City Commissioners have posed a number of questions regarding the
Marine Patrol function. Following are questions which
Commissioner Plummer posed and the researched responses:
(a) What provisions existed when we turned over the Harbor
Patrol to the County?
Miami Police Department's Harbor Patrol by 1961 had
already been reduced to one vessel from the two it
was budgeted and had operated during the 50's. This
vessel from 1961 to 1963, when the Harbor Patrol was
disbanded, experienced a series of mechanical mishaps.
These various mishaps culminated with an accidental
collision and the sinking of our Harbor Patrol boat.
On June 11, 1963 the City Commission passed a
resolution transferring ownership of that vessel, a 26
foot twin engine Prowler, and miscellaneous marine
supplies and equipment to Metropolitan Dade County.
(b) What guarantees were made by Metro to us?
On February 6, 1963 a letter was written to
Metropolitan Dade County outlining a proposal for the
transfer of the Harbor Patrol operation from the City
to the County. Their response dated February 14, 1963
stated "In view of the policy now in effect, we are
unable to consider any agreements or commitments on
behalf of Dade County which would necessitate
additional expense for equipment or personnel. For
this reason a negative response must be made to your
offer at this time."

for Harbor Patrol activities previously performed by
the City. Coupled with this request was the
unconditional donation of our boat and equipment to
them. Metro made no guarantees in response.
(c) Why is Metro not living up to these?
As the above response reflects, no specific guarantees
were made to us.
Regarding the request for information by Commissioner Carolio on
the status of the second Marine Patrol boat funds, the following
chronology of events are reflected in the Miami Police Department
files:
January 14, 1982 - City Commission established new trust and
agency account entitled "local Government
Crime Control Program" and appropriated
$356,192 of State funds.
March 10, 1982
- Requested requisition for two boat
engines, $6,661.44
Requisition $20,600
Purchase Order #42838
December 16, 1982
- City Commission awards bid to Boston
Whaler Inc. for $32,880 in resolution
#82-1171.
December 21, 1982
- Issued change order increasing P.O. 42838
for engines to $7,636.00 due to price
increases.
February 28, 1983
- MPD requested $1,560.00 for special tow
bar for boat. Requisition #22910
April 29, 1983
- Purchase boat trailer from American Boat
Trailers Inc. for $2,482.50. Requisition
#31972.
May 12, 1983
- Resolution # 83-407 accepted bid from
Atlantic Radiotelephone Inc. for electric
equipment. P.O. #20669.

June 9, 1983 - Boat dedicated at Commission Meeting.
Based on MPD records, expenditures of $49,759.88 were made from
the Marine Patrol Program account theoretically leaving available
balance of $30,240.12.
i In response to an inquiry on March 8, 1985, Finance Department
j records indicated that there were no funds available, however, in
the Marine Patrol account, however, a subsequent BE 200 printout
dated March 16, 1985, indicates a balance of $80,000.
Further clarification has been requested of the Finance
Department.
