HomeMy WebLinkAboutR-85-0266J-85-252` RESOLUTION NO. 85-266 A RESOLUTION APPROVING THE SELECTION BY THE COMPETITIVE SELECTION COMMITTEE OF THE MOST QUALIFIED FIRMS, BY RANK ORDER, TO PROVIDE A PROFESSIONAL SERVICES CONTRACT FOR THE DEVELOPMENT OF A COMPREHENSIVE STORM DRAINAGE MASTER PLAN FOR THE CITY; AUTHORIZING THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL SERVICE CONTRACT WITH THE RANK ORDERED FIRMS; AND DIRECTING THE CITY MANAGER TO PRESENT A NEGOTIATED CONTRACT TO THE CITY COMMISSION FOR APPROVAL. WHEREAS, the City Commission passed and adopted Resolution No. . 84-1284 on November 8, 1984, authorizing a Professional Services contract for an engineering consulting firm to develop a Comprehensive Storm Drainage Master Plan for the City; and WHEREAS, the professional services contract for the project has been designated as a Category B Project; and WHEREAS, the Certification Committee appointed by the City Commission has certified that the consultant firms submitting Letters of Interest were qualified; and WHEREAS, the Competitive Selection Committee appointed by the City Manager and chaired by the Director of Public Works, has established the rank order of the consultant firms that submitted Proposals; and WHEREAS, City Commission approval of the rank order of qualified consulting firms is required; and WHEREAS, City Commission authorization is needed for the City Manager to enter into negotiations with the consulting firms according to the approved rank order and pursuant to Section 18.52.3(g) of the Miami Code; and WHEREAS, funding is available in Storm Sewer General Obligation Bond Fund Account; CITY COMMISSION MEETING OF MAR 21 1985 85-266 ;S _ a i NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: i Section 1. The City Commission hereby approves the selection by the Competitive Selection Committee of the following firms in the rank order listed as the most qualified to provide a professional services contract to DEVELOP A COMPREHENSIVE STORM DRAINAGE MASTER PLAN: 1. Priede-Sedgwick, Inc. 2. Clark Engineers -Scientists k S h h & Jerni an Inc 3. Post, Buc ley, c u g , - Section 2. The City Commission hereby authorizes the City Manager to negotiate a professional service contract on behalf of the City of Miami with Priede-Sedgwick, Inc. to DEVELOP A COMPREHENSIVE STORM DRAINAGE MASTER PLAN. In the event that the City manager cannot negotiate a contract which, in his opinion, is fair, competitive and reasonable, with the first of the rank ordered firms, then he is hereby authorized to terminate such negotiations and to proceed to negotiate with the remaining firms in the rank order listed until a fair, competitive and reasonable agreement has been reached with a firm. Section 3. The City Manager is directed to present to the City Commission for its approval the negotiated contract prior to execution. This presentation should be at the earliest scheduled meeting of the City Commission that immediately follows the negotiation of the contract. Cather (For Commission Meeting of Director of Public Works ENCLOSURES:March 14, 1985) The Competitive Selection Committee recommends adoption of a resolution approving the selection of qualified firms by rank order to provide A PROFESSIONAL SERVICES CONTRACT TO DEVELOP A COMPREHENSIVE STORM DRAINAGE MASTER PLAN for the City; Authorizing the City Manager to negotiate a professional services contract with the ranked firms; and directing the City Manager to present a negotiated contract to the City Commission for approval. Numerous drainage problems exist throughout the City which cause frequent flooding on streets in many areas. The citizens of Miami have approved a $30,000,000 storm sewer bond issue in order to - eliminate many of these problems. The Department of Public Works has undertaken an immediate action storm sewer program to relieve problems in 27 major drainage basins which experience the worst drainage problems. These remedial action plans must be integrated into a comprehensive City-wide stormwater management program that - will provide flood protection to the entire City. Due to the desired timeliness and expertise needed to develop a ,- comprehensive plan, it was recommended by this Department that the City retain the services of a professional consulting firm for -' plan development and document preparation. Therefore, on October 189 1984, the City advertised for receipt of Letters of Interest from professional consulting firms for the development of a comprehensive storm drainage master plan for the City of Miami. <: Page 1 of 2 �rt 5 P� 1 3 `•r tv i.R 2C Randolph B. Rosencrantz February 27, 1985 The attached resolution approves the selection by the Competitive Selection Committee of qualified firms, by rank order; authorizes the City Manager to negotiate a professional services contract with the ranked firms; and directs the City Manager to present a negotiated contract to the City Commission for approval. It should be noted, however, that one of the members of the Competitive Selection Committee could not follow the criteria established for consultant evaluation in ranking the firms. This member's score sheet was subsequently eliminated from the final count by the Committee Chairman. The estimated cost of this service contract is $250,000 with $50,000 Contingency for a total of $300,000. Funds for the project are available in the Storm Sewer General Obligation Bond Fund Account.
