HomeMy WebLinkAboutR-85-0399J-85-355 4/9/85 RESOLUTION NO. 85M385 4 A RESOLUTION DESIGNATING THE OVERTOWN ADVI- SORY BOARD (OAB) AS AN OFFICIAL ADVISORY BOARD FOR THE OVERTOWN COMMUNITY DEVELOPMENT TARGET AREA, AN AREA, GENERALLY BOUNDED BY& THE I-95 EXPRESSWAY; N.W. 21ST TERRACE; N.W. 22ND STREET; N.W. 3RD AVENUE; N.W. 20TH STREET; THE FLORIDA EAST COAST RAILWAY RIGHT- OF-WAY; N.W. 5TH STREET; THE MIAMI RIVER; AND THE 836 EXPRESSWAY. WHEREAS, on June 17, 1982, by Resolution No. 82-560, the City modified the citizen participation plan for the Community Development Block Grant Program established by Resolution No. 80-563 and created a 21-member city wide Advisory Board for the Community Development Block Grant Program; and WHEREAS, by Resolution No. 83-187, the Overtown Advisory Board (OAB) was designated as the major mechanism for citizen participation within the Overtown portion of the Southeast Overtown/Park West Project area, which is bounded by the I-395 Expressway, N.W. 5th Street, the Florida East Coast Railway right-of-way, and the I-95 Expressway; and WHEREAS, the Overtown Advisory Board has official represen- tation on the 21-member Citywide Advisory Board for the Commu- nity Development Block Grant Program, but does not have official authorization to represent the entire Overtown Community Develop- ment Target Area in matters relating to citizen participation; and WHEREAS, it would be beneficial for the Overtown Advisory Board to continue to review all existing and proposed public projects and programs designated for the Overtown Community Development Target Area and for the OAB to provide recommenda- tions to the 21-member Citywide Advisory Board regarding Com- munity Development related projects and programs; CITY COMMISSION MEETING OF APR 11 1985 ON NO.85-12 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Overtown Advisory Board (OAB) is hereby designated as an official Advisory Board for citizen participa- tion in the Overtown Community Development Target Area, an area generally bounded by: the I-95 Expressway; N.W. 21st Terrace; N.W. 22nd Street; N.W. 3rd Avenue; N.W. 20th Street; the Florida East Coast Railway right-of-way; N.W. 5th Street; the Miami River; and the 836 Expressway. Section 2. It is the intention of the City Commission to bring major matters of public concern before the OAB for its review and comment. PASSED AND ADOPTED this llth day of APRIL , 1984. Overtown/park West ENc�osuREs: 1 Redevelopment project It is recommended that the City Commission approve the attached resolution designatin the Overtown Advisory Board as the officia Advisory Board for the Overtown Community Development Target Area. i Mrs. Ann -Marie Adker, an Overtown resident and member of the Overtown Advisory Board, on February 14, 1985, submitted a memorandum of concerns to the City Commission. Included was a request to authorize the Overtown Advisory Board to monitor all public activities and provide a forum for citizen participation within the Overtown Community Development Target Area. The Overtown Advisory Board is an officially recognized City and County board. It was created by Resolution No. 82-645 as a 15-member board to fulfill the requirements of the Urban Mass - Transportation Administration (UMTA) Grant and the Interlocal Cooperation Agreement between the City and County. The Inter - local Cooperation Agreement establishes the redevelopment responsibilities for the Southeast Overtown/Park West Redevel- opment Program. The Overtown Advisory Board's current responsibility is to -.' review major project implementation decisions regarding the ' Overtown portion of the Southeast Overtown/Park West Project a Area (see attached map). �,. Historically, there has been a communit Y ywide board to address _}> citizen concerns within Overtown since the mid-1960s. This has included the Planning Area Committee under the Neighborhood `a. Rosencrantz -2- March 25, 1985 The Overtown Advisory Board is desirous of reactivating a centralized citizen participation organization to review and monitor public projects and programs for the entire community Development Target Area rather than continue the existing limited approach to citizen participation. There is currently no communitywide forum to discuss critical issues of concern to area residents. The Overtown Advisory Board is presently composed of individ- uals who have been involved with the community development process for many years and have a clear understanding of the community's needs and desires.
