A RESOLUTION CLOSING CERTAIN
STREETS TO THROUGH VEHICULAR
TRAFFIC AND ESTABLISHING A
PEDESTRIAN MALL DURING SPECIFIED
HOURS FOR THE 1985 MIAMI/BAHAMAS
GOOMBAY FESTIVAL; SAID STREET
CLOSING SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES: ESTABLISHING
THE AREA PROHIBITED TO RETAIL
PEDDLERS DURING THE PERIOD OF THE
EVENT; ALLOWING THE SALE OF BEER
AND WINE FOR A TWO-DAY PERIOD BY
THE MIAMI/BAHAMAS GOOMBAY FESTIVAL
COMMITTEE IN CONNECTION WITH THE
1985 MIAMI/BAHAMAS GOOMBAY
FESTIVAL TO BE HELD IN MIAMI ON
JUNE 8 AND 9, 1985; SUBJECT TO THE
ISSUANCE OF ALL REQUIRED PERMITS.
WHEREAS, the 1985 Miami/Bahamas Goombay Festival has been
planned for June 8 and 9, 1985; and
WHEREAS, the City Commission, by Motion No. 84-1401, of
December 13, 1985, expressed its intent to close the necessary
streets for the event; and
WHEREAS, the organizers of the event have requested
permission to sell beer and wine during the specified hours of
the event; and
WHEREAS, Ordinance No. 9818 of April 5, 1984, authorized the
City Commission to permit the dispensing of beer or wine in soft
containers in any City park upon such conditions and limitations
as the City Commission shall prescribe;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to provide safe passage and a temporary
pedestrian mall during the 1985 Miami/Bahamas Goombay Festival,
the following streets are hereby closed to through vehicular
traffic on June 8 and 9, 1985 from 7:00 A.M. to 8:00 P.M.:
a) Douglas from U.S. 1 to Grand Avenue,
Grand Avenue fromDouglas to Matilda,
Commodore Plaza from Grand Avenue to Main
Highway.

the area listed above.
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgment
predicated upon all factors set forth herein.
Section 3. Pursuant to the provisions of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on June 8 and 9, 1985, during
the hours of 7:00 AM to 8:00 PM on the above designated streets,
and on all intersecting streets for two blocks in all directions.
Section 4. Permission to sell beer and wine for a two-day
period is hereby granted to the Miami/Bahamas Goombay Festival
Committee in connection with the 1985 Miami/Bahamas Goombay
Festival to be held in Miami on June 8 and 9, 1985, in compliance
with Ordinance No. 9818, and subject to the issuance of all
required permits.

Motion No. 84-1401, per the
attached resolution."

On June 7 and 8, 1985, the Miami/Bahamas Goombay Festival Committee
will conduct the annual Miami/Bahamas Goombay Festival in the Coconut

Grove area.

The City Commission passed Motion No. 84-1401 on December 13, 1984,
expressing its intent to close the necessary streets for this event.
Additionally, the organization has requested permission to sell beer
during the two-day event.

The streets to be closed are as follows:
a) Douglas Road from U.S. 1 to Grand Avenue,
Grand Avenue from Douglas Road to Matilda,

Commodore Plaza from Grand Avenue to Main Highway.
b) All streets and avenues intersecting the area listed
above.
The Parks and Recreation Department recommends that Motion No. 84-
