A RESOLUTION APPOINTING A CERTAIN
INDIVIDUAL TO THE CITY OF MIAMI HERITAGE
CONSERVATION BOARD.

WHEREAS, the Heritage Conservation Board was established by
Ordinance No. 9426, dated May 27, 1982, to recommend properties
for designation as historic sites, historic districts, and
archeological zones, to approve or deny Certificates of

Appropriateness and to review development plans in

environmentally significant areas of the City; and

WHEREAS, it is intended that nembf.rs of the Heritage
Conservation Board shall be persons of knowledge, experience,
mature judgment and background, having

professional training, experience, and interests required to make
informed and equitable decisions concerning conservation and

It is recommended that one member be
appointed to fill a vacancy on the Heritage
Conservation Board based upon names and
qualifications submitted to the City Clerk on

or before March 26, 1985.

The Heritage Conservation Board has one vacancy that must be.
scheduled for appointment. This vacancy is due to the resigna-
tion of Margaret Doyle (Architectural Historian/Restoration
Architect).
The City Clerk advertised for nominations to the Board on
November 60 1984, and a deadline for receipt of nominations was
set for November 27, 1984. Only one application was received and
the City Commission requested that the vacancy be readvertised.
The new ad appeared on March 59 1985, and the deadline for
receipt of nominations was set for March 26, 1985.
It is requested that this appointment be scheduled on the City
Commission meeting of April 11, 1985.
The Heritage Conservation Ordinance requires that persons
appointed to the Board represent the various special professional
training, experience, and interests required to make informed and
equitable decisions concerning conservation and protection of the
physical environment. Two persons submitted applications to the
City Clerk for appointment to fill the vacancy on the Board. Les
Beilinson and Harold Barrand are qualified to serve in the
category of Restoration Architect.

To be on the committee would not only be an honor but an excellent opportunity to
serve the community with its preservation effort. My interest in historic preservation
has evolved primarily at a grassroot level beginning with my involvement in Dade
Heritage Trust in 1977. Aside from my architectural projects, I have developed my
preservation knowledge by attending the National Trust for Historic Preservation annual
conferences in Mobile and Chicago, the Florida Trust for Historic Preservation Conferences,
various programs presented by the Dade Heritage Trust and traveling to cities, such
as Boston, New York and Savannah.
