A RESOLUTION AUTHORIZING THE SUBSEQUENT ISSUANCE OF A REQUEST FOR PROPOSALS FOR CONSULTING SERVICES FOR THE PREPARATION OF A DESIGN CRITERIA MANUAL AND CONSTRUCTION DOCUMENTS FOR THE BRICKELL PROMENADE PROJECT; DESIGNATING THE APPLICABLE PROFESSIONAL SERVICES FOR SAID STUDY AS A CATEGORY "B" PROJECT; APPOINTING A CERTIFICATION COMMITTEE; APPOINTING SERGIO RODRIGUEZ, DIRECTOR, PLANNING DEPARTMENT, AS CHAIRPERSON FOR THE COMPETITIVE SELECTION AND NEGOTIATION COMMITTEE IN ACCORDANCE WITH CITY CODE SECTION 18-52.3, WHICH ESTABLISHES PRO- CEDURES FOR CONTRACTING SAID PROFESSIONAL SERVICES AND ALSO ESTABLISHES COMPETITIVE NEGOTIATION REQUIREMENTS WITH REGARD TO THE FURNISHING OF SUCH SERVICES. WHEREAS, the Brickell 10th Street Promenade was first recommended in the Brickell Station Area Design and Development (SADD) Plan, approved by the City Commission April 23, 1981; and WHEREAS, the project is expected to stimulate private investment in development of abutting properties that may not occur without this substantial amenity; and s WHEREAS, the design standards are needed now so that any a i private development that may be initiated will be designed in j harmony; and WHEREAS, the Capital Improvements Fund - FY 1985 has an allocation of $48,000 of which $39,000 is derived from the Capital Improvements Fund Interest Income and $9,000 from the Miley property rent for the purpose of conducting the study; and WHEREAS, the City will be seeking the professional services rs of qualified and experienced planners, economists, and traffic engineers and other specialized consultants; and - WHEREAS, the City Manager recommends that the applicable professional services to be provided in conjunction with this study be designated a Category "B" project in accordance with the ,,..� provisions of City Code Section 18-52.3; and WHEREAS, the City Manager recommends that Sergio Rodriguez, Director, Planning Department, be appointed Chairperson of the Competitive Selection and Negotiation Committee in accordance N P with the provisions of City Code Section 18-52.3; CITY Colvi for siOMEETING' '''•�-' s 85-41i: APR 21 0 0 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is authorized and instructed to direct the Planning Department to subsequently issue a Request for Proposals for consulting services in assisting in the preparation of a Design Criteria Manual and Construction Documents for the Brickell Promenade Project. Section 2. The applicable professional services for said study are hereby designated as a Category "B" project in accordance with City Code Section 18-52.3 which establishes procedures for contracting for certain professional services and also establishes competitive negotiation requirements with regard to the furnishing of such services. Section 3. Sergio Pereira City Manager A0anningoDepartment FROM:riguez, Director oArE: March 26, 1985 RILE: SUSJECT: Design Criteria Manual and Construction Documents for the Brickell Promenade REFERENCES: City Commission Meeting of 85 ENCLOSURES: April 11, 19 It is recommended that the Commission authorize the subsequent issuance of a Request for Proposals for consulting services for the preparation of a Design Manual and Construction Documents for the Brickell Promenade; designate the planning for the w study as a Category "B" project; appoint a certification committee; designate Sergio Rodriguez, Director, Planning Department, as Chairperson of the Competitive Selection and Negotiation Committee. * Funding: Funding for the Brickell Promenade Project in the amount of $48,000 has been allocated in the Capital Improvement Fund FY 1985 Account #35133. Project funding is derived from the Capital Improvement Fund Interest Income and the Miley Property - Rent. Background: The Brickell Promenade project will be located in the Brickell area on SE/SW 10th Street between SW 1st Avenue and SE 1st Avenue, the proposed Mall will link the Brickell Metrorail Station with the large office employment population along Brickell Avenue. The project was first recommended in the Brickell Station Area Design and Development (SADD) Plan, T# approved by the City Commission April 23, 1981. The Mall has two major purposes: a) to provide an attractive and efficient linkage between the Brickell Metrorail Station and an estimated 30,000 office workers located along Brickell Avenue; and b) to provide a focal point of activity and amenity within the central Brickell "mixed -use" district a linear urban park with sidewalk cafes, entertainers, retailing, etc. The consultant will be required to provide professional services including preliminary the r operations and design standards, an engineering analysis of cross sectional, utility, and drainage requirements of the ,; project, as well as specific architectural design for the Promenade including paving patterns, materials, landscaping, Page 1 of 2 85— 1rd I i r ' Sergio Pereira March 26, 1985 City Manager x r, street furniture, lighting, traffic control hardware, etc. From these recommendations accurate construction cost estimates will be prepared by the consultants, and a Design Criteria Manual will be published.
