A RESOLUTION WAIVING COMPETITIVE BIDDING
REQUIREMENTS AND AUTHORIZING THE
EMERGENCY PURCHASE OF SERVICES FROM THE
BELAFONTE TACOLCY CENTER (BTC) TO
PROVIDE FOR THE ADMINISTRATION AND
OPERATION OF THE JTPA TITLE II-B SUMMER
YOUTH EMPLOYMENT AND TRAINING PROGRAM
(SYETP) BY SAID ORGANIZATION WITH FUNDS
THEREFOR IN AN AMOUNT NOT TO EXCEED
$293,150 ALLOCATED FROM THE JTPA TITLE
II-B SYETP FUNDS.
WHEREAS, the City of Miami applied to the South Florida
Employment and Training Consortium (SFETC), JTPA Title II-B, in
accordance with Resolution No. 77-585, for a grant in the amount
of $1,086,750 for a Summer Youth and Employment Training Program
(SYETP); and
WHEREAS, to be considered eligible for funding, the City of
Miami was given a two week submission period with a deadline of
March 1, 1985, to submit its initial proposal, including the
name(s) of the proposed subcontractor's); and
WHEREAS, the City of Miami wishes to subcontract with a
community -based agency to provide the staff and administrative
support needed to operate the Summer Youth Employment and
Training Program; and
WHEREAS, the City Manager has a written finding that this
restrictive time frame has created a valid emergency
necessitating the waiver of competitive bidding requirements for
the purchase of these subcontractor's services; and
WHEREAS, the Belafonte Tacolcy Center (BTC) has demonstrated
expertise in the past in providing the services required by the
City and the SFETC; and
WHEREAS, of all agencies within the City of Miami rated as
eligible for subcontracts by the SFETC, BTC was the only agency
not submitting a grant proposal directly for its own 1 rCS1ON

WHEREAS, as a result, BTC is the only eligible agency

available for subcontracting for this program within the City of
Miami; and

WHEREAS, the Training Program's ethnic and geographic target
characteristics will be developed in accordance with the
specified P goals of the Consortium; and
WHEREAS, the City of Miami, with the approval of the SFETC,
will supervise the subcontractor and participation of BTC to
ensure that all contract requirements are met;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

Section 1. The findings and recitals contained in the

preamble of this resolution are hereby ratified and adopted by
reference and incorporated as if fully set forth in this section.
Section 2. The City Manager is hereby authorized to waive
competitive bidding requirements for the emergency purchase of
services from the Belafonte Tacolcy Center in an amount not to
exceed $293,150 to provide staff and administrative support for
the operation of the 1985 Summer Youth Employment and Training
Program, and monies therefor are hereby allocated from JTPA Title
lI-B SYETP funds.

The South Florida Employment and Training Consortium (SFETC) has made
available 1985 funding for the Summer Youth Employment and Training
Program (SYETP) from the Job Training Partnership Act (JTPA). This
program provides employment and training experiences for individuals
between the ages of 14 and 21.
To be considered eligible for funding, the City of Miami was given a
two week submission period with a deadline of March 1, 1985, to
submit its initial proposal, including the name(s) of the proposed
subcontractor(s). This restrictive time frame created a valid
emergency initiating the necessity to waive competitive biddi.;g
requirements and approval of emergency purchase of services. The
Administration subsequently submitted a proposal for a total of
$1,086,750, with $66,200 earmarked for City administrative costs, $
293,150 for administrative costs incurred by a subcontractor, and
$727,400 for the payments to participants.
The City of Miami wished to subcontract with a community -based agency
to provide the staff and administrative support needed to operate the
Summer Youth Employment and Training Program. Upon investigation,
the Belafonte Tacolcy Center was found to be the only agency within
the City of Miami rated as eligible for subcontracts by the SFETC
which was not submitting a grant proposal directly for its own Summer
Youth Employment and Training Program. The Belafonte Tacolcy Center
also has demonstrated expertise in the past in providing the services
required by the City and the SYETP.
A waiver of formal competitive bidding and the authorization of
emergency purchasing procedures will allow the City to subcontract

The -Department -of Parks and Recreation- requests: that emergency
purchase procedures be followed in awarding a contract for the 1985
Summer -Youth Employment and Training Program•(SYETP), to be ratified.
by the City Commission at their meeting on March 21, 1985, in
accordance with Section 18-52 of the Miami City Code.
BACKGROUND:
The South Florida Employment and Training Consortium (SFETC) has made
available 1985 funding for the Summer Youth Employment and Training
Program (SYETP) from the Job Training Partnership Act (JTPA). This
program will provide employment and training experiences for
individuals between the ages of 14 and 21.
To be considered eligible for funding, the City of Miami was given a
two week submission period with a deadline of March_ 1,..1985, to
submit its initial proposal, including the name(s) of the proposed
subcontractor(s). Staff subsequently submitted a proposal for a
total of $1,086,750, with $66,200 earmarked for City administrative
costs, $293,150 for administrative costs incurred by a subcontractor,
and-$727,400 for the payments to participants.
The Parks and Recreation Department. wished, to subcontract. with a
community -based agency to provide the staff and administrative
support needed to operate the Summer Youth Employment and Training
Program. Upon investigation, the Belafonte Tacolcy Center was found
to be the only agency within the City of Miami rated as eligible for
subcontracts by the SFETC which was not -submitting a grant proposal
directly for its own Summer Youth Employment and Training Program.
The Belafonte Tacolcy Center also has demonstrated expertise in the
past in providing the services required by the City and the SFETC.
Due to the extremely short time period provided by the South Florida
Employment and Training Consortium, and in order to be considered
eligible to receive funding, it is recommended that the purchase of
these services from the Belafonte Tacolcy Center be found to
constitute an emergency, that the immediate purchase is essential to

the convenience of the City, and that the Purchasing Division be
directed to issue an appropriate purchase order, with subsequent
ratification, per Section 18-52 of the Miami City Code.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the Commission of the City
of Miami on Thursday, March 21, 1985 at 3:30 P.M. in City
Commission Chambers at City Hall, 3500 Pan American Drive,
Miami, Florida, for the purpose of considering on an emer-
gency basis the waiver of competitive bidding requirements
and the emergency purchase of services from the Belafonte .
Tacolcy Center (STC) to provide for the administration and
operation of the JTPA Title II-B Summer Youth Employment
and Training Program (SYETP) by said organization with funds
therefore in an -amount not to exceed $293,150..00-_ _._
All interested persons are invited to appear and may be heard
concerning such proposed waiver and emergency purchase. The
hearing will be held at the time and place specified above.
Should any person desire to appeal any decision of the City
Commission, with respect to any matter considered at this
hearing, that person shall ensure. that. a_ verbatim record:o.f.
the proceedings is made, including all testimony and evidence
upon which any appeal may be based.
