Dear Commissioner Dawkins:
QWM. MILLER DAWKINS)
M.W. MLAI41-
The South Florida Business League, a chartered
affiliate of the ;National Business League founded by
Dr. Booker T. Washington in 1900, and the largest
Black businessmen's organization in the U.S.A.,
will sponsor a two-day conference on CARICOM, the
effects of the Caribbean Basin Initiatives, and how
Black businesspersons can be effectively involved.
The conference is planned for May 24 and 25,
1985, at the Pavillon Hotel in Miami, Florida. it
will focus on the political, economic and social
systems of CARICOM countries and -the trading opportuni-
ties available. The conference will end with an awards
banquet on Saturday night.
it is expected that many important business and
government officials both from Washington and locally,
will attend and support this activity.
y`
The League is a not -for -profit corporation.
This conference and awards banquet is its first public
activity. The conference will inform and educate
South Florida Black businesspersons about CARICOM and
trade. The Awards Banquet will highlight three awards,
namely, the Booker T. Jashington Award, the Burkley
G. Burrell Award and the C.J. Patterson Award.
The Booker T. Washington Award will go to a member
of the private sector :•rho best understands and support
-,-
minority efforts into the business stream. The Burkley
G. Burrell Award will honor someone :.rho has inspired
{
minorities to enter into the business ^:ainstream in
ems'
spite of all the obstacles.

The C.J. Patterson Award will honor someone who has given
unselfishly of himself or herself to support minority
business efforts. Dr. Booker T. Washington was the first
president and founder of the National Business League.
Mr. Burkley G. Burrell was one of its vigorous leaders.
Mr. C.J. Patterson is the current Chairman of the Board
of the National Business League.
The South Florida Lousiness League plans to invite
the ambassadors to the U.S.A. and the U6N. from all the
CARICODI countries. Some of the speakers and panelists
will be coming from CARICOM countries.
This is a big undertakling for the League and we
need financial support. We would be grateful if you
could arrange for a grant of $12,000 from the City of
Miami to help with our expenses. A similar request is
being made of t-Ietropolitan Dade County through Commissioner
Barbara Carey.
We intend to make this a very important event
forward to your participation. Please let us have
bution as soon as possible so we may proceed with
program final.
warme ` personal regards.
