A RESOLUTION APPOINTING THREE INDIVIDUALS TO SERVE ON
A CERTIFICATION COMMITTEE TO ASCERTAIN WHETHER EACH
APPLICANT IS FULLY QUALIFIED TO PERFORM THE SERVICES
REQUIRED BY THE REQUEST FOR PROPOSALS FOR PREPARATION
OF AN APPLICATION FOR DEVELOPMENT APPROVAL FOR THE
DOWNTOWN AREA AS A DEVELOPMENT OF REGIONAL IMPACT.
WHEREAS, by Resolution No. 85-208 dated February 28, 1985, the City
Commission authorized issuance of a Request for Proposals for consulting
services for assistance in the preparation of comprehensive Downtown
Development Plan and Application for Development Approval for downtown as a
Development of Regional Impact; and

WHEREAS, the City intends to engage the services of a consultant to
prepare technical portions of an Application Development Approval for the
downtown area, pursuant to Florida Statutes Chapter 380.06 "Developments of
Regional Impact"; and
WHEREAS, consultant services required for the project fall within the
scope of practice of professional engineering; and

WHEREAS, Section 18-52.3 (d)(3)of the Miami City Code requires that

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following persons are hereby appointed to serve on a
Certification Committee to ascertain whether each applicant is fully qualified
to perform services required by the City's Request for Proposals for
preparation of an Application for Development Approval for the downtown area
as a development of Regional Impact: CITY

It is recommended that the City Commission
adopt the attached resolution appointing
three individuals to serve on a
Certification Committee for the Downtown
DRI, to ascertain whether each consultant
who responds to the City's RFP is fully
qualified to perform the required services
related to transportation and
environmental assessments.
The City Commission adopted Resolution No. 85-208 on February 28, 1985,
authorizing the City Manager to issue a Request for Proposals for consulting
services to assist in the preparation of a Downtown Development Plan and
Development of Regional Impact (DR1) application. Consultant services will be
solicited for technical portions of the DRI study, including traffic and
kw,
environmental impact analyses.
The procedures for consultant selection, described in Section 18-52.3 (d) (3)
of the Miami City Code, require that a committee be appointed by the

City Commission to certify that each consultant who responds to the
Request for Proposals is fully qualified to render the services requested. It
should be noted that a Certification Committee is different from a consultant
Selection Committee. The Certification Committee reviews all consultant

proposals as to compliance with minimum standards for professional
qualifications. Then the Selection Committee evaluates and ranks all
proposals deemed qualified by the Certification Committee.
The certification committee must be made up of at least three professionals in
the field of practice required by the project. The following persons are

recommended for the Certification Committee for the Downtown DRI because they
are professionals engaged in the fields of transportation engineering, water

and sewer engineering, and environmental protection:
