A RESOLUTION ALLOWING THE SALE OF

BEER AND WINE FOR A THREE-DAY

PERIOD BY HAITIAN CARNAVAL, INC.
IN CONNECTION WITH THE HAITIAN
CARNAVAL TO BE HELD APRIL 19, 20
AND 21, 1985, IN THE CITY OF
MIAMI; SUBJECT TO THE ISSUANCE OF
ALL REQUIRED PERMITS; FURTHER
CLOSING CERTAIN STREETS TO THROUGH
VEHICULAR TRAFFIC AND ESTABLISHING
A PEDESTRIAN MALL DURING SPECIFIED
HOURS FOR THE HAITIAN CARNAVAL;
SAID STREET CLOSING SUBJECT TO THE
ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES;
ESTABLISHING THE AREA PROHIBITED
TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT.

WHEREAS, The Haitian Carnaval, Inc, has planned the 1985
Haitian Carnaval for April 19, 20 and 21, 1985; and
WHEREAS, the event will take place in the Lemon City area of
the City of Miami and will include the sale of beverages, food
arts and crafts; and

WHEREAS, Haitian Carnaval, Inc. has requested permission to
sell beer and wine for a three-day period of April 19, 20 and 21,
1985, in connection with the Haitian Carnaval; and

WHEREAS, Ordinance No. 9818 of April 5, 1984, authorized the

City Commission to permit the dispensing of beer or wine in soft

containers in any City park upon such conditions and limitations
as the City Commission shall prescribe; and

WHEREAS, said organization has also requested that certain

streets be closed in connection with the event;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
;r OF MIAMI, FLORIDA:
Section 1. Permission to sell beer and wine for a three-day
period is hereby granted to Haitian Carnaval, Inc. in connection
with the 1985 Haitian Carnaval to be held in the City of Miami on
April 19, 20 and 21, 1985, in compliance with Ordinance No. 9818,
and subject to the issuance of all required permits.
Section 2. In order to provide safe passage and a temporary
pedestrian mall during the 1985 Haitian Carnaval, the following
streets are hereby closed to through vehicular traffic on A ril

20 and 21. 1985, from 2:00 p.m. to 7:00 p.m.:
a) April 20, 1985: NE 59 Street from North Miami
„:. Avenue to NE 2 Avenue.
W b) April 21,_1985: 62 Street from NW 2 Avenue to
NE 2 Avenue,
NE 2 Avenue from NE 54 Street to NE 62 Street,
NE 54 Street from NE 2 Avenue to North Miami
Avenue,
North Miami Avenue from NE 54 Street to NE 59
Street.
c) All streets and avenues intersecting
the area listed above.
Section 2. Such closing of streets is subject to the

issuance of permits by the Departments of Police and Fire, Rescue

and Inspection Services. Said permit from the Department of
=
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and

upon the favorable exercise of the City Manager's judgment
predicated upon all factors set forth herein.
Section 3. Pursuant to the provisions of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on April 19, 20 and 21 during
{. the hours of 2:00 p.m. to 7:00 p.m. on the streets identified
L-.- A above, and on all intersecting streets for two blocks in al
directions.

SUBJECT: Resolution Concerning the
Haitian Carnaval

ENCLOSURES:
"it is recommended that Haitian
Carnaval be allowed to sell beer during
the 1985 Haitian Carnaval on April 19,
20 an 21, 1985, and that certain
streets be closed for the event, per
the attached resolution."
The City Commission granted Haitian Carnaval $25,000 in support of
the 1985 Haitian Carnaval to be held on April 19, 20 and 21, 1985, by
Resolution No. 85-101A on February 14, 1985.
The organization has requested permission to sell beer on those dates
during the Carnaval. It has also that the following streets be
closed from 2:00 p.m. to 7:00 p.m.:
a) April 20, 1985:
NE 59 Street from North Miami Avenue to NE 2 Avenue.
b) April 21, 1985:
62 Street from NW 2 Avenue to NE 2 Avenue,
NE 2 Avenue from NE 54 Street to NE 62 Street,
NE 54 Street from NE 2 Avenue to North Miami Avenue,
North Miami Avenue from NE 54 Street to NE 59 Street.
The Parks and Recreation Department recommends that the above
requests be granted and that, in addition, all retail peddlar's
licenses be invalided on the dates and sites identified above.
