CORPORATION IN THE PROPOSED AMOUNT OF
$1,177,544.22, BIDS "A" AND "C" OF THE
PROPOSAL, FOR ALLAPATTAH INDUSTRIAL AREA
HIGHWAY IMPROVEMENT - PHASE II WITH MONIES
THEREFOR ALLOCATED FROM THE "ALLAPATTAH
INDUSTRIAL AREA STREET IMPROVEMENTS PHASE II"
ACCOUNT IN THE AMOUNT OF $ 1,177,544.22 TO
COVER THE CONTRACT COST; ALLOCATING FROM SAID
FUND THE AMOUNT OF $164,856.78 TO COVER THE
1 COST OF PROJECT EXPENSE; ALLOCATING FROM SAID
FUND THE AMOUNT OF $23,551.00 TO COVER THE
COST OF SUCH ITEMS AS ADVERTISING, TESTING
LABORATORIES, AND POSTAGE; ALLOCATING FROM
SAID FUND THE AMOUNT OF $6,830.00 TO COVER
THE INDIRECT COST; AND AUTHORIZING THE CITY

NOTICE OF PUBLIC HEARING FOR OBJECTIONS TO
THE ACCEPTANCE BY THE CITY COMMISSION OF THE
COMPLETED CONSTRUCTION BY P.N.M. CORPORATION
OF ALLAPATTAH INDUSTRIAL AREA HIGHWAY
IMPROVEMENT - PHASE II BIDS "A" AND "C" UPON
SATISFACTORY COMPLETION OF SAID CONSTRUCTION;
SAID NOTICE SHALL BE PUBLISHED IN COMPLIANCE
WITH THE PROVISIONS OF RESOLUTION NO. 84-451
ADOPTED JANUARY 19, 1984, CONCERNING THE
PUBLICATION OF CITY NOTICES.
WHEREAS, sealed bids were received February 14, 1985 for
ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT - PHASE II BIDS
"A" AND "C"; and
WHEREAS, the City Manager and the Director of the Department
of Public Works recommend that the bid received from P.N.M.
Corporation be accepted as the lowest responsible and responsive
bid; and
WHEREAS, the Capital Improvements Appropriation Ordinance
No. 9939, as amended, was adopted on December 20, 1984, and
monies are available for the proposed amount of the contract,
project expense, incidentals and indirect cost from the account
entitled "Allapattah Industrial Area Street Improvements Phase
II" as set forth under Section 4. A. Street Improvements. 12 of
said ordinance; and
WHEREAS, the City Charter requires the publication of a
notice of public hearing for objections by persons interested in
or affected by said improvement as to the acceptance thereof by
the Commission upon satisfactory completion of said improvement;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The February 14, 1985 bid of P.N.M. Corporation
in the proposed amount of $1,177,544.22 for the project entitled
ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT - PHASE II BIDS
"A" AND "C" of the proposal, based on unit prices, is hereby
accepted at the price stated therein.
Section 2. The amount of $1,177,544.22 is hereby allocated
from the account entitled "Allapattah Industrial Area Street
Improvements Phase II" to cover the cost of said contract.
Section 3. The additional amount of $164,856.78 is hereby
allocated from the aforesaid fund to cover the cost of project
expense.
Section 4. The additional amount of $23,551.00 is hereby
allocated from the aforesaid fund to cover the cost of such
incidental items as advertising, testing laboratories, and
postage.
Section 5. The additional amount of $6,830.00 is hereby
allocated from the aforesaid fund to cover the indirect cost.
Section 6. The City Manager is hereby authorized to enter
into a contract on behalf of The City of Miami with P.N.M.
Corporation for ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT -
PHASE II BIDS "A" AND "C" of the proposal.
Section 7. Subject to a report by the City Manager stating
that P.N.M. Corporation has satisfactorily completed the
construction of improvements designated as ALLAPATTAH INDUSTRIAL
AREA HIGHWAY IMPROVEMENT - PHASE II, the City Clerk is hereby
directed to publish a notice in a newspaper published in the City
of Miami, Florida, stating that at a meeting of the City
Commission to be held at a certain day and hour to be determined
by the City Clerk, the Commission will hold a public hearing to
any objections by persons interested in or affected by City
Commission acceptance of the completed construction of ALLAPATTAH
INDUSTRIAL AREA HIGHWAY IMPROVEMENT - PHASE II BIDS "A" AND "C".

Section 8. The notice directed to be published in Section 7
of this resolution shall be published in compliance with the
provisions of Resolution No. 84-45, adopted January 19, 1984,
concerning the publication of City notices.

ADVERTISEMENT FOR BIDS
Sealed bids for construction of. ALLAPA-TTAH. I,N,DUSTRIAL AREA
HIGHWAY IMPROVEMENT - PHASE II - B-4495 will be + eceived by the
City Manager and the City Commission of the City of Miami,
Florida, at 11:00 a.m. on the 14th day

Comm first floor oT the Miami City Hall, 3500 Pan
Wmerican Drive, Dinner Key, Miami, Florida 33133, at which time
and place they will be publicly opened and read.
Briefly, the project will include construction of approximately
2.1 miles of streets in the area bordered by North West 20
Street, North West 22 Street, N. W. 12 Avenue and N. W. 17
Avenue.
Construction will include the following: clearing and grading,
construction of asphaltic pavement, concrete curbs and/or
gutters, concrete sidewalk, storm sewer facilities and
landscaping. The engineer's estimate for this project is
$1,325,000. The project will be divided into three different
phases, estimated as follows: Bid "A" $1,115,000; Bid "B"
$150,000; Bid "C" $60,000. New requirements will allow the
successful low bidder to furnish a performance bond in accordance
with Resolution No. 84-423 and a Bid Bond in accordance with
Resolution No. 84-873• Work under construction at anyone time
may not exceed the amount of the performance bond.

All bids shall be submitted in accordance with the Instructions
to Bidders and Specifications. Plans and specifications may be
obtained from the office of the Director, Department of Public
Works, 275 N.W. 2 Street, (4th floor), Miami, Florida, on or
after January 10, 1985. There will be a $20 refundable deposit
required for each set. Deposits will be refunded only upon
return of plans and specifications, unmarked and in good
condition, within two (2) weeks after opening of the bids.
Prospective bidders are alerted to the provisions of Ordinance
No. 9775 regarding allocation of contracts to minority vendors.
Those minority or target area contractors/small businesses
interested in submitting bids are advised to contact Contractors
Training & Development, Inc., 5800 N.W. 7 Avenue, Suite 212,
telephone 754-4903 or Allied Black Contractors Association, Inc.,
6118 N.W. 7 Avenue, telephone 758-4554, if they require
assistance in preparing their bid packages.
Proposal includes the time of performance, and specifications
contain provision for liquidated damages for failure to complete
the work on time.
The City Commission reserves the right to waive any informality
in any bid, and the City Manager may reject any or all bids and

AVISO DE LICITACION
Propuestas selladas para la construccion de ALLAPATTAH INDUSTRIAL
AREA HIGHWAY IMPROVEMENT - PHASE II B-4495, seran recibidas por
el Administrador y la Comisi6n de la Ciudad de Miami, Florida, a
mas tardar a las 11:00 a.m. el dia 14 de febrero de 1985, en la
Camara de Comisi6n, primer piso, ayuntamiento de Miami, 3500 Pan
American Drive, Dinner Key, Miami, Florida 33133, a cuya hora y en
cuyo lunar seran p6blicamente abiertas y leidas.
Este proyecto incluira la construccion de aproximadamente 2.1
millaL; de calles, en el area de la North West 20 Street, North
West 22 Street, North West 12 Avenue y North West 17 Avenue.
La construccion incluira to siguiente: limpieza a nivelaci6n,
pavimento asfaltico, reemplazo de contenes y/o cunetas de
concreto, y reemplazo de aceras de concreto, facilidades para
drenaje pluvial y jardineria ornamental. El estimado de
construccion para este proyecto es de $1,325,000. E1 proyecto
sera dividido en tres faces diferentes, con los siguientes
estimados: "A" - $1,115,000; "B" - $150,000; "C" - $60,000.
Nuevos requisitos permitiran a los licitadores proveer un bono de
cumplimiento de acuerdo con la Resolucion 84-423 y un bono de
licitaci6n de acuerdo a la Resolution No. 84-473. El trabajo bajo
construccion en ningun momento dado podra exceder la cantidad *de
dicho bono.

Todas las licitaciones seran sometidas de acuerdo con las

Miami, Florida, a partir del 10 de Enero de 1985. Se requerir6 un
dep6sito de $20 por cada juego. Estos dep6sitos seran devueltos

mareas y an buen eztado, dentro de un plazo de dos (2) Sefiiana5
siguientes a la apertura de las licitaciones.
Se avisa a los interesados de las provisiones de la Ordenanza No.
9775, la cual se refiere a la otorgaci6n de contratos a minorias.

objetivas que est6n interesados en presentar sus propuestas pueden

The Department of Public Works has determined a
low bidder for the ALLAPATTAH INDUSTRIAL AREA
HIGHWAY IMPROVEMENT - PHASE II BIDS "A" AND
"C". The proposed attached resolution accepts
the bid received February 14, 1985 of P.N.M.
CORPORATION in the amount of $1,177,544.22 and
authorizes the City Manager to enter into a
contract on behalf of the City.
Bids were received January 22, 1985 for ALLAPATTAH INDUSTRIAL AREA
HIGHWAY IMPROVEMENT - PHASE II BIDS "A" AND "C" .
As reflected in the tabulation of bids, the $1,177,544.22 bid of
P.N.M. Corporation is the lowest responsible bid for the bids "A"
and "C" of the proposal.
Funds have been allocated under the "Allapattah Industrial Area
Street Improvements Phase II" account, and monies are available for
the estimated amount of the contract, for project expense, for such
items as advertising, testing laboratories, and postage.
Twenty-eight contractors picKed up plans and specifications
(minority contractors: 10 hispanic, 4 black); 6 contractors
submitted bids (minority contractors: 4 hispanic, 0 blacks). The
engineer's estimate was $ 1 , 175 ,000 .00 .
