A RESOLUTION ALLOCATING $15,000 FROM
FY'75-76 COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDS -GARMENT CENTER/FASHION
DISTRICT REDEVELOPMENT PLAN TO THE SOUTH
FLORIDA ECONOMIC OPPORTUNITY DEVELOPMENT
COUNCIL, INC. FOR A PERIOD OF ONE YEAR,
BEGINNING APRIL 1, 1985, TO PROVIDE
TRAINING FOR JOBS AS SEWING MACHINE
OPERATORS IN THE; CITY OF MIAMI UPON THE
CONDITION THAT ANY UNUSED PORTION OF SAID
ALLOCATION IN EXCESS OF $7,634 SHALL BE
RETURNED TO THE CITY; FURTHER AUTHORIZING
THE CITY MANAGER TO EXECUTE AN AGREEMENT,
IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH SAID AGENCY.

WHEREAS, the City Commission has expressed its intent to t
support certain economic development programs providing
services to residents of the City of Miami; and
WHEREAS, the South Florida Economic Opportunity
Development Council, Inc. is a nonprofit organization which
provides training to underprivileged City of Miami residents;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The sum of $15,000 is hereby allocated
from FY"75-76 Community Development Block Grant Funds -Garment
Center/Fashion District Redevelopment Plan to the South
Florida Economic Opportunity Development Council, Inc. for a

period of one year, beginning April 1, 1985. Any unused
portion of said allocation in excess of $7,634 shall be
returned to the City.
Section 2. The City Manager is hereby authorized to
execute an agreement, in a form acceptable to the City
Attorney, with said agency to train people for jobs as sewing
machine operators in the City of Miami, with special emphasis ='
on residents from the target area of Allapattah, Overtown and
Wynwood.

It is recommended that the City
Commission adopt a resolution
allocating $7,634 to the South
Florida Economic Opportunity
Development Council, Inc., to
provide training to individuals
for jobs as sewing machine opera-
tors in the City of Miami, with
special emphasis on residents
from the target areas of All a-
pattah, Overtown and 4;yrwood
communities.
The Miami City Commission, at its December 13, 1984 meeting, directed
staff to evaluate a proposal from the South Florida Economic Develop-
ment
P P °' Council to operate a training program to train thirty-six persons
A as sewing machine operators.
The program has received $86,600 from the Florida State Division of
Employment Labor and Training, with the condition that the funds be
*; matched by local sources. The agency has already been able to iden-
tify $71,600 in local match in -kind equipment and supplies from in-
dustrv, and is reauestina the difference of S15.000 from the Citv
y of Miami.
Staff has been working with the program and has been able to assist
the agency in finding a location in the City of Miami to operate
this program, at 500 N.W. 23rd Street.
It is staff's recommendation that the City of Miami should fund this
program at the reduced level of $7,634, utilizing Community Develop-
ment funds. The balance is available from the Garment Center/Fashion
District project, and in staff's opinion, is sufficient for imple-
mentation of this worthwhile project. It would operate for a period
of one year from April 1, 1985.'

The attached resolution allocates $7,634 to The south Florida
Economic Opportunity Development Council, Inc. to implement the
project. It further authorizes you to execute an agreement with
the Council, subject to approval of the City Attorney as to form
and correctness.
