HomeMy WebLinkAboutR-85-0336Cb, J-85-246 RESOLUTION NO. 85-336 A RESOLUTION ALLOCATING $5,000 OF GENERAL FUNDS: SPECIAL PROGRAMS AND ACCOUNTS: CONTINGENT FUND TO THE WYNWOOD ELDERLY CENTER FOR THE PURPOSE OF PROVIDING A 20% LOCAL MATCH TO PURCHASE TWO 15 PASSENGER VANS THROUGH THE FLORIDA DEPARTMENT OF TRANSPORTATION SECTION 16(b)(2) PROGRAM, AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS WITH THE AFOREMENTIONED AGENCY IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the City Commission adopted Resolution 84-369 which indicated its intent to purchase a van for the Wynwood Elderly Center, Inc. which provides social services to elderly residents of the City of Miami; and WHEREAS, the City Commission had directed that the Wynwood Elderly Center look into the possibility of acquiring State funds for the purchase of the vehicle; and WHEREAS, the City of Miami had recommended that the Wynwood Elderly Center submit an application to the Florida Department of Transportation Section 1G(b)(2) program to purchase a van; and WHEREAS, the Florida Department of Transportation, through a federal grant, has approved the request of the 6dynwood Elderly Center and will provide up to 80% of the purchase price of two (2) 15 passenger vans; and WHEREAS, the Wynwood Elderly Center, Inc. has requested the remaining 20% ($5,000) from the City of Miami in order to effectuate its agreement with the Florida Department of Transportation; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. $5,000 of General Funds, Special Programs aLid Accounts: Contingent Fund, are hereby allocated to the Wynwood Elderly Center, Inc. as a 20% local cash match to purchase two (2) 15 passenger vans through the Florida Department of Transportation Section 16(b)(2) program. Section 2. The City Manager is hereby authorized to enter into agreement with the Wynwood Elderly Center, Inc., 0jTy FISSION MEETING OF MAR 28 05 ION No. 85-3 4 acceptable to the City Attorney to provide the 20% local match needed to purchase two (2) 15 passenger vans through the Florida Department of Transportation Section 16(b)(2) program, for use in the Agency's elderly services program. DATE: RILE: City Manager FROM: / Frank Castaneda, Director Department of Community Development Wynwood Elderly Center SUBJECT: Request for Vehicles REFERENCES: City Commission Meeting ENCLOSURES: Of March 14' , 1985 It is recommended that the City Commission adopt a resolution which provides a 20% cash match, not to exceed $5,000, to the Wynwood Elderly Center to purchase two (2) 15 passenger vans through the Florida Department of Transportation Section 16(b)(2) Program. During FY 1983-84, the City of Miami received requests from four. (4) social service agencies to purchase vehicles for use in each respective program. Three of the agencies requested a 20% cash match to participate in the Florida Department of Transportation (DOT) Section 16(b)(2) program. Under this program, DOT, through a federal grant, provided 80% of the purchase price of the vehicles and a local cash match of 20% was required to cover the balance. In April of 1984, the City Commission allocated $10,120 to Action Community Center (for the purchase of four 14 passenger vans), $6,600 to James E. Scott Community Association (for the purchase of one 40 passenger bus) and $30,000 to the Little Havana Activities and Nutrition Centers of Dade County (for the purchase of five 26 passenger buses) to participate in the DOT program. The fourth agency requesting City funds for the purchase of vehicles, the Wynwood Elderly Center, had not requested vehicles through DOT. Instead, the agency requested City funds to cover the full purchase price of the vehicle. The City Commission adopted Resolution 84-369 at its meeting of April 5, 1984, which stated its intent to purchase a 15 passenger van for use by the Wynwood Elderly Center. however, the resolution further instructed the City Manager to inquire into the possibility of obtaining available State funds for the Wynwood Elderly Center for this purpose. At that time, the deadline for submitting requests to the State had expired. It was our recommendation that the agency request funds during the next funding cycle of the DOT Section 16(b)(2) program. a& 8S-33f w 4 4 The Wynwood Elderly Center complied with this recoimnendation and has been informed by DOT that its request for two (2) 15 passenger vans has been approved. It is our understanding that the Agency has received a low bid of $12,500 for the purchase price of each vehicle. In order to participate in the State program, a cash match of 20% ($2,500 per ! vehicle) is needed. Since the agency has taken the appropriate actions directed by the City, it is recommended that the City approve the agency's request for the local match. The matching agreement with DOT enables the agency to obtain quality equipment at a greatly reduced cost. The purchase of the vehicle would enhance Wynwood Elderly Center's ability to deliver services to City residents. The agency provides meals and supportive services to approximately 650 elderly City of Miami residents on a yearly basis.
