commitment, and assessed comparatively the financial return to the City; and WHEREAS, the certified public accounting firm rendered its written report to the City Manager that included a recommendation for C.E. Pickering, Investments, Inc; and r WHEREAS, the review committee received the presentations of the proposers and input from the public, and after extensive analysis and discussion of the four proposals, rendered a written report to the City Manager containing an evaluation of each proposal based on the specific evaluation criteria in the request for proposals that included the experience of the development team including experience on similar projects, the proposer's financial capability and level of financial commitment, the financial return 4 to the City, overall project design including the appropriateness and quality of design for the architectural and historic i� preservation of the building, conformance to the adopted Brickell Plan, and extent of minority participation; and WHEREAS, the Review Committee recommended Ladder Company No. 4, Ltd. as the proposal most advantageous to the City for achieving the project development objective of preserving the former fire station through an appropriate restaurant, retail, and/or cultural reuse that will contribute to the people -oriented, high intensity development of the west Brickell commercial corridor; and WHEREAS, the City Manager, taking into consideration the findings of the certified public accounting firm and the evaluation of the review committee, including any minority opinions, hereby recommends the acceptance of the Ladder Company No. 4, Ltd. proposal for the Adaptive Reuse of Historic Fire Station No. 4; Page 2 of 3 857-305 i -, NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: r� Section 1. The recommendation of the City Manager that Ladder Company No. 4, Ltd. be selected for the Adaptive Reuse of < Historic Fire Station No. 4 unified development project located on ,., a City -owned land parcel at approximately 1000 South Miami Avenue (north 100 feet of Lots 1, 2 and 3 of Block 74 of Miami (A.L. Knowlton South)) is hereby accepted. Section 2. The City Manager and the City Attorney are hereby authorized and directed to negotiate a contract with Ladder Company No. 4, Ltd. for a unified development project known as the Adaptive Reuse of Historic Fire Station No. 4. Section 3. The City Manager and the City Attorney are further directed to negotiate said contract subject to the condition that the terms of the contract comply with the Minority Procurement Program Ordinance No. 9775 of the City of Miami. Section 4. Miami Avenue, authorizing the City Manager and City Attorney to negotiate a contract with Ladder Company o. 4, Ltd., and further directing 'the City Manager to present the negotiated contract to the City Commission for approval prior to execution. On June 14, 19840 by Resolution 84-666, the City Commission determined that the development of the vacant City -owned historic building, former Fire Station No. 4, located at approximately 1000 South Miami Avenue, would best be accomplished using the unified development -project process. On July 371, 1984, by Resolution 84-891, the City Commission authorized the issuance of a request for proposals for a unified development project known as the Adaptive Reuse of Historic Fire Station No. 4, selected a certified public accounting firm and appointed members of a review committee. The request for proposals was issued on August 15, 1984, for the restaurant retail, and/or cultural reuse of the former fire station. The request for proposals contained specific evaluation criteria and percentage weights to be used by the certified public accounting firm and the review committee as follows: 1. Extent of minority participation (Latin/Black) 15% It is important to note that the applicable evaluation criteria -used by the certified public accounting firm included 1, 2, and 3 above, while the review committee evaluated each proposal according to all the specified criteria that additionally included overall project design, conformance to the adopted Brickell Plan, and the extent of minority participation. Four proposals were received by the City in response to the request for proposals on November 15, 1984, the published date for receipt of proposals. Proposals were received from the following: 1. C.E. Pickering Investments, Inc. 2. Firehouse Brewery, Inc. 3. Heritage Place, Ltd. 4. Ladder Company No. 4, Ltd. The public accounting firm and the review committee rendered written reports to the City Manager on February 22, 1985. The accounting firm, Sharpton & Co., concluded that based solely on projections submitted by the proposers, the proposal submitted by C.E. Pickering Investments, Inc. provides a greater potential financial benefit to the City. Sharpton & Co. states that their report is,a summarization of each proposer's representations and expectations concerning financial forecasts of a proposed restaurant facility. The review committee, after extended analysis and deliberations, ranked the four proposals as follows: No. of ` Proposer Ranking Rank #1 Votes y Ladder Company No. 4, Ltd. 1 5 C. E. Pickering Investments, Inc. 2 2.5 Firehouse Brewery, Inc. 3 1.5 Heritage Place, Ltd. 4 0 4 The review committee voted to rank the Ladder Company No. 4, Ltd. proposal as the superior proposal by a majority of five votes. The voting procedure utilized by the review committee was discussed prior to the selection process with all committee members and proposers present. 85--305 t Honorable Mayor and Members of the City Commission Page Three Taking into consideration the recommendation made by the Bayside Specialty `Center review committee 1n its final report; the .Fi-ne Station No.,..4.,r.eview - committee chose to determine the- top ran ked•-propos-als-not, •by --a-.- summation-.,r total points, but instead by a one vote per committee,member-method that, was based on the total points awarded for each specific -criterion as indicated on respective members scoring sheets. The intent governing the review committee's voting procedure was to prevent -a -skewing -of the, - results and was determined to be a fair and equitable voting -procedure". --- Taking into consideration the findings of the public accounting firm and the review committee, I hereby recommend that the Ladder Company No 4, - Ltd. proposal be selected for the Adaptive Reuse of Historic Fire Station No. 4. The proposal submitted by Ladder Company No. 4, Ltd. best accomplishes the project objective stated in the request for proposals as preserving the historic value of the fire station through an appropriate reuse that will contribute to the high intensity, people -oriented development of the west Brickell commercial corridor. Ladder Company No. 4, Ltd. proposes a restaurant reuse, supporting retail uses, and highly usable public open spaces The Ladder Company No. 4, Ltd. development team includes individuals with established track records in all phases of real estate development, design, and construction. The team additionally includes as consultants, individuals with extensive involvement in historic preservation projects listed on the National Register of Historic Places ensuring the City an appropriate and quality authentic restoration of the historic -fire station. The recommended proposer was determined by both the public accounting firm and the review committee to be financially capable of undertaking this adaptive reuse project. The annual return to the City under a lease agreement is guaranteed at a minimum $25,000 or 30% of partnership cash flow, whichever is greater. The Ladder Company No. 4, Ltd. proposal complies with the City's Minority Procurement Program Ordinance No. 9775. The team has reserved 50% of its construction contract value for minority subcontractors, has targeted 50% of permanent employment opportunities toward minorities, and has reserved 10-50% minority equity participation. t It is recommended that the Ladder Company No. 4, Ltd. proposal be selected r; for the Adaptive Reuse of Historic Fire Station No. 4 unified development y 85-305 Honorable Mayor and Members of the City Commission Page Four project.
