A RESOLUTION ACCEPTING THE BID OF
TRADEWINDS OUTDOOR FURNITURE CORP. FOR
FURNISHING FIVE HUNDRED (500) CONCRETE
TRASH RECEPTACLES ON A SHORT-TERM CONTRACT
BASIS TO THE DEPARTMENT OF SOLID WASTE AT A
TOTAL PROPOSED COST OF $169,500.00;
ALLOCATING FUNDS THEREFOR FROM THE 1970
POLLUTION CONTROL BOND FUND; AUTHORIZING
THE CITY MANAGER TO INSTRUCT THE ASSISTANT
CHIEF PROCUREMENT OFFICER TO ISSUE A
PURCHASE ORDER FOR THIS EQUIPME:NP.
WHEREAS, pursuant to public notice, sealed bids were
received December 21, 1984 for the furnishing of five hundred
(500) Concrete Trash Receptacles to the Department of Solid
Waste; and
WHEREAS, invitations were mailed to 66 potential
suppliers and 6 bids were received; and
WHEREAS, funds for this purchas:-_ are available in the
1970 Pollution Control Bond Fund; and
WHEREAS, this equipment will be used by Department of
Solid Waste for the purpose of obtaining a new style litter
container for use on sidewalks; and
WHEREAS, The City Manager and the Director of the
Department of Solid Waste recommend that the bid received from
Tradewinds Outdoor Furniture Corp. be accepted as the lowest
responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The December 21, 1984 bid of Tradewinds
Outdoor Furniture, Corp. for furnishing five hundred (500)
Concrete Trash Receptacles on a Short -Term Contract Basis to the
Department of Solid Waste at a total proposed cost of $169,500.00
is hereby accepted with funds therefor hereby allocated from the
1970 Pollution Control Bond Fund.

Sealed bids will be received by the City Manager and City Clerk
of the City of Miami, Florida not later than 2.00 P.N.:=.
December 21, 1984 for furnishing and installing approximately
500 Concrete Trash Receptacles for the Department of Planning.
Ordinance No. 9775 established a goal of Awarding 50% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black and Hispanic Minority Business Enterprises on
an equal basis.
Minority Vendors who are interested in submitting bids and who
are not registered with the City as minority vendors are advised
to contract the City Purchasing Office. 1145 N.W. 11th Street,
Room 126, Telephone 579-6380.
Detailed specifications for the bid are available upon request at
the City Purchasing Office.
The City Manager may reject all bids and rea.ivertise.

The above bid was necessary to obtain a new style litter container
for use on sidewalks within the several business districts oI' the
City of `^lam:. The main criteria utilized in preparing the bid

The Ceramacor, Corp. Model .111 was the best unit found among the
bids. TIn_- s is the container bid by Tradewind 'Outdoor Furniture
Corporation at a price of $339 each. There was one other unit bid at
a price o_ 2i7, but we did apt feel it met the demands of the
business C-=munity for a stylish, aesthetically pleasing unit.
Cne of the ^main disadvantages of all the other __tter containers
(including the ones we currently use) is damage from vehicles. if
struck by a car or truck, most cor.ta_ners are instantly destroyed.

Minority response consisted of three (3) bids and three (3) "no
bids" from Hispanic firms.
BID EVALUATIO�J: The low bid of from Dominica Products,
meets the specifications, but does not meet the demands of
the business community for a stylish, aesthetically pleasing
