HomeMy WebLinkAboutR-85-031685-316 RESOLUTION NO. r A RESOLUTION RATIFYING THE LETTER OF INTENT BETWEEN THE CITY OF MIAMI AND FLORIDA INTERNATIONAL UNIVERSITY REGARDING THE DEVELOPMENT AND ESTABLISHMENT OF A MAJOR HIGH-TECH RESEARCH AND DEVELOPMENT CENTER IN THE CITY OF MIAMI; FURTHER SUPPORTING MOTION ' NO 84-1353 APPROVING IN PRINCIPLE THE ESTABLISHMENT OF SUCH A FACILITY IN THE HOSPITAL AREA WHERE THE CITY OW14S LAND PRESENTLY ON THE SITE OF THE MUNICIPAL JUSTICE BUILDING AND JAIL. WHEREAS, the creation of the Research & Development Center would represent a major economic development initiative for the City of Miami in that a significant number of new jobs and businesses would be created; and WHEREAS, the City Commission by Motion 84-1353, approved in principle the establishment in the City of Miami of a major hightech research and development center; and WHEREAS, the City currently owns approximately eight acres of land presently on the site of the Municipal Justice Building and Jail; and WHEREAS, the value of the property committed by the of Miami would hopefully be matched by State funds committed through Florida International University for the development of the research and development center; and WHEREAS, in order to facilitate the development financing and implementation of a research and development center on the CITY COMMISSION MEETING OF MAR pQ281985 SOLUijua .%u.85-316 MARKS,__ _ eight acres of land, through the mutual efforts of the City and FIU, the City of Miami's Research and Development Center Negotiating Committee was established and has adopted a resolution urging the Commission approval of the City Manager signing a letter to Florida International University indicating the City's intent to commit land for such a project. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City commits to use its best efforts to transfer the approximate eight acres to an entity for the purpose of fulfilling the objectives stated in the recitals herein. Section 2. The action of the City Manager in signing the attached letter to Florida International University in substantially the form attached hereto which outlines the City's intent is ratified. The creation of a major high-tech research and development center would represent a major economic development initiative for the City of Miami in that a significant number of new jobs and businesses would be created. Business incubators, oriented to high technology, are proving to be most successful throughout the U.S. in attracting venture capital to fund new business starts and business expansion. The bio-medical technology field, with recent inventions such as the artificial heart and hearing apparatus, is one of the fastest growing business sectors in the U.S. economy. Presently, Greater Miami ranks 9th in the nation in the manufacturing of surgical and medical equipment. In order to facilitate the creation of the research and development center, Florida International University will brief and present the attached letter of intent between the City of Miami and FIU to the Board of Regents on March 28th for the purpose of obtaining the support and authorization of the state university system. The City of Miami's Research and Development Center Negotiating Committee adopted a resolution on March 26, 1985 urging Commission approval of the City Manager signing a letter to Florida International University indicating the City's intent to commit land for such a project. Rosencrantz Page 2 It is therefore recommended that the City Commission approve the attached resolution ratifying the 'letter to Florida International University which outlines the City's intent to commit the land for the establishment of a major high-tech research and development center in the City of Miami. Wolf, President Florida International University Tamiami Campus Miami, Florida 33199 Re: Proposed City of Miami/Florida International University, Research Park Dear President Wolf: The purpose of this letter is to serve as a letter of intent between the City of Miami (the "City") and Florida International University ("FIU" or "University") regarding the development of a major high-tech research and development facility in the City through the mutual and cooperative efforts of the City and FIU. As you know, the City presently owns approximately 8. acres of land situated at the Northeast corner of the intersection between Northwest 12th and Northwest llth Street (the "Pro- perty"). It is the desire of the City to utilize the land for the development of a high-tech research and development center (the "Project") in conjunction with FIU and to commit the land for that purpose. It is the City's understanding that FIU desires to join with the City and to utilize FIU's resources and the resources available to it under the law of the State of Florida to establish such a facility upon the Property. The University agrees to use its best efforts toward such objective. The Project that the City and the University agree to establish is a research and development center which would have the following objectives and functions: 1. Conduct research in the areas of medical devices and instrumentation; 2. Serve as a business incubator to start new businesses in the medical devices and instrumentation area; 3. Operate as a regional first class, major international diagnostic clinic similar to the Cleveland Clinic, Mayo Clinic, and others of similar stature; 3500 Pan American Drive/Miarni, Florida 33233-0708/(305) 579-6040 ©S-3:16 Mr. Gregory B. Wolf March 26, 1985 Page 2 4. Provide technology transfer to the local, national and international medical and engineering communities; 5. Provide professional education in the medical device and instrumentation areas to both physicians and technicians; 6. Operate an engineering clinic to test ideas for the development of medical devices and instrumentation; and 7. Conduct bio-technological industrial development research to commercialize biological processes which have sales potential. The City agrees in accordance with and pursuant to M-84-1353 of the City Commission to keep the Property available for this Project and to continue to pursue the establishment of the Project, for the benefit of either the University, the Trustees of the Internal Improvement Trust Fund of the State of Florida (to hold the same on behalf of the Board of Regents), to a research and development authority established under Chapter 159, Florida Statutes, or to such other organization or agency as the City or University agree can most effectively expedite the completion and management of the Project. The City will further seek grants from federal, state agencies and the private sector as it may be advised in order to conduct market feasibility studies, identify financing strategies and proposed methods of implementation for the establishment of the Project. The City further agrees to consider the appropriation of reasonable sums of money to provide matching funds if such are required from the governmental or private grantors whose financial assistance is sought. The University agrees to immediately advise the Board of Regents of this letter and to use its best efforts to obtain the support of said Board for the Project through project approval and grants of money. The University further agrees to act expeditiously and use its best efforts to seek from the Legislature of Florida money appropriations if necessary, and legislative changes which may be required in order to expedite the development of the Project and private sector funding.
